ASSEMBLY Joint RESOLUTION—Commending the State of California and the California Tahoe Conservancy for their efforts to secure money for and establish a coordinated team at the state level to carry out the Environmental Improvement Program in the Lake Tahoe Basin.
1-1 Whereas, In April 1998, the Governing Board of the Tahoe Regional
1-2 Planning Agency adopted the Environmental Improvement Program, a
1-3 document which outlines the actions that need to be taken within the 10
1-4 years immediately succeeding its adoption to save the declining clarity of
1-5 Lake Tahoe and protect other valuable resources in the Lake Tahoe Basin;
1-6 and
1-7 Whereas, The total estimated cost of the Environmental Improvement
1-8 Program is $908 million, which is apportioned among the Federal
1-9 Government, the State of California, the State of Nevada, local
1-10 governments and the private sector; and
1-11 Whereas, The contribution for the cost of the Environmental
1-12 Improvement Program to be paid by the State of California is
1-13 approximately $275 million; and
1-14 Whereas, For the fiscal years 1998, 1999 and 2000, the Governor of
1-15 the State of California proposed and the California Legislature approved
1-16 budgets committing approximately $20 million per year to the California
1-17 Tahoe Conservancy for carrying out the Environmental Improvement
1-18 Program and, in 1999, Governor Gray Davis pledged the intention of the
1-19 State of California to contribute the remainder of its share of the cost of the
1-20 Environmental Improvement Program in succeeding years; and
2-1 Whereas, In March 2000, the voters of the State of California
2-2 approved Ballot Proposition 12, entitled “Safe Neighborhood Parks, Clean
2-3 Water, Clean Air, and Coastal Protection Bond Act of 2000,” which
2-4 included an allocation of $50 million to the California Tahoe Conservancy
2-5 to enable the Conservancy to carry out certain responsibilities of the State
2-6 of California relating to the Environmental Improvement Program; and
2-7 Whereas, In August 2000, Maria Contreras-Sweet, Secretary of the
2-8 Business, Transportation and Housing Agency of the State of California,
2-9 announced a commitment of approximately $53 million by the California
2-10 Department of Transportation to the Environmental Improvement Program;
2-11 and
2-12 Whereas, Also in August 2000, it was estimated that the State of
2-13 California, through the programs of the California Tahoe Conservancy, the
2-14 California Department of Transportation and the California Department of
2-15 Parks and Recreation, had fulfilled approximately 57 percent of its total
2-16 apportioned contribution of $275 million to the Environmental
2-17 Improvement Program; and
2-18 Whereas, In addition to matters concerning the financial support of the
2-19 Environmental Improvement Program, the State of California, through the
2-20 leadership of Mary D. Nichols, Secretary for Resources of the California
2-21 Resources Agency, Winston H. Hickox, Secretary of the California
2-22 Environmental Protection Agency, and Maria Contreras-Sweet, Secretary
2-23 of the Business, Transportation and Housing Agency of the State of
2-24 California, has established the California Lake Tahoe Interagency Council,
2-25 a cabinet-level body that is charged with updating the Environmental
2-26 Improvement Program and coordinating the efforts of the State of
2-27 California to carry out the Environmental Improvement Program; and
2-28 Whereas, Following the adoption of the Environmental Improvement
2-29 Program, the California Tahoe Conservancy, under the leadership of its
2-30 Executive Officer, has worked diligently to support the efforts of officials
2-31 of the State of California to fulfill the apportioned contribution of the State
2-32 of California to the Environmental Improvement Program and has assisted
2-33 in efforts to coordinate the carrying out of the program within the Lake
2-34 Tahoe Basin; now, therefore, be it
2-35 Resolved by the Assembly and Senate of the State of Nevada,
2-36 Jointly, That the members of the Nevada Legislature do hereby
2-37 commend the residents of the State of California, the California
2-38 Legislature, Gray Davis, Governor of the State of California, Mary D.
2-39 Nichols, Secretary for Resources of the California Resources Agency,
2-40 Winston H. Hickox, Secretary of the California Environmental Protection
2-41 Agency, and Maria Contreras-Sweet, Secretary of the Business,
2-42 Transportation and Housing Agency of the State of California, for their
2-43 efforts to assist the State of California in fulfilling its financial commitment
2-44 to the Environmental Improvement Program and for their efforts to
2-45 coordinate at a state level the carrying out of the program through the
2-46 establishment of the California Lake Tahoe Interagency Council; and be it
2-47 further
2-48 Resolved, That the members of the Nevada Legislature do hereby
2-49 commend the California Tahoe Conservancy for its efforts since its
3-1 establishment in 1984 to preserve, restore and enhance the natural
3-2 environment of the Lake Tahoe Basin and especially for its recent activities
3-3 to support the efforts of officials of the State of California to fulfill the
3-4 apportioned contribution of the State of California to the Environmental
3-5 Improvement Program and to assist in efforts to coordinate the carrying out
3-6 of the Program within the Lake Tahoe Basin; and be it further
3-7 Resolved, That the Chief Clerk of the Assembly prepare and transmit
3-8 a copy of this resolution to Gray Davis, Governor of the State of
3-9 California, John Burton, President Pro Tempore of the Senate of the State
3-10 of California, Robert M. Hertzberg, Speaker of the Assembly of the State
3-11 of California, Mary D. Nichols, Secretary for Resources of the California
3-12 Resources Agency, Winston H. Hickox, Secretary of the California
3-13 Environmental Protection Agency, Maria Contreras-Sweet, Secretary of
3-14 the Business, Transportation and Housing Agency of the State of
3-15 California, and Dennis T. Machida, Executive Officer of the California
3-16 Tahoe Conservancy; and be it further
3-17 Resolved, That this resolution becomes effective upon passage.
