Senate Concurrent RESOLUTION—Urging various persons and entities to coordinate their efforts to promote economic development and diversification in this state.

 

1-1    Whereas, Research and development programs offered through the

1-2  university systems of other states, such as the Georgia Research Alliance,

1-3  have fostered economic diversification and growth in those states by

1-4  building the research infrastructure necessary to develop new and emerging

1-5  technologies; and

1-6    Whereas, The University and Community College System of Nevada

1-7  is charged with the task of developing programs to train the workforce

1-8  necessary to nurture new and emerging technologies; and

1-9    Whereas, Entrepreneurial education, such as the class offered by the

1-10  University of Nevada, Reno, provides valuable instruction in

1-11  entrepreneurship and the development of venture capital and assists in

1-12  promoting new business ventures in this state; and

1-13    Whereas, Efforts must be coordinated to ensure that the University and

1-14  Community College System of Nevada can realize its potential as a center

1-15  for research and development; and

1-16    Whereas, The Commission on Economic Development must identify

1-17  target areas for economic development and sources of funding for the

1-18  development of those target areas, including public and private

1-19  contributions, and must review existing economic dynamics in this state

1-20  and initiatives in other states; and

1-21    Whereas, The Office of Science, Engineering and Technology has the

1-22  statutory duty to work in coordination with the Commission on Economic

1-23  Development to establish criteria and specific goals for economic

1-24  development and diversification in this state in the areas of science,

1-25  engineering and technology; and


2-1    Whereas, The expenditure of the funds of the Experimental Program

2-2  for the Stimulation of Competitive Research should be focused on

2-3  supporting the appropriate target areas for economic development and on

2-4  building the necessary research infrastructure to develop new and emerging

2-5  technologies; and

2-6    Whereas, Venture capital programs have been successfully developed

2-7  in other states to promote economic development and diversification, such

2-8  as the Venture Network of Iowa, which has cultivated an entrepreneurial

2-9  environment where new businesses can thrive and existing businesses can

2-10  innovate; and

2-11    Whereas, The Governor, as chief executive of the State of Nevada, and

2-12  the Lieutenant Governor, as Chairman of the Commission on Economic

2-13  Development, play important roles in the efforts to foster economic

2-14  development and diversification in this state; and

2-15    Whereas, The State of Nevada has a wealth of potential economic

2-16  resources that can be developed, diversified and targeted through the

2-17  cooperation and coordination of existing public and private entities and

2-18  programs; now, therefore, be it

2-19    Resolved by the Senate of the State of Nevada, the Assembly

2-20  Concurring, That the members of the 71st Session of the Nevada

2-21  Legislature do hereby urge the Governor, the Lieutenant Governor, the

2-22  Office of Science, Engineering and Technology, the Commission on

2-23  Economic Development and the University and Community College

2-24  System of Nevada to coordinate their efforts to promote economic

2-25  development and diversification in this state; and be it further

2-26    Resolved, That the Secretary of the Senate prepare and transmit a copy

2-27  of this resolution to the Governor, the Lieutenant Governor, the Director of

2-28  the Office of Science, Engineering and Technology, the Executive Director

2-29  of the Commission on Economic Development and the Board of Regents

2-30  of the University of Nevada.
