     Amend section 1, page 2, line 2, after “any” by inserting:

“member of the public,”.

     Amend sec. 2, page 2, by deleting lines 15 and 16 and inserting:

“the District of Columbia;”.

     Amend the bill as a whole by deleting sec. 3 and renumbering sec. 4 as sec. 3.

     Amend the title of the bill by deleting the seventh through tenth lines and inserting:

“placed on inactive status after he has been issued a limited license;”.
