Assembly Concurrent RESOLUTION—Memorializing distinguished legislative advocate, Richard L.Morgan.
1-1 Whereas, Richard Linn Morgan was born in Grantsville, West Virginia,
1-2 on March 22, 1928, to Amos and Mary Morgan, and grew up in
1-3 Bridgeport, West Virginia; and
1-4 Whereas, Dick Morgan graduated from Bridgeport High School in
1-5 1946, having earned 11 letters during his 4 years in high school and
1-6 becoming the first Bridgeport athlete to receive an athletic scholarship to
1-7 West Virginia University; and
1-8 Whereas, Dick Morgan played professional baseball as a pitcher with
1-9 the Red Sox farm league system in the early 1950s, and pitched against
1-10 many now legendary players, including Satchell Paige; and
1-11 Whereas, Dick Morgan served twice in the United States Army, once in
1-12 the occupation of Japan following World War II and again in 1952 when
1-13 he was called back to duty during the Korean Conflict; and
2-1 Whereas, In 1952 Dick Morgan married his high school sweetheart,
2-2 Barbara Capet, and they lovingly raised two children, Randy Morgan, now
2-3 a physician in Edmond, Oklahoma, and Kim Morgan, now Chief Deputy
2-4 Legislative Counsel for the Nevada Legislature; and
2-5 Whereas, Dick Morgan obtained bachelor’s and master’s degrees from
2-6 West Virginia University in Morgantown, West Virginia, and, in 1959,
2-7 received his law degree from George Washington University in
2-8 Washington, D.C., while teaching high school history; and
2-9 Whereas, His innate sense of civic pride, respect for the democratic
2-10 process, and respect for others regardless of their race or religion instilled
2-11 in him a ceaseless desire to assist in the development of meaningful public
2-12 policy in this country resulting from honest and informed public debate of
2-13 the issues; and
2-14 Whereas, Upon graduation from law school, he combined his desire
2-15 for excellence in public education and his skills in legal advocacy for 20
2-16 years as Associate Legal Counsel for the National Education Association in
2-17 Washington, D.C., Associate Executive Director of the Florida Education
2-18 Association, Executive Director of the Nevada State Education
2-19 Association, and Executive Director of the Oklahoma Education
2-20 Association; and
2-21 Whereas, During his tenure with the National Education Association
2-22 and the Florida Education Association, he worked tirelessly to achieve
2-23 equal educational opportunities for children of all races and religions, and
2-24 to facilitate the racial integration of public school systems; and
2-25 Whereas, During his tenure as Executive Director of the Nevada
2-26 Education Association he worked with the Nevada Legislature to create the
2-27 nation’s first collective bargaining law that included binding arbitration, to
2-28 enact Nevada’s “Fair Dismissal Law” for teachers, and to transform the
2-29 Public Employees’ Retirement System into the financially viable benefit
2-30 program that exists today; and
2-31 Whereas, Whether he was representing the interests of public school
2-32 children or private industry or consumers, throughout his career as a
2-33 legislative advocate Dick Morgan was widely respected for his integrity
2-34 and honesty; and
2-35 Whereas, Dick Morgan enjoyed honorable competition, be it on a
2-36 baseball field, golf course or in legislative halls, but his competitiveness
2-37 was rarely at the expense of others, and his mild mannered and self-
2-38 effacing demeanor was frequently punctuated with genuine encouragement
2-39 for others to be true to themselves and rise to their own personal bests; and
2-40 Whereas, Dick Morgan contributed a lifetime of wisdom, discernment
2-41 and pragmatic idealism as a lobbyist, working diligently to provide
2-42 legislators with facts and information to help shape good public policy, and
2-43 steadfastly believing that most of those who serve as state legislators are
2-44 honestly doing what they believe is in the best interests of their constituents
2-45 and their state, and are thereby deserving of respect; and
2-46 Whereas, While Dick Morgan’s career as a legislative advocate
2-47 spanned 33 years and took him to 28 state legislatures, he was always
2-48 proud to say that he found Nevada’s legislative system to be more open
2-49 and accessible to the public than any other that he had encountered; and
3-1 Whereas, The State of Nevada lost an honorable man on December 11,
3-2 1999, but his legacy will continue with the memory of his deep desire to
3-3 bring public respect and understanding to the legislative process and to the
3-4 persons who serve their state as legislators; now, therefore, be it
3-5 Resolved by the Assembly of the State of Nevada, the Senate
3-6 Concurring, That the members of the 71st session of the Nevada
3-7 Legislature hereby express their sincere condolences to the family and
3-8 many friends of Dick Morgan; and be it further
3-9 Resolved, That the Nevada Legislature honors the important
3-10 contributions of Richard L. Morgan and finds inspiration in his singular
3-11 example of coaching his pupils, his children, his colleagues, and legislators
3-12 across this country to rise to their own personal bests; and be it further
3-13 Resolved, That the Chief Clerk of the Assembly prepare and transmit
3-14 a copy of this resolution to Dick Morgan’s loving wife of 47 years,
3-15 Barbara Morgan.
