AN ACT relating to the department of education; creating a position of coordinator of requests for grants of money in the department of education; requiring the superintendent of public instruction to appoint the coordinator; prescribing the duties of the coordinator; making an appropriation to the department for the position; and providing other matters properly relating thereto.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
1-1 Section 1. Chapter 385 of NRS is hereby amended by adding thereto a
1-2 new section to read as follows:
1-3 1. The position of coordinator of requests for grants of money is
1-4 hereby created in the department. The superintendent of public
1-5 instruction shall appoint a coordinator who has the appropriate training,
1-6 technical expertise, experience and aptitude to coordinate the requests
1-7 for:
1-8 (a) All grants of money submitted by or on behalf of the
1-9 superintendent of public instruction, the department or the state board;
1-10 and
1-11 (b) All grants of money submitted on behalf of the school districts or
1-12 public schools in this state for administration at the state level,
1-13 for a purpose relating to education or the enrichment of pupils.
1-14 2. The coordinator of requests for grants of money shall:
2-1 (a) Conduct research and gather information to determine the grants
2-2 of money that may be available to this state and the school districts and
2-3 public schools in this state for a purpose relating to education or the
2-4 enrichment of pupils;
2-5 (b) Provide information to the school districts concerning the research
2-6 and information he collects pursuant to paragraph (a) that may be useful
2-7 to the school districts in securing grants of money for their own
2-8 purposes;
2-9 (c) If a request or application for a grant of money described in
2-10 subsection 1 requires a written proposal, write that portion of the request
2-11 or application, or edit a written proposal prepared by another person or
2-12 entity;
2-13 (d) Ensure that a request or application for a grant of money
2-14 described in subsection 1:
2-15 (1) Includes all the information necessary for the person or entity
2-16 reviewing the request or application to make an informed decision
2-17 whether to approve the request or application; and
2-18 (2) Is presented in such a manner as to produce an outcome
2-19 resulting in the maximum financial or educational benefit for the
2-20 purpose of the request; and
2-21 (e) Otherwise coordinate all the requests and applications for grants
2-22 of money described in subsection 1.
2-23 Sec. 2. 1. There is hereby appropriated from the state general fund
2-24 to the department of education for the position of the coordinator of
2-25 requests for grants of money:
2-26 For the fiscal year 2001-2002............... $45,391
2-27 For the fiscal year 2002-2003............... $57,281
2-28 2. The department of education shall use the money appropriated by
2-29 subsection 1 to pay for the salary, travel expenses, administrative and
2-30 equipment expenses of the coordinator of the requests for grants of money
2-31 appointed by the superintendent of public instruction pursuant to section 1
2-32 of this act.
2-33 3. Any balance of the sums appropriated by subsection 1 remaining at
2-34 the end of the respective fiscal years must not be committed for
2-35 expenditure after June 30 of the respective fiscal years and reverts to the
2-36 state general fund as soon as all payments of money committed have been
2-37 made.
2-38 Sec. 3. On or before October 1, 2001, the superintendent of public
2-39 instruction shall appoint a coordinator of requests for grants of money
2-40 pursuant to section 1 of this act.
2-41 Sec. 4. This act becomes effective on July 1, 2001.
