1-1 Whereas, This state has a vital interest in ensuring that its pupils
1-2 refrain from engaging in behaviors which put them at risk of dropping out
1-3 of school and using drugs; and
1-4 Whereas, The failure to identify and implement appropriate means of
1-5 intervention in these patterns of behavior could result in the tragic and
1-6 costly loss of these pupils as productive members of our society; and
1-7 Whereas, The timely identification and implementation of effective
1-8 programs for the assistance of these pupils would substantially improve
1-9 their chances of finishing school, avoiding entanglements with drugs and
1-10 the criminal justice system and fulfilling their potential in life; now,
1-11 therefore,
1-12 THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
1-13 SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
1-14 Section 1. 1. The Legislative Commission shall appoint a committee
1-15 of six legislators, consisting of three members of the Senate and three
1-16 members of the Assembly, to conduct an interim study concerning
1-17 programs of education and counseling for pupils who are at risk of
1-18 dropping out of school and using drugs.
2-1 2. The committee shall include, without limitation, the following
2-2 topics in its study:
2-3 (a) An overview, evaluation and analysis of research-based programs of
2-4 education and counseling that have proven effective with pupils who are at
2-5 risk of dropping out of school and using drugs, including, without
2-6 limitation, “Reconnecting Youth,” which is produced by the National
2-7 Education Service; and
2-8 (b) An examination of the possible options for funding such programs.
2-9 3. In addition to the duties prescribed in subsection 2, the committee
2-10 shall provide for the dissemination of information to local school districts
2-11 regarding the programs that are a part of its study, including, without
2-12 limitation, information concerning “Reconnecting Youth,” which is
2-13 designed for at-risk youth to increase school performance and prevent drug
2-14 abuse, school dropout, depression and suicidal behavior.
2-15 4. Any recommended legislation proposed by the committee must be
2-16 approved by a majority of the members of the Senate appointed to the
2-17 committee and a majority of the members of the Assembly appointed to the
2-18 committee.
2-19 5. The Legislative Commission shall submit a report of its findings and
2-20 any recommendations for legislation to the 72nd session of the Nevada
2-21 Legislature.
2-22 Sec. 2. This act becomes effective on July 1, 2001.
