AN ACT relating to higher education; requiring the Legislative Auditor to conduct an audit of the University and Community College System of Nevada and the Board of Regents of the University of Nevada; and providing other matters properly relating thereto.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
1-1 Section 1. 1. The Legislative Auditor shall conduct an audit
1-2 of the University and Community College System of Nevada and
1-3 the Board of Regents of the University of Nevada. The audit must
1-4 include, without limitation, a financial analysis of the University of
1-5 Nevada, Reno Fire Science Academy in Carlin, including:
1-6 (a) The methods of financing capital improvements and other
1-7 expenses;
1-8 (b) The money received from operations, investments and other
1-9 sources; and
1-10 (c) The cost of administration, including, without limitation,
1-11 personnel, travel and other associated costs.
1-12 2. The Legislative Auditor shall present a final written report
1-13 of the audit to the Audit Subcommittee of the Legislative
1-14 Commission not later than February 7, 2005.
2-1 3. The provisions of NRS 218.737 to 218.890, inclusive, apply
2-2 to the audit conducted pursuant to this section.
2-3 Sec. 2. 1. Upon the request of the Legislative Auditor, the
2-4 University and Community College System of Nevada shall transfer
2-5 from its budget to the Audit Division of the Legislative Counsel
2-6 Bureau the sum of $40,000 to carry out the provisions of section 1
2-7 of this act.
2-8 2. Any remaining balance of the sum transferred pursuant to
2-9 subsection 1 must not be committed for expenditure after
2-10 February 7, 2005, and reverts to the University and Community
2-11 College System of Nevada as soon as all payments of money
2-12 committed have been made.
2-13 Sec. 3. This act becomes effective on July 1, 2003.
