Senate Concurrent RESOLUTION—Commending Joseph N.Crowley on his service as President of the University of Nevada, Reno.

 

1-1    Whereas, Joseph N. Crowley was born July 9, 1933, in Oelwein, Iowa,

1-2  the third of Jim and Nina Crowley’s four children; and

1-3    Whereas, Following service in the United States Air Force, Joseph

1-4  Crowley received a bachelor’s degree in political science from the

1-5  University of Iowa in 1959, a master’s degree in social science from

1-6  Fresno State University in 1963 and a doctorate in political science from

1-7  the University of Washington in 1967; and

1-8    Whereas, Joseph Crowley married the former Joy Reitz on
September 9, 1961, they raised four children, Theresa, Neil, Margaret and

1-9  Tim, and they are now proud grandparents of six beautiful grandchildren;

1-10  and


2-1    Whereas, Joseph Crowley joined the University of Nevada, Reno, in

2-2  1966 as a temporary instructor in the Department of Political Science and

2-3  in 1967 became a full-time political science professor; and

2-4    Whereas, During the academic year 1972-73, Joseph Crowley served

2-5  as Chairman of the Faculty Senate of the University of Nevada, Reno,

2-6  winning the respect and confidence of his faculty peers and the university’s

2-7  administration; and

2-8    Whereas, Having been awarded a 2-year fellowship by the National

2-9  Association of Schools of Public Affairs and Administration in 1973,

2-10  Joseph Crowley first worked in the Water Planning Division of the United

2-11  States Environmental Protection Agency and then served as Director of

2-12  Institutional Studies at the National Commission on Water Quality,

2-13  positions which contributed to the development of his keen insight into the

2-14  legislative process; and

2-15    Whereas, Joseph Crowley became Chairman of the Department of

2-16  Political Science at the University of Nevada, Reno, in 1976, was

2-17  appointed acting President of the University in 1978, and was named to the

2-18  full-time position of President on March 23, 1979; and

2-19    Whereas, Joseph Crowley has expanded the reach and influence of the

2-20  University of Nevada, Reno, to other continents through the fostering of

2-21  the University Studies Abroad Consortium, now one of the largest study

2-22  abroad programs in the United States, with 22 participating universities and

2-23  over 1,700 students in 17 countries; and

2-24    Whereas, Counted among the many bench marks left by Joseph

2-25  Crowley during his tenure as President is a new level of fund-raising

2-26  exemplified by the Century Campaign of 1990-95 which raised over $124

2-27  million for the school and now contributes more than $28 million annually;

2-28  and

2-29    Whereas, The tenure of Joseph Crowley as University President

2-30  brought a solid strengthening of the core curriculum at the same time that

2-31  funding for research and development had a seven-fold increase to $70

2-32  million a year, thus attracting an ever-increasing caliber of teaching and

2-33  research faculty; and

2-34    Whereas, Joseph Crowley’s legislative acumen and leadership in

2-35  philanthropic fund-raising led the way to a remarkable expansion of the

2-36  University of Nevada, Reno, campus during the last two decades, with new

2-37  facilities constructed to house growing programs of study, including

2-38  business, education, engineering, journalism, medicine and mining, as well

2-39  as a campus events center and an expanded fine arts complex that are

2-40  utilized by the entire community; and

2-41    Whereas, The University of Nevada, Reno, under Joseph Crowley’s

2-42  leadership, has had a growing economic impact on the state, through

2-43  programs of cooperative extension, continuing and distance education,

2-44  small business development centers, the school of medicine and area health

2-45  education centers; and

2-46    Whereas, Joseph Crowley is not only the longest-serving President in

2-47  the history of the University of Nevada, Reno, he is also the longest-

2-48  serving president at a single institution among the principal public

2-49  universities in the nation; and


3-1    Whereas, In addition to serving as President of the University of

3-2  Nevada, Reno, Joseph Crowley served as the president of the National

3-3  Collegiate Athletic Association from 1993 to 1995, helping to reorganize

3-4  the NCAA and give more power to university presidents, while at the same

3-5  time bringing national attention to the University of Nevada, Reno, and;

3-6    Whereas, Joseph Crowley has not been forgotten by the institutions he

3-7  attended as a student, being named the Outstanding Alumnus of the Year

3-8  by Fresno State University in 1989, and honored in 1994 with a

3-9  Distinguished Alumni Award by the Alumni Association of the University

3-10  of Iowa; and

3-11    Whereas, Joseph Crowley’s sense of community service extends

3-12  beyond the university in many directions, one of which is as a founding

3-13  member of the Board of Trustees of Reno’s Channel 5 Public Broadcasting

3-14  station, KNPB, which in the year 2000 presented him with the inaugural

3-15  “Channel 5 Champion” award; and

3-16    Whereas, One of the most important legacies of the 23 years served by

3-17  Joseph Crowley as President of the University of Nevada, Reno, is the

3-18  restoration of service to society, an original underpinning of the century-

3-19  old idea for a land grant college and a continuing emphasis of the National

3-20  Association of State Universities and Land Grant Colleges, which he

3-21  served as a member of its Board of Directors from 1998 to 2000; now,

3-22  therefore, be it

3-23    Resolved by the Senate of the State of Nevada, the Assembly

3-24  Concurring, That the members of the Nevada Legislature pay special

3-25  tribute to Joseph N. Crowley, Ph.D., on the occasion of his departure from

3-26  the position of President of the University of Nevada, Reno; and be it

3-27  further

3-28    Resolved, That the members of the Nevada Legislature express their

3-29  gratitude for the outstanding contribution Joseph N. Crowley has made to

3-30  the University of Nevada, Reno, and to higher education throughout

3-31  Nevada; and be it further

3-32    Resolved, That the Nevada Legislature wishes Joseph N. Crowley

3-33  further success as he resumes his position on the teaching faculty in the

3-34  Department of Political Science at the University of Nevada, Reno; and be

3-35  it further

3-36    Resolved, That the Secretary of the Senate prepare and transmit a copy

3-37  of this resolution to Joseph N. Crowley and to the University of Nevada,

3-38  Reno.
