Senate Joint RESOLUTION—Expressing support for certain applications for capital grant funding to assist in financing bus and bus-related capital projects that will benefit Nevada’s transit system and urging the Nevada Congressional Delegation to pursue the attainment of these grants from money appropriated for this purpose.
1-1 Whereas, The Federal Government, through the Federal Transit
1-2 Administration, provides financial assistance to develop new transit
1-3 systems and improve, maintain and operate existing transit systems; and
1-4 Whereas, Under the Capital Investment Grants and Loans Program,
1-5 the Federal Transit Administration oversees thousands of grants to
1-6 hundreds of state and local transit providers for new and replacement buses
1-7 and facilities, modernization of existing rail systems and new fixed
1-8 guideway systems; and
1-9 Whereas, Projects associated with buses and bus-related facilities
1-10 would benefit all Nevadans, including residents of rural areas, tribal
1-11 reservations and small urban areas, by providing a means of public transit
1-12 for the elderly, persons with disabilities, persons of low income and other
1-13 persons who find it difficult to procure necessary transportation; and
1-14 Whereas, These projects are critically needed and would aid this state
1-15 in attaining the goals of reduced air pollution, more efficient maintenance
1-16 of buses, increased sources of employment in small communities,
1-17 development of sites as connection hubs for intracity transportation, safe
1-18 and comfortable rides for passengers, and the availability of multipurpose
1-19 buildings which serve both the transit system and other community needs,
1-20 including use as meeting rooms, museums and office space; and
1-21 Whereas, Each year as part of the Congressional transportation
1-22 appropriations process, the Nevada Department of Transportation sends a
2-1 list of projects to the Nevada Congressional Delegation requesting
2-2 additional funding in the Transportation Appropriations Bill; and
2-3 Whereas, At the meeting of the Board of Directors of the Nevada
2-4 Department of Transportation on April 6, 2001, the Board supported the
2-5 submission of requests for appropriations for fiscal year 2002 from the
2-6 Transportation Appropriations Bill which includes $39.9 million for
2-7 projects dealing with bus and bus-related facilities throughout Nevada, of
2-8 which approximately $4 million would be used for critically necessary
2-9 ongoing projects for rural and small urban areas; and
2-10 Whereas, Congressional action on these vitally important applications
2-11 may be influenced by the support of the Nevada Congressional Delegation
2-12 and the Nevada State Legislature and the involvement of persons and civic
2-13 organizations in the communities receiving the benefit of these grants;
2-15 Resolved by the Senate and Assembly of the State of Nevada,
2-16 Jointly, That the Legislature of the State of Nevada hereby expresses its
2-17 strong support for the submission of applications for capital grant funding
2-18 that will assist in financing critically needed bus and bus-related projects in
2-19 Nevada; and be it further
2-20 Resolved, That the Legislature of the State of Nevada hereby
2-21 respectfully requests each member of the Nevada Congressional
2-22 Delegation to support and work diligently toward obtaining full funding of
2-23 Nevada’s applications for grants from Congressional appropriations to the
2-24 Federal Transit Administration for these purposes; and be it further
2-25 Resolved, That the Secretary of the Senate prepare and transmit a copy
2-26 of this resolution to the Director of the Nevada Department of
2-27 Transportation and to each member of the Nevada Congressional
2-28 Delegation; and be it further
2-29 Resolved, That this resolution becomes effective upon passage.
