AN ACT making an appropriation to the Division of Child and Family Services of the Department of Human Resources for establishing and carrying out a public information campaign concerning perinatal substance abuse; and providing other matters properly relating thereto.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
1-1 Section 1. There is hereby appropriated from the state general fund to
1-2 the Division of Child and Family Services of the Department of Human
1-3 Resources the sum of $200,000 for establishing and carrying out a public
1-4 information campaign concerning perinatal substance abuse.
1-5 Sec. 2. 1. The Division of Child and Family Services shall conduct a
1-6 survey to determine the level of knowledge of the dangers of perinatal
1-7 substance abuse before and after the implementation of the public
1-8 information campaign concerning perinatal substance abuse.
1-9 2. The public information campaign concerning perinatal substance
1-10 abuse must be directed toward at-risk populations or those populations
1-11 determined by the Division of Child and Family Services to have the
1-12 highest rate of abuse.
1-13 3. On or before January 1, 2003, the Division of Child and Family
1-14 Services shall provide a written report of the results of the public
1-15 information campaign concerning perinatal substance abuse to:
1-16 (a) The Advisory Board on Maternal and Child Health created by NRS
1-17 442.133; and
1-18 (b) The Director of the Legislative Counsel Bureau for transmittal to the
1-19 72nd session of the Nevada Legislature.
2-1 4. The Division of Child and Family Services may accept gifts, grants
2-2 and donations to assist in carrying out the public information campaign
2-3 concerning perinatal substance abuse.
2-4 Sec. 3. Any remaining balance of the appropriation made by section 1
2-5 of this act must not be committed for expenditure after June 30, 2003, and
2-6 reverts to the state general fund as soon as all payments of money
2-7 committed have been made.
2-8 Sec. 4. This act becomes effective upon passage and approval.
