THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
1-1 Section 1. There is hereby appropriated from the state general fund to
1-2 the Interim Finance Committee the sum of $2,000,000 for allocation to
1-3 public television stations KNPB and KLVX to carry out the conversion to
1-4 digital television required by Federal Communications Commission DTV
1-5 Standard (MM Docket No. 87-268).
1-6 Sec. 2. 1. The money appropriated by section 1 of this act:
1-7 (a) May be used only to convert the public broadcasting system in the
1-8 State of Nevada to digital television as carried out by television stations
1-9 KNPB and KLVX.
1-10 (b) May be disbursed only by the Interim Finance Committee at a ratio
1-11 of $1 for every $1 of matching money received by the television stations
1-12 from federal and private sources.
1-13 2. The Interim Finance Committee shall not disburse money pursuant
1-14 to this act to television stations KNPB and KLVX unless television stations
1-15 KNPB and KLVX agree to dedicate at least one of their multiple digital
1-16 channels to educational purposes such as instructional television,
1-17 telecourses, adult learning services and courses provided in conjunction
1-18 with the University and Community College System of Nevada.
2-1 3. Television stations KNPB and KLVX shall report jointly to the
2-2 Interim Finance Committee every 3 months:
2-3 (a) The status of the conversion to digital television and the programs
2-4 and benefits provided to the residents of the State of Nevada; and
2-5 (b) The amount of matching money that has been received from federal
2-6 and private sources.
2-7 Sec. 3. There is hereby appropriated from the state general fund to the
2-8 Interim Finance Committee the sum of $500,000 for allocation to public
2-9 radio stations KUNR, KUNV, KCEP, KNCC and the Nevada Public Radio
2-10 Corporation consisting of stations KNPR, KWPR, KTPH and KLNR to
2-11 carry out the modernization of the public radio transmission and
2-12 distribution system in this state.
2-13 Sec. 4. 1. The money appropriated by section 3 of this act:
2-14 (a) May be used only to modernize the public radio transmission and
2-15 distribution system in this state.
2-16 (b) May be disbursed only by the Interim Finance Committee at a ratio
2-17 of $1 for every $1 of matching money received by the radio stations from
2-18 federal and private sources.
2-19 2. The Interim Finance Committee shall disburse money pursuant to
2-20 this section only to those public radio stations whose programming is
2-21 primarily devoted to serving the educational, informational and cultural
2-22 needs of the communities of Nevada.
2-23 3. The public radio stations to which money is disbursed pursuant to
2-24 this section shall report jointly to the Interim Finance Committee every 3
2-25 months:
2-26 (a) The status of the modernization of the public radio transmission and
2-27 distribution system, and the programs and benefits provided to the
2-28 residents of this state; and
2-29 (b) The amount of matching money that has been received from federal
2-30 and private sources.
2-31 Sec. 5. Any remaining balance of the appropriations made by sections
2-32 1 and 3 of this act must not be committed for expenditure after June 30,
2-33 2005, and reverts to the state general fund as soon as all payments of
2-34 money committed have been made.
2-35 Sec. 6. This act becomes effective upon passage and approval.
