Senate Concurrent RESOLUTION—Commending Trauma Intervention Programs Inc.on its service to the community.
1-1 Whereas, Following a crisis event, the persons involved are often
1-2 emotionally traumatized, confused and in shock, and are not prepared to
1-3 deal with the situation; and
1-4 Whereas, In many cases, those persons have no one to assist them with
1-5 getting the necessary care and support they need and, if left to fend for
1-6 themselves, may suffer lifelong emotional scars; and
1-7 Whereas, Trauma Intervention Programs Inc. (“TIP”) is a national
1-8 nonprofit organization founded in 1985 and is dedicated to providing
1-9 compassionate care in emergency situations by making available
1-10 immediate support to those persons emotionally traumatized by a crisis;
1-11 and
1-12 Whereas, This mission is being accomplished through community
1-13 volunteers who are trained to provide assistance to persons in crisis when
2-1 requested by hospital personnel, police officers, firefighters and
2-2 paramedics; and
2-3 Whereas, TIP, whose motto is “citizens helping citizens in crisis,” is
2-4 the largest operator of emergency services volunteer programs in the nation
2-5 and was a 1991 recipient of the Innovations in State and Local Government
2-6 Award from the Ford Foundation and the John F. Kennedy School of
2-7 Government at Harvard University, an award widely considered to be the
2-8 most prestigious award given to nonprofit organizations and public
2-9 agencies; and
2-10 Whereas, In the year 2000, Attorney General Janet Reno presented
2-11 TIP with the highest federal honor for victim advocacy, the Crime Victim
2-12 Service Award, which honors individuals and organizations whose work on
2-13 behalf of crime victims is characterized by exceptional commitment and
2-14 effectiveness; and
2-15 Whereas, TIP has 18 regional chapters that serve over 75 cities, 100
2-16 hospitals, 67 police departments and 55 fire departments, with volunteers
2-17 available 24 hours a day, 365 days a year; and
2-18 Whereas, TIP of Southern Nevada was organized in 1994 with
2-19 approximately 20 volunteers who responded to about 30 calls per month;
2-20 and
2-21 Whereas, By the end of 2000, TIP of Southern Nevada had grown to
2-22 50 volunteers who responded to approximately 125 calls per month from
2-23 area police departments, fire departments, hospitals and the Clark County
2-24 Coroner’s Office; and
2-25 Whereas, TIP volunteers may offer assistance to victims of crime, fire
2-26 or vehicle accidents, seniors needing assistance, family members following
2-27 a death or suicide, and persons in other crisis situations by providing
2-28 emotional support or referrals to appropriate agencies for ongoing
2-29 assistance, notifying family or friends of the emergency, arranging for
2-30 shelter, food, clothing and transportation, or serving as a liaison between
2-31 the victims and emergency services; and
2-32 Whereas, Some of the services offered by TIP are the TIP4kids
2-33 Program which helps children who have been emotionally traumatized, the
2-34 TIPTeens Program which involves young people as active volunteers in
2-35 TIP, TravelersCare which enhances the capacity of the travel industry to
2-36 support travelers who have been affected by crisis events, and the Senior
2-37 Crisis Team which provides support to seniors who may be in crisis or who
2-38 may feel isolated or disoriented and need follow-up care; and
2-39 Whereas, Funding for these services is provided by the Las Vegas Fire
2-40 Department, the Henderson Police and Fire Departments, the Clark County
2-41 Fire Department and Boulder City, as well as various fundraising efforts of
2-42 the local TIP volunteers and grateful clients; and
2-43 Whereas, TIP volunteers are lay persons who have a desire and
2-44 willingness to give back to their community and to give of their time by
2-45 completing a 55-hour training course and attending a mandatory 3-hour
2-46 continuing education meeting each month, as well as by making
2-47 themselves available for emergency calls; and
2-48 Whereas, TIP volunteers have proven themselves invaluable to
2-49 emergency personnel by assisting them at the scene with specific tasks or
3-1 by calming victims and their families, allowing the emergency personnel to
3-2 use their time more effectively to take care of the situation at hand and to
3-3 get back into service sooner; now, therefore, be it
3-4 Resolved by the Senate of the State of Nevada, the Assembly
3-5 Concurring, That the Nevada Legislature commends Trauma
3-6 Intervention Programs Inc., TIP of Southern Nevada and the volunteers
3-7 who provide crisis services to people in adverse and sometimes tragic
3-8 situations; and be it further
3-9 Resolved, That the Secretary of the Senate prepare and transmit a copy
3-10 of this resolution to Marian Thomas, Crisis Team Manager of TIP of
3-11 Southern Nevada.
