Senate Concurrent RESOLUTION—Adopting requirements for the overall characteristics of the congressional districts in this state for the purposes of reapportionment and redistricting by the 71st session of the Nevada Legislature.
1-1 Whereas, The 71st session of the Nevada Legislature is required to
1-2 reapportion and redistrict the congressional districts of the State of Nevada;
1-3 and
1-4 Whereas, The rural areas of this state are of vital concern to all
1-5 Nevadans, as the rural areas provide important industries that greatly
1-6 contribute to the state and local economies, including, without limitation,
1-7 industries based on agriculture, mining, ranching and recreation; and
1-8 Whereas, Issues concerning rural areas, including, without limitation,
1-9 federal land management, land exchanges, military activities, endangered
1-10 species, noxious weeds and invasive species, water, wildlife and the
1-11 proposed nuclear waste repository, are of concern to all Nevadans; and
1-12 Whereas, The urban areas of northern and southern Nevada are of vital
1-13 concern to all Nevadans, as those areas in the aggregate comprise a
1-14 significant portion of the total population of Nevada and provide important
1-15 industries that greatly contribute to the state and local economies,
1-16 including, without limitation, industries based on gaming, tourism and
1-17 technology; and
1-18 Whereas, Issues concerning urban areas in northern and southern
1-19 Nevada, including, without limitation, business development, federal
1-20 regulation of gaming, environmental policy and urban sprawl, are of
1-21 concern to all Nevadans; and
1-22 Whereas, Improved political representation of all Nevadans can be
1-23 attained in Congress only through the application of a reapportionment and
1-24 redistricting plan that includes a portion of the rural and urban areas of this
1-25 state in each congressional district in this state; and
1-26 Whereas, The Nevada Legislature recognizes that an agreement on the
1-27 overall characteristics of each congressional district in Nevada early in the
1-28 legislative session will avoid unnecessary complications caused by the
2-1 proposal of a wide variety of redistricting plans based on different overall
2-2 characteristics for each congressional district in Nevada; and
2-3 Whereas, The Nevada Legislature, having considered the needs of the
2-4 people of this state as well as the importance of the rural areas in this state,
2-5 the urban areas in this state and the issues specific to each of these areas,
2-6 finds it advisable that each congressional district in Nevada include a
2-7 portion of at least two rural counties in Nevada, a portion of Washoe
2-8 County, representing urban areas in northern Nevada, and a portion of
2-9 Clark County, representing urban areas in southern Nevada; now,
2-11 Resolved by the Senate of the State of Nevada, the Assembly
2-12 Concurring, That the Nevada Legislature hereby agrees that for the
2-13 purposes of reapportionment and redistricting by the 71st session of the
2-14 Nevada Legislature, each congressional district in Nevada must include a
2-15 portion of at least two rural counties in Nevada, a portion of Washoe
2-16 County and a portion of Clark County.
