AN ACT relating to education; requiring the department of education to establish a program for the distribution of donated books to certain pupils enrolled in preschool programs and elementary schools in this state; making an appropriation; and providing other matters properly relating thereto.

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN

SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

 

1-1    Section 1. Chapter 388 of NRS is hereby amended by adding thereto a

1-2  new section to read as follows:

1-3    1.  The department shall establish a program for the donation and

1-4  distribution of new and used books to qualified pupils enrolled in public

1-5  schools and charter schools in this state.

1-6    2.  The program must:

1-7    (a) Provide for the solicitation and collection of new and used books

1-8  to be donated by members of the general public, businesses, nonprofit

1-9  organizations, public and private schools and such other sources as the

1-10  department deems appropriate;

1-11    (b) Include requirements for reviewing the books that are collected to

1-12  ensure that they are in satisfactory condition and appropriate for pupils

1-13  enrolled in preschool programs, kindergarten and grades 1, 2 and 3;

1-14    (c) Provide for the distribution of the donated books to school districts

1-15  that have:

1-16      (1) Demonstrated a need to improve the reading skills of the pupils

1-17  enrolled in those districts based on the results of the examination in

1-18  reading administered pursuant to NRS 389.015 to pupils before the

1-19  completion of grade 4; or

1-20      (2) A high percentage of qualified pupils enrolled in those districts;


2-1    (d) Provide for the transportation of the donated books to public

2-2  schools and charter schools for distribution to qualified pupils;

2-3    (e) Include a procedure for the selection of the qualified pupils who

2-4  will receive the donated books;

2-5    (f) Include measures that encourage parental involvement in

2-6  improving the reading skills of their children; and

2-7    (g) Include measures to promote the program and increase public

2-8  awareness of the program.

2-9    3.  As used in this section, “qualified pupil” means a pupil who:

2-10    (a) Is enrolled in a preschool program or in kindergarten or grade 1, 2

2-11  or 3 in a public school or charter school in this state; and

2-12    (b) Qualifies for free or reduced price lunches under the National

2-13  School Lunch Act, 42 U.S.C. §§ 1751 et seq.

2-14    Sec. 2.  1.  There is hereby appropriated from the state general fund

2-15  to the Department of Education to carry out the provisions of section 1 of

2-16  this act:

2-17  For the fiscal year 2001-2002............... $20,000

2-18  For the fiscal year 2002-2003............... $20,000

2-19    2.  Any balance of the sums appropriated by subsection 1 remaining at

2-20  the end of the respective fiscal years must not be committed for

2-21  expenditure after June 30 of the respective fiscal years and reverts to the

2-22  state general fund as soon as all payments of money committed have been

2-23  made.

2-24    Sec. 3.  1.  This section and section 2 of this act become effective

2-25  upon passage and approval.

2-26    2.  Section 1 of this act becomes effective on July 1, 2001.
