AN ACT making an appropriation to the Interim Finance Committee for allocation to the Department of Human Resources for an electronic application process for the Nevada Check Up program and Medicaid assistance; and providing other matters properly relating thereto.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
1-1 Section 1. 1. There is hereby appropriated from the state general
1-2 fund to the Interim Finance Committee the sum of $500,000 for allocation
1-3 to the Department of Human Resources for the costs of developing and
1-4 converting to an electronic application process for the Nevada Check Up
1-5 program and Medicaid assistance.
1-6 2. The Department of Human Resources may submit a request to the
1-7 Interim Finance Committee for the allocation of all or any part of the
1-8 money appropriated by subsection 1 at any time. Any such request must
1-9 include a plan for the development of and conversion to the new electronic
1-10 application process, in addition to a description of the proposed new
1-11 process.
1-12 3. Upon receipt of a request from the Department of Human Resources
1-13 for the allocation of money appropriated by subsection 1, the Interim
1-14 Finance Committee shall consider the request and may require any
1-15 additional information that it determines is necessary to make a final
1-16 decision.
1-17 4. Upon considering a request submitted by the Department of Human
1-18 Resources, and any additional information requested, the Interim Finance
1-19 Committee shall determine whether to allocate all or any portion of the
2-1 money appropriated by subsection 1. The Interim Finance Committee is
2-2 not required to approve the entire funding in any request or to allocate the
2-3 entire amount appropriated. If the Interim Finance Committee makes an
2-4 allocation of money pursuant to this section, it shall require such
2-5 documentation and reporting as it deems necessary. Any change from the
2-6 plans for the development of or conversion to the new process that were
2-7 submitted with the request for the allocation must be approved by the
2-8 Interim Finance Committee before money is committed for expenditure on
2-9 the portion that is changed.
2-10 5. Any remaining balance of the appropriation made by subsection 1
2-11 must not be committed for expenditure after June 30, 2003, and reverts to
2-12 the state general fund as soon as all payments of money committed have
2-13 been made.
2-14 Sec. 2. This act becomes effective upon passage and approval.
