AN ACT making appropriations to the Department of Education and the Interim Finance Committee to improve public relations concerning the standards of content and performance established by the Council to Establish Academic Standards for Public Schools and for certain contractual services related to the financial reporting of school districts and charter schools; and providing other matters properly relating thereto.

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN

SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

 

1-1    Section 1.  1.  There is hereby appropriated from the state general

1-2  fund to the Department of Education the sum of $213,000 to improve

1-3  public relations concerning the standards of content and performance

1-4  established by the Council to Establish Academic Standards for public

1-5  schools pursuant to NRS 389.520.

1-6    2.  The Department of Education shall use the money appropriated by

1-7  subsection 1 for programs to improve public relations concerning the

1-8  standards of content and performance established by the Council to

1-9  Establish Academic Standards for public schools pursuant to NRS 389.520.

1-10  Such programs to improve public relations must include, without

1-11  limitation:

1-12    (a) The organization and presentation of workshops for teachers and

1-13  other educational personnel regarding methods to improve their

1-14  communication concerning the standards of content and performance; and

1-15    (b) The use of the print and electronic media to communicate to the

1-16  general public concerning the standards of content and performance.

1-17    3.  In determining the manner by which to improve public relations, the

1-18  Department of Education shall use not more than $50,000 of the


2-1  appropriation made by subsection 1 to conduct research that includes,

2-2  without limitation, surveying the public to determine current public

2-3  knowledge and opinion of the standards of content and performance,

2-4  surveying pupils regarding their knowledge and opinion of the standards of

2-5  content and performance and determining the practices for communicating

2-6  the standards of content and performance that have proved successful in

2-7  school districts and individual schools.

2-8    4.  Any remaining balance of the appropriation made by subsection 1

2-9  must not be committed for expenditure after June 30, 2003, and reverts to

2-10  the state general fund as soon as all payments of money committed have

2-11  been made.

2-12    Sec. 2.  1.  There is hereby appropriated from the state general fund

2-13  to the Interim Finance Committee the sum of $276,217 to continue the

2-14  contractual services for a consultant to carry out a financial analysis model

2-15  program in:

2-16    (a) Each school district; and

2-17    (b) The charter schools selected for participation by the Interim Finance

2-18  Committee,

2-19  that is designed to track educational expenditures to individual schools and

2-20  to provide for uniformity in financial reporting among school districts and

2-21  charter schools.

2-22    2.  The Department of Education, each school district and each charter

2-23  school that is selected for participation by the Interim Finance Committee

2-24  shall provide such information as is necessary for the consultant to carry

2-25  out his duties pursuant to subsection 1.

2-26    3.  Any remaining balance of the appropriation made by subsection 1

2-27  must not be committed for expenditure after June 30, 2003, and reverts to

2-28  the state general fund as soon as all payments of money committed have

2-29  been made.

2-30    Sec. 3.  This act becomes effective upon passage and approval.
