Assembly Concurrent RESOLUTION—Recognizing the American Heart Association and commending its community outreach program Operation Heartbeat.

 

1-1    Whereas, The American Heart Association was established in 1924 by

1-2  six cardiologists and is currently one of the world’s leading health

1-3  organizations whose volunteers and supporters number more than 22

1-4  million people nationwide; and

1-5    Whereas, The American Heart Association spent approximately $337

1-6  million during fiscal year 1999-2000 on research support, public and

1-7  professional education, and community programs; and

1-8    Whereas, The American Heart Association has given more than $1.8

1-9  billion to heart and blood vessel research in the past 50 years; and

1-10    Whereas, Advances in cardiovascular and stroke research have

1-11  improved the quality of life for millions of American men and women who

1-12  have survived cardiovascular disease or stroke; and


2-1    Whereas, Cardiovascular disease is the number one killer of men and

2-2  women in our nation; and

2-3    Whereas, Over 1.5 million people suffer a heart attack each year as a

2-4  result of cardiovascular disease; 480,000 Americans die each year as a

2-5  result of complications from a heart attack; and 264,000 people die each

2-6  year from sudden cardiac arrest; and

2-7    Whereas, The American Heart Association formed the American

2-8  Stroke Association in 1997, recognizing that stroke is the number three

2-9  cause of death for American men and women, striking over 600,000

2-10  Americans each year; and

2-11    Whereas, The majority of Americans are not aware of the risk factors

2-12  or the warning signs of heart attack or stroke; and

2-13    Whereas, Operation Heartbeat is a community-based program

2-14  designed to decrease the number of deaths resulting from heart attack and

2-15  sudden cardiac arrest by strengthening the Chain of Survival which is

2-16  composed of four “links” which represent the sequence of events necessary

2-17  to survive these health emergencies; and

2-18    Whereas, The four “links” of the Chain of Survival are: Early Access,

2-19  which requires recognition of the signs and symptoms of a heart attack and

2-20  placement of a 911 call; Early CPR, which is more likely to occur as more

2-21  people are trained in administering this life-saving procedure; Early

2-22  Defibrillation, which requires access to and training in the use of

2-23  automated external defibrillators; and Early Advanced Care by medical

2-24  professionals to stabilize the victim of a heart attack or cardiac arrest; and

2-25    Whereas, The national survival rate from sudden cardiac death is only

2-26  2 to 5 percent but cities with a strong Chain of Survival have survival rates

2-27  as high as 20 to 30 percent, and an estimated 50,000 lives could be saved

2-28  each year if that same survival rate was nationwide; and

2-29    Whereas, The American Heart Association has established an

2-30  aggressive goal to decrease coronary heart disease, stroke and associated

2-31  risk by 25 percent before the year 2010; and

2-32    Whereas, A step toward this goal took place in Nevada on April 30,

2-33  2001, when the American Heart Association hosted a Legislative CPR

2-34  Training Day to train legislators, constitutional officers and staff who can

2-35  now contribute to the Chain of Survival by sharing their knowledge and

2-36  experience with the general public; now, therefore, be it

2-37    Resolved by the Assembly of the State of Nevada, the Senate

2-38  Concurring, That the Legislature of the State of Nevada recognizes and

2-39  commends the American Heart Association and applauds its community

2-40  outreach program Operation Heartbeat.

 

2-41  H
