Amend section 1, pages 1 and 2, by deleting lines 3 through 20 on page 1 and lines 1 through 13 on page 2, and inserting:
“1. Each school district shall establish a program for the donation and distribution of new and used books to qualified pupils enrolled in public schools and charter schools in the school district.
2. The program must:
(a) Provide for the solicitation and collection of new and used books to be donated by members of the general public, businesses, nonprofit organizations and such other sources as the school district deems appropriate;
(b) Include requirements for reviewing the books which are collected to ensure that they are in satisfactory condition and appropriate for pupils enrolled in preschool programs, kindergarten and grades 1, 2 and 3;
(c) Provide for the distribution of the donated books to schools which have a high percentage of qualified pupils enrolled in that school;
(d) Provide for the transportation of the donated books to public schools and charter schools for distribution to qualified pupils;
(e) Include a procedure for the selection of the qualified pupils who will receive the donated books;
(f) Include measures that encourage parental involvement in improving the reading skills of their children; and
(g) Include measures to promote the program and increase public awareness of the program.
3. A school district may accept gifts or grants to carry out the program.
4. Except as otherwise provided in this subsection, to the extent money is received by the school district pursuant to subsection 3 of NRS 179.1187, the school district shall use the first $60,000 received by it each year pursuant to subsection 3 of NRS 179.1187 to enter into an agreement with an educational foundation to purchase and distribute books pursuant to the program established in this section. If the school district is unable to enter into an agreement with an educational foundation pursuant to this subsection, to the extent money is received by the school district pursuant to subsection 3 of NRS 179.1187, the school district shall use the first $60,000 received by it each year pursuant to subsection 3 of NRS 179.1187 to purchase and distribute books pursuant to the program established in this section.
5. As used in this section:
(a) “Educational foundation” has the meaning ascribed to it in NRS 388.750.
(b) “Qualified pupil” means a pupil who:
(1) Is enrolled in a preschool program or in kindergarten or grade 1, 2 or 3 in a public school or charter school in the county in which the school district is located; and
(2) Qualifies for free or reduced price lunches pursuant to the National School Lunch Act, 42 U.S.C. §§ 1751 et seq.”.
Amend the bill as a whole by deleting sec. 2 and renumbering sec. 3 as sec. 2.
Amend sec. 3, page 2, by deleting lines 24 through 26 and inserting:
“Sec. 2. This act becomes effective at 12:01 a.m. on October 1, 2001.”.
Amend the title of the bill by deleting the first through third lines and inserting:
“AN ACT relating to education; requiring school districts to establish a program for the distribution of donated books to certain pupils enrolled in preschool programs and elementary schools; and”.
