AN ACT relating to governmental administration; revising the date after which the remaining balance of an appropriation to the Legislative Committee on Public Lands must not be committed for expenditure; requiring the Interim Finance Committee to distribute to Douglas County a portion of an appropriation for the China Spring Youth Camp; requiring Douglas County to submit to the Interim Finance Committee quarterly reports and a final accounting concerning a portion of that appropriation; and providing other matters properly relating thereto.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
1-1 Section 1. Section 6 of chapter 544, Statutes of Nevada 1999, at page
1-2 2844, is hereby amended to read as follows:
1-3 Sec. 6. 1. There is hereby appropriated from the state general
1-4 fund to the legislative fund the sum of $250,000 for use by the
1-5 Legislative Committee on Public Lands for the following purposes:
1-6 (a) To maximize opportunities for the transfer and acquisition of
1-7 federal public lands within Nevada;
1-8 (b) To study water management practices within the Humboldt
1-9 River Basin; or
1-10 (c) Any other purpose related to maximizing the utilization and
1-11 enjoyment of public lands by Nevadans.
1-12 The money appropriated pursuant to this subsection may be expended
1-13 directly by the Legislative Committee on Public Lands or through
1-14 money granted to applicants.
1-15 2. Any remaining balance of the appropriation made by
1-16 subsection 1 must not be committed for expenditure after [June 30,
1-17 2001,] January 31, 2002, and reverts to the state general fund as soon
1-18 as all payments of money committed have been made.
2-1 Sec. 2. Section 30 of chapter 544, Statutes of Nevada 1999, at page
2-2 2849, is hereby amended to read as follows:
2-3 Sec. 30. 1. There is hereby appropriated from the state general
2-4 fund to the Interim Finance Committee for distribution to Douglas
2-5 County the sum of $2,800,000 for improvements to and the expansion
2-6 of the China Spring Youth Camp including:
2-7 (a) The construction of a new 24-bed female juvenile dormitory;
2-8 (b) The construction of a new 40-bed male juvenile dormitory;
2-9 (c) The construction of an administration building; and
2-10 (d) Improvements to the septic system to handle the increased
2-11 population.
2-12 2. [The] Except as otherwise provided in subsection 3, the
2-13 Interim Finance Committee shall distribute to Douglas County an
2-14 amount equal to the actual cost for the work performed up to the
2-15 amount appropriated pursuant to subsection 1 after it receives a report
2-16 from Douglas County of the work performed and the actual cost for
2-17 that work.
2-18 3. The Interim Finance Committee shall, within 15 days after
2-19 the effective date of this act, distribute to Douglas County the
2-20 amount of the appropriation specified in subsection 1 that has not
2-21 been distributed by the Interim Finance Committee pursuant to
2-22 subsection 2 on or before that date. Douglas County shall, within 10
2-23 days after July 1, October 1, January 1 and April 1 of each year
2-24 until the projects are completed, submit to the Interim Finance
2-25 Committee a report concerning the work performed and the actual
2-26 cost for that work for the quarter immediately preceding the date on
2-27 which the report is submitted. Upon completion of the projects,
2-28 Douglas County shall submit to the Interim Finance Committee a
2-29 final accounting of the money expended for the projects pursuant to
2-30 this subsection.
2-31 4. Any remaining balance of the appropriation made by
2-32 subsection 1 must not be committed for expenditure after the projects
2-33 are completed and reverts to the state general fund as soon as all
2-34 payments of money committed have been made.
2-35 Sec. 3. This act becomes effective upon passage and approval.
