AN ACT relating to education; making an appropriation to the Department of Education to provide grants of money for certain programs that promote parental involvement; and providing other matters properly relating thereto.

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN

SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

 

1-1    Section 1.  1.  There is hereby appropriated from the state general

1-2  fund to the Department of Education the sum of $2,000,000 for public and

1-3  private nonprofit programs that promote the involvement of parents with

1-4  their children and the education of their children.

1-5    2.  The Department of Education shall provide grants of money from

1-6  the appropriation made by subsection 1 for public and private nonprofit

1-7  programs that promote the involvement of parents with their children and

1-8  the education of their children. To receive a grant of money, an applicant

1-9  must provide proof to the Department of Education that the program for

1-10  which the applicant seeks a grant offers at least one of the following:

1-11    (a) Regular, two-way and meaningful communication between home

1-12  and school.

1-13    (b) Promotion and support of responsible parenting.

1-14    (c) Recognition that parents play an integral role in assisting their

1-15  children to learn.

1-16    (d) An open atmosphere for parents to visit the school that their children

1-17  attend and active solicitation of parental support and assistance for school

1-18  programs.

1-19    (e) Inclusion of parents as full partners in decisions affecting their

1-20  children and families.


2-1    (f) Availability of community resources to strengthen school programs,

2-2  family practices and pupil achievement.

2-3    (g) Training for school personnel in methods to communicate and work

2-4  effectively with parents and pupils.

2-5    3.  Any remaining balance of the appropriation made by subsection 1

2-6  must not be committed for expenditure after June 30, 2003, and reverts to

2-7  the state general fund as soon as all payments of money committed have

2-8  been made.

2-9    Sec. 2.  This act becomes effective on July 1, 2001..
