ASSEMBLY RESOLUTION—Memorializing third-generation Elko County rancher and long-time Nevada Legislator Norman D.Glaser.

 

1-1    Whereas, The members of the Nevada Assembly note with sadness
the passing of long-time Nevada Legislator Norman D. Glaser on
December 27, 1999; and

1-2    Whereas, This native Nevadan was born on April 4, 1921, to Clarence

1-3  and Margaret Kathryn (Layer) Glaser; and

1-4    Whereas, Norman Glaser attended the “Little Red School House” in

1-5  Halleck, Nevada, before graduating from Elko High School in 1939 and

1-6  receiving a degree in Agricultural Engineering from Oklahoma State

1-7  University in 1943; and

1-8    Whereas, Following his marriage to Nelda Marie Lancaster on
August 7, 1943, in Oklahoma City, Norman Glaser served as an

1-9  Engineering Officer for the United States Navy in the Pacific during World

1-10  War II; and

1-11    Whereas, After completing his service with the Navy, Norman and

1-12  Nelda Glaser returned to the family ranch near Elko where he went into

1-13  partnership with his father and brother, Arthur, and later formed Glaser

1-14  Land and Livestock Company with his brother; and

1-15    Whereas, Norman Glaser served as a member of the Elko County

1-16  School Board before being elected to the Nevada State Assembly in 1960;

1-17  and


2-1    Whereas, During his six terms as a State Assemblyman, Norman

2-2  Glaser served as Chairman of the Assembly Committees on Ways and

2-3  Means and Education, as well as others, and served as Speaker Pro

2-4  Tempore during the 1963 and 1965 sessions; and

2-5    Whereas, In 1976, Norman Glaser was elected to the Nevada State

2-6  Senate, representing the Northern Nevada Senatorial District, which

2-7  included Elko, Eureka, Humboldt and Lander counties; and

2-8    Whereas, Norman Glaser served two terms with the Nevada State

2-9  Senate before retiring in 1984; and

2-10    Whereas, During these two Senate terms, Norman Glaser served as

2-11  Chairman of the Senate Committees on Taxation and Natural Resources, as

2-12  well as being a member of the Senate Finance Committee among others;

2-13  and

2-14    Whereas, Norman Glaser was well known as a champion for rural

2-15  farmers, including sponsoring the “Greenbelt Amendment” which provided

2-16  a tax incentive to preserve rural farms and ranches near sprawling urban

2-17  areas; and

2-18    Whereas, Norman Glaser also played a key role in the “Sagebrush

2-19  Rebellion” attempt to claim local control over federal lands and he was a

2-20  supporter of the notorious “Shovel Brigade,” the recent citizens’ rebellion

2-21  over the South Canyon Road near Jarbidge; and

2-22    Whereas, Norman Glaser was notorious in the Nevada Legislature for

2-23  livening up committee meetings by utilizing ranch-life phrases such as

2-24  “We’ve rode over this ground three or four times already,” to witnesses

2-25  who kept repeating themselves, and “Don’t just sit there like a tree full of

2-26  owls,” to witnesses who remained silent when asked a lot of questions; and

2-27    Whereas, Not only was Norman Glaser a revered and well-respected

2-28  Legislator, but his reputation as a rancher is evidenced by the many awards

2-29  he received, including Outstanding Young Farmer by the Nevada Jaycees,

2-30  Honorary State Farmer by the Future Farmers of America, the

2-31  Distinguished Agriculturist Award by the University of Nevada, Reno, and,

2-32  in 1992, not only were the Glaser brothers named Nevada’s Outstanding

2-33  Ranchers, but Glaser Land and Livestock received the Outstanding Ranch

2-34  Award; and

2-35    Whereas, In addition to being a successful rancher and respected

2-36  Legislator, Norman Glaser also was a member and Chairman of the

2-37  Nevada Tax Commission and the State Environmental Commission, served

2-38  as Director of the Northeastern Nevada Historical Society, was a life

2-39  member of the Veterans of Foreign Wars, was Director of the Nevada

2-40  Cattlemen’s Association, a member of the Rotary Club, President of the

2-41  Nevada Farm Bureau, served on the Northern Nevada Community College

2-42  Advisory Board and had been a Director of the Elko Senior Citizens’

2-43  Center; and

2-44    Whereas, Norman Glaser will long be remembered as a champion for

2-45  the rural farmer, a Legislator who was willing to tackle the toughest issues

2-46  and a true son of the State of Nevada; and

2-47    Whereas, Norman Glaser is survived by his wife, Nelda, of Halleck,

2-48  sons, Steven Glaser, D.D.S., and Brent Glaser, D.V.M., both of Elko,


3-1  daughter, Sharon Bell of Las Vegas, four grandchildren and two great-

3-2  granddaughters; now, therefore, be it

3-3    Resolved by the Assembly of the State of Nevada, That the

3-4  members of the Assembly of the 71st session of the Nevada Legislature

3-5  mourn the loss of their friend and colleague, a respected Nevada Legislator

3-6  and third-generation Nevada rancher, and express their heartfelt sympathy

3-7  to the family of Norman Glaser; and be it further

3-8    Resolved, That the Chief Clerk of the Assembly prepare and transmit

3-9  a copy of this resolution to Nelda Glaser, beloved wife of Norman Glaser.
