AN ACT relating to motor vehicles; revising the provisions authorizing certain inspection stations and authorized inspection stations to renew certificates of registration; and providing other matters properly relating thereto.

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN

SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

 

1-1    Section 1. NRS 482.281 is hereby amended to read as follows:

1-2    482.281  1.  The department [shall establish a pilot program to] may

1-3  allow an authorized inspection station or authorized station[, as defined in

1-4  NRS 445B.710 and 445B.720, respectively,] to renew certificates of

1-5  registration for motor vehicles.

1-6    2.  The department shall [choose the authorized inspection stations and

1-7  authorized stations which may participate in the program. The department

1-8  shall not choose] not issue a license to an authorized inspection station or

1-9  authorized station [for the program] to renew certificates of registration if

1-10  that station has committed any of the violations set forth in NRS 445B.790.

1-11    3.  An authorized inspection station or authorized station shall not

1-12  renew a certificate of registration for a motor vehicle unless the station has

1-13  issued a certificate of emissions compliance for that vehicle.

1-14    4.  The department shall establish bonding and surety requirements for

1-15  an authorized inspection station or authorized station that [elects to

1-16  participate in the program.] is authorized to renew certificates of

1-17  registration. Each such station shall obtain the equipment necessary for the

1-18  operation of the station, as determined by the department, and [shall] pay

1-19  the costs of any audit required by the department.


2-1    5.  The department shall adopt regulations necessary to carry out the

2-2  provisions of this section. The regulations must include, without

2-3  limitation:

2-4    (a) The requirements for licensing an authorized inspection station or

2-5  authorized station to renew certificates of registration; and

2-6    (b) The compensation an authorized inspection station or authorized

2-7  station is entitled to receive for the renewal of a certificate of registration.

2-8    6.  As used in this section:

2-9    (a) “Authorized inspection station” has the meaning ascribed to it in

2-10  NRS 445B.710.

2-11    (b) “Authorized station” has the meaning ascribed to it in NRS

2-12  445B.720.

2-13    Sec. 2.  This act becomes effective on July 1, 2001, for the purpose of

2-14  adopting regulations and on January 1, 2002, for all other purposes.
