THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
1-1 Section 1. Chapter 388 of NRS is hereby amended by adding thereto a
1-2 new section to read as follows:
1-3 1. Each school district shall establish a program for the donation
1-4 and distribution of new and used books to qualified pupils enrolled in
1-5 public schools and charter schools in the school district.
1-6 2. The program must:
1-7 (a) Provide for the solicitation and collection of new and used books
1-8 to be donated by members of the general public, businesses, nonprofit
1-9 organizations and such other sources as the school district deems
1-10 appropriate;
1-11 (b) Include requirements for reviewing the books which are collected
1-12 to ensure that they are in satisfactory condition and appropriate for
1-13 pupils enrolled in preschool programs, kindergarten and grades 1, 2 and
1-14 3;
1-15 (c) Provide for the distribution of the donated books to schools which
1-16 have a high percentage of qualified pupils enrolled in that school;
1-17 (d) Provide for the transportation of the donated books to public
1-18 schools and charter schools for distribution to qualified pupils;
1-19 (e) Include a procedure for the selection of the qualified pupils who
1-20 will receive the donated books;
2-1 (f) Include measures that encourage parental involvement in
2-2 improving the reading skills of their children; and
2-3 (g) Include measures to promote the program and increase public
2-4 awareness of the program.
2-5 3. A school district may accept gifts or grants to carry out the
2-6 program.
2-7 4. Except as otherwise provided in this subsection, to the extent
2-8 money is received by the school district pursuant to subsection 3 of NRS
2-9 179.1187, the school district shall use the first $60,000 received by it each
2-10 year pursuant to subsection 3 of NRS 179.1187 to enter into an
2-11 agreement with an educational foundation to purchase and distribute
2-12 books pursuant to the program established in this section. If the school
2-13 district is unable to enter into an agreement with an educational
2-14 foundation pursuant to this subsection, to the extent money is received by
2-15 the school district pursuant to subsection 3 of NRS 179.1187, the school
2-16 district shall use the first $60,000 received by it each year pursuant to
2-17 subsection 3 of NRS 179.1187 to purchase and distribute books pursuant
2-18 to the program established in this section.
2-19 5. As used in this section:
2-20 (a) “Educational foundation” has the meaning ascribed to it in NRS
2-21 388.750.
2-22 (b) “Qualified pupil” means a pupil who:
2-23 (1) Is enrolled in a preschool program or in kindergarten or grade
2-24 1, 2 or 3 in a public school or charter school in the county in which the
2-25 school district is located; and
2-26 (2) Qualifies for free or reduced price lunches pursuant to the
2-27 National School Lunch Act, 42 U.S.C. §§ 1751 et seq.
2-28 Sec. 2. This act becomes effective at 12:01 a.m. on October 1, 2001.
