AN ACT relating to state employees; changing the name of the award presented to a state employee for continuous and faithful employment with the state for a certain number of years; removing the statutory limit on the maximum amount of money that may be spent on such an award; requiring the state board of examiners to prescribe a maximum amount of money that may be spent on such an award; and providing other matters properly relating thereto.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
1-1 Section 1. NRS 285.010 is hereby amended to read as follows:
1-2 285.010 As used in this chapter unless the context otherwise requires:
1-3 1. “Adoption” means the putting of an employee suggestion into
1-4 effect.
1-5 2. “Board” means the merit award board.
1-6 3. “Employee suggestion” means a proposal by a state employee
1-7 which would:
1-8 (a) Reduce or eliminate state expenditures; or
1-9 (b) Improve the operation of state government.
1-10 4. [“Longevity award” means a suitable symbol, other than money, of
1-11 continuous and faithful service in state government for a period of 5, 10,
1-12 20, 30 or 40 years by a state employee.
1-13 5.] “Merit award” means an award to a state employee for an adopted
1-14 suggestion in the form of either the governor’s certificate of commendation
1-15 or a cash payment.
1-16 [6.] 5. “State employee” means any person employed by a state
1-17 agency who is not the head of the department.
2-1 Sec. 2. NRS 285.080 is hereby amended to read as follows:
2-2 285.080 1. The governor or head of a state agency may present
2-3 [longevity] service awards to state employees if:
2-4 [1.] (a) The cost of each award does not exceed [$10;] the amount
2-5 established by the state board of examiners; and
2-6 [2.] (b) The office of the governor or the agency has sufficient funds
2-7 available for such awards.
2-8 2. The state board of examiners shall establish by regulation a
2-9 maximum amount of money that the governor or the head of a state
2-10 agency may spend on a service award pursuant to this section.
2-11 3. As used in this section, “service award” means a suitable symbol,
2-12 other than money, of continuous and faithful service in state government
2-13 for a period of 5, 10, 20, 30 or 40 years by a state employee.
2-14 Sec. 3. This act becomes effective on July 1, 2001.
