Senate Concurrent RESOLUTION—Memorializing long-time lobbyist, John W.Riggs, Sr.

 

1-1     Whereas, The members of the Nevada Legislature were deeply

1-2  saddened by the passing of long-time Reno resident and lobbyist, John W.

1-3  Riggs, Sr., on January 30, 2001; and

1-4     Whereas, John Riggs was born on September 12, 1923, to Elwood and

1-5  Mabel Anderson Riggs in Hollywood, California; and

1-6     Whereas, In the early 1960s, after serving his country in the United

1-7  States Army during World War II, John Riggs left California and moved to

1-8  Reno, Nevada, where he worked for the Southern Pacific Railroad; and

1-9     Whereas, During the next 40 years, John Riggs contributed much to

1-10  his community through his involvement in various fraternal organizations

1-11  and his service as a lobbyist during several sessions of the Nevada

1-12  Legislature; and

1-13     Whereas, As a member of and lobbyist for the Nevada State Rifle and

1-14  Pistol Association, John Riggs was a strong believer in the constitutional


2-1  right to keep and bear arms and was a proponent in 1995 of statutory

2-2  revisions regarding the ability to carry a concealed weapon; and

2-3     Whereas, John Riggs was a long-standing member of and achieved

2-4  recognition as Clamp Patriarch of the Ancient and Honorable Order of E

2-5  Clampus Vitus and was a moving force behind the designation of E

2-6  Clampus Vitus Day at the Nevada Legislature since the 1997 session; and

2-7     Whereas, John Riggs’ outstanding service to others is further

2-8  evidenced by his affiliations with Washoe Lodge No. 35, Free and

2-9  Accepted Masons, the Kerak Temple and the Knights Templar; and

2-10     Whereas, John Riggs is survived by his wife, Mildred, and son, John

2-11  Jr., both of Reno, a son, Woody of Clackamas, Oregon, and two

2-12  grandchildren; now, therefore, be it

2-13     Resolved by the Senate of the State of Nevada, the Assembly

2-14  Concurring, That the members of the 71st session of the Nevada

2-15  Legislature do hereby extend their sincere condolences to the family and

2-16  friends of John W. Riggs, Sr.; and be it further

2-17     Resolved, That John Riggs will long be remembered for his

2-18  outstanding community service and his advocacy for the recognition,

2-19  commemoration and preservation of historical places, people and events

2-20  throughout the West; and be it further

2-21     Resolved, That the Secretary of the Senate prepare and transmit a copy

2-22  of this resolution to John Riggs’ loving wife, Mildred.
