Senate Joint RESOLUTION—Urging the CANAMEX Corridor Coalition and the Federal Highway Administration to consider alternative routes for a certain segment of the CANAMEX Trade Corridor.

 

1-1    Whereas, The states of Arizona, Nevada, Utah, Idaho and Montana are

1-2  working cooperatively to plan for the enhancement and promotion of the

1-3  CANAMEX Trade Corridor, a continuous highway route that connects

1-4  Canada and Mexico through portions of each of these states; and

1-5    Whereas, The CANAMEX Corridor Coalition, consisting of

1-6  representatives from each of the five states, is responsible for managing the

1-7  development of the CANAMEX Corridor Plan; and

1-8    Whereas, The portion of the Corridor consisting of Interstate Highway

1-9  No. 15 extends from the border between Montana and Alberta to Las

1-10  Vegas, and the Corridor south of Phoenix consists of portions of Interstate

1-11  Highways No. 10 and No. 19; and

1-12    Whereas, Of the two alternative routes between Las Vegas, Nevada,

1-13  and Kingman, Arizona, the route following U.S. Highway No. 95, Nevada

1-14  state highway Route No. 163 and Arizona state highway Route No. 68,

1-15  which passes through Laughlin, Nevada, and Bullhead City, Arizona, has

1-16  many advantages and is superior to the existing plan, in which the route

1-17  follows U.S. Highway No. 93, through Boulder City, Nevada, and over the

1-18  Hoover Dam; and

1-19    Whereas, The key goal of the designation of the CANAMEX Trade

1-20  Corridor is the development of a continuous four-lane highway from

1-21  Mexico City, Mexico, to Edmonton, Alberta, Canada, and both routes for


2-1  the segment of the Corridor between Las Vegas and Kingman will require

2-2  upgrades and are not in the system of interstate highways; and

2-3    Whereas, The Nevada Department of Transportation is planning to

2-4  upgrade U.S. Highway No. 95 in southern Clark County to at least four

2-5  lanes, and the remaining portions of the segment consisting of Nevada state

2-6  highway Route No. 163 and Arizona state highway Route No. 68 also

2-7  have, or are planned to have, four-lane status; and

2-8    Whereas, One purpose of the CANAMEX Trade Corridor is to

2-9  provide “a broad economic development concept that fosters trade and

2-10  provides an opportunity for accelerated economic growth throughout the

2-11  region” of the Corridor; and

2-12    Whereas, The area that includes Laughlin and Bullhead City is a

2-13  rapidly growing resort community and offers a wide variety of recreational

2-14  attractions for visitors; and

2-15    Whereas, Increased traffic through Laughlin and Bullhead City would

2-16  stimulate the economic development of each community by providing

2-17  additional visitors and travelers to that area; now, therefore, be it

2-18    Resolved by the Senate and Assembly of the State of Nevada,

2-19  Jointly, That the Nevada Legislature respectfully requests that the

2-20  CANAMEX Corridor Coalition consider alternative routes to the route

2-21  through Boulder City, Nevada, and over Hoover Dam and particularly

2-22  consider the route that goes through Laughlin, Nevada, and Bullhead City,

2-23  Arizona, as a part of the CANAMEX Trade Corridor; and be it further

2-24    Resolved, That the Nevada Legislature also urges the Federal

2-25  Highway Administration to consider, evaluate and include the route

2-26  containing U.S. Highway No. 95, Nevada state highway Route No. 163 and

2-27  Arizona state highway Route No. 68 through Laughlin and Bullhead City

2-28  as an official alternative to the U.S. Highway No. 93 route over Hoover

2-29  Dam in its planning for the upgrade of the CANAMEX Trade Corridor;

2-30  and be it further

2-31    Resolved, That the Secretary of the Senate prepare and transmit a copy

2-32  of this resolution to the CANAMEX Corridor Coalition and to the Federal

2-33  Highway Administration; and be it further

2-34    Resolved, That this resolution becomes effective upon passage.
