Senate Concurrent RESOLUTION—Directing the Legislative Commission to conduct an interim study of the feasibility of constructing a highway between Mesquite and Caliente.

 

1-1    Whereas, The construction of a highway between Mesquite and

1-2  Caliente would mitigate the effects of the isolation and inaccessibility of

1-3  Caliente and the surrounding area; and

1-4    Whereas, The construction of a highway between Mesquite and

1-5  Caliente would provide a direct route from Mesquite to U.S. Highway No.

1-6  93 and would complete the corridor from Los Angeles to Salt Lake City;

1-7  and

1-8    Whereas, The construction of such a highway would greatly improve

1-9  access to the Great Basin National Park; and

1-10    Whereas, The construction of such a highway would help to promote

1-11  tourism and provide economic benefits to this state; now, therefore, be it

1-12    Resolved by the Senate of the State of Nevada, the Assembly

1-13  Concurring, That the Legislative Commission is hereby directed to

1-14  conduct an interim study of the feasibility of constructing a highway

1-15  between Mesquite and Caliente; and be it further

1-16    Resolved, That the Legislative Commission shall appoint a

1-17  subcommittee, consisting of three members of the Senate and three

1-18  members of the Assembly to conduct the study; and be it further

1-19    Resolved, That the Director of the Department of Transportation shall

1-20  assist the subcommittee in conducting the study; and be it further

1-21    Resolved, That the study must include, without limitation:

1-22    1.  An analysis of the types of highways that may be constructed and

1-23  the approximate cost to construct each type of highway;

1-24    2.  An estimate of the number of vehicles that would use the highway

1-25  each year;

1-26    3.  An analysis of the benefits of constructing the highway, including a

1-27  monetary estimate of the economic benefits to this state; and


2-1    4.  An analysis of whether such a highway should be constructed; and

2-2  be it further

2-3    Resolved, That any recommended legislation proposed by the

2-4  subcommittee must be approved by a majority of the members of the

2-5  Senate and a majority of the members of the Assembly appointed to the

2-6  subcommittee; and be it further

2-7    Resolved, That the Legislative Commission shall submit a report of

2-8  the results of the study and any recommended legislation to the 72nd

2-9  session of the Nevada Legislature.
