AN ACT relating to education; requiring the Washoe County School District to create a pilot program to increase the educational opportunities available to pupils who are enrolled in junior high schools, middle schools and high schools; authorizing the Washoe County School District to employ teachers, instructors and professors from the University and Community College System of Nevada to teach in junior high schools, middle schools and high schools within the school district; making an appropriation to the Washoe County School District for the support of the pilot program; and providing other matters properly relating thereto.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
Section 1. 1. The Washoe County School District shall create a pilot program to increase the educational opportunities available to pupils who are enrolled in junior high schools, middle schools and high schools within the Washoe County School District.
2. As part of the pilot program, the Washoe County School District may enter into contracts with teachers, professors and instructors who are currently employed at a university or community college within the University and Community College System of Nevada to provide instruction at a junior high school, middle school or high school within the Washoe County School District. A person with whom the Washoe County School District contracts pursuant to this subsection:
(a) Must provide instruction at the junior high school, middle school or high school in the subject area for which he is currently employed at a
university or community college within the University and Community College System of Nevada.
(b) Is exempt from the requirement that a teacher must possess a license to teach issued by the Superintendent of Public Instruction pursuant to chapter 391 of NRS.
1-1 Sec. 2. 1. There is hereby appropriated from the state general fund
1-2 to the Washoe County School District the sum of $339,222 for the support
1-3 of the pilot program to increase the educational opportunities that are
1-4 available to pupils who are enrolled in junior high schools, middle schools
1-5 and high schools within the Washoe County School District created
1-6 pursuant to section 1 of this act.
1-7 2. The Washoe County School District shall use the money
1-8 appropriated by subsection 1 to:
1-9 (a) Provide the technology-based interactive curriculum NovaNet at the
1-10 Regional Technical Institute in Washoe County.
1-11 (b) Administer the “PLAN” assessment published by the American
1-12 College Testing Program to all pupils who are enrolled in the 10th grade in
1-13 the Washoe County School District to assist those pupils in exploring
1-14 career options, measuring their academic development and preparing for
1-15 the remaining years of high school.
1-16 (c) Provide financial assistance to pupils enrolled in the Washoe County
1-17 School District for payment of the fees required to take the preliminary
1-18 scholastic assessment test. Within the limits of money available from the
1-19 appropriation made by subsection 1, the Washoe County School District
1-20 shall provide full payment of the fee for each pupil who takes the
1-21 preliminary scholastic assessment test.
1-22 (d) Provide financial assistance to pupils enrolled in the Washoe County
1-23 School District for the payment of fees required to take the advanced
1-24 placement examinations and the international baccalaureate examinations.
1-25 Within the limits of money available from the appropriation made by
1-26 subsection 1, the Washoe County School District shall provide $35 per
1-27 exam for each pupil who takes:
1-28 (1) More than one advanced placement examination;
1-29 (2) More than one international baccalaureate examination; or
1-30 (3) At least one advanced placement examination and at least one
1-31 international baccalaureate examination.
1-32 A pupil is not eligible for payment of fees pursuant to this paragraph if he
1-33 takes only one such examination.
1-34 3. The money appropriated by subsection 1 must not be used to:
1-35 (a) Settle or arbitrate disputes or negotiate settlements between an
1-36 organization that represents licensed employees of the school district and
1-37 the school district.
1-38 (b) Adjust the schedules of salaries and benefits of employees of the
1-39 school district.
1-40 4. The money appropriated by subsection 1 must not be committed for
1-41 expenditure after June 30, 2003, and reverts to the state general fund as
1-42 soon as all payments of money committed have been made.
2-1 Sec. 3. 1. This act becomes effective upon passage and approval.
