AN ACT relating to education; making an appropriation to the Clark County School District for the creation of a certificate program by the Regional Training Program for the Professional Development of Teachers and Administrators created by that school district and to provide stipends to certain teachers who participate in the certificate program; and providing other matters properly relating thereto.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
1-1 Section 1. 1. There is hereby appropriated from the State
1-2 General Fund to the Clark County School District the following
1-3 sums for the creation of a certificate program by the Regional
1-4 Training Program for the Professional Development of Teachers and
1-5 Administrators created by that school district pursuant to NRS
1-6 391.512 and to provide stipends to certain middle school and junior
1-7 high school teachers who participate in the certificate program:
1-8 For the fiscal year 2003-2004$3,700,000
1-9 For the fiscal year 2004-2005$5,780,000
1-10 2. The Governing Body of the Regional Training Program for
1-11 the Professional Development of Teachers and Administrators
1-12 established by the Clark County School District pursuant to NRS
2-1 391.512 shall create a certificate program through the Regional
2-2 Training Program for certain middle school and junior high school
2-3 teachers to receive training in the subject areas of mathematics and
2-4 science. The certificate program must include, without limitation,
2-5 training in the standards of content and performance for
2-6 mathematics and science established by the Council to Establish
2-7 Academic Standards for Public Schools pursuant to NRS 389.520
2-8 and on-going training in those subject areas.
2-9 3. From the appropriation made by subsection 1, the Board of
2-10 Trustees of the Clark County School District shall spend not more
2-11 than $1,700,000 for the fiscal year 2003-2004 and $1,780,000 for
2-12 fiscal year 2004-2005 for the creation of a certificate program
2-13 pursuant to subsection 2, including, without limitation, payment for
2-14 the course work offered by the certificate program, instructors for
2-15 the certificate program, administrative training, substitute teachers,
2-16 and materials and supplies.
2-17 4. A middle school or junior high school teacher who desires to
2-18 participate in the certificate program created pursuant to subsection
2-19 2 may submit an application for a stipend to the Governing Body of
2-20 the Regional Training Program established by the Clark County
2-21 School District pursuant to NRS 391.512 if the teacher does not
2-22 possess an endorsement in mathematics or science. Not more than
2-23 1,000 teachers may be selected to receive a stipend for the
2-24 2003-2004 fiscal year. For fiscal year 2004-2005, the Governing
2-25 Body shall select an additional 1,000 teachers to participate in the
2-26 certificate program. Within the limits of money available from the
2-27 appropriation made by subsection 1, the Clark County School
2-28 District shall pay to each teacher who successfully completes 1 year
2-29 in the certificate program a stipend of $2,000. The teachers selected
2-30 for participation in the certificate program for the 2003-2004 fiscal
2-31 year who continue with the certificate program for the 2004-2005
2-32 fiscal year must receive another stipend of $2,000 for the 2004-2005
2-33 fiscal year.
2-34 5. Before receiving a stipend pursuant to subsection 4, a
2-35 teacher must sign an agreement with the Regional Training Program
2-36 for the Professional Development of Teachers and Administrators
2-37 pursuant to which the teacher agrees to:
2-38 (a) Carry out the training received by the teacher through the
2-39 certificate program;
2-40 (b) Participate in on-going training;
2-41 (c) Authorize the Regional Training Program to observe the
2-42 teacher in the classroom and participate in post observation
2-43 meetings to discuss the teacher’s instructional strategies and
2-44 methods to improve pupil achievement; and
3-1 (d) Authorize the Regional Training Program to review the
3-2 results of the pupils who receive instruction by the teacher on
3-3 examinations to the extent that such review does not violate the
3-4 confidentiality of an individual pupil.
3-5 6. The Governing Body of the Regional Training Program
3-6 established by the Clark County School District shall prepare a
3-7 written report of the certificate program created pursuant to
3-8 subsection 2. The written report must include, without limitation:
3-9 (a) The amount of money that was expended to create and
3-10 maintain the certificate program;
3-11 (b) The number of teachers who participated in the certificate
3-12 program;
3-13 (c) The number of stipends that were paid pursuant to subsection
3-14 4 and the total amount of money paid for the stipends;
3-15 (d) The type of training offered through the certificate program;
3-16 and
3-17 (e) An evaluation of the success of the certificate program,
3-18 including, without limitation, an evaluation of whether the
3-19 certificate program improved the academic achievement of pupils.
3-20 7. The Governing Body shall submit:
3-21 (a) On or before February 2, 2004, a draft of the written report to
3-22 the Legislative Committee on Education created pursuant to NRS
3-23 218.5352; and
3-24 (b) On or before February 1, 2005, a final written report to the
3-25 Director of the Legislative Counsel Bureau for transmission to the
3-26 73rd Session of the Nevada Legislature.
3-27 Sec. 2. Any balance of the sums appropriated by section 1 of
3-28 this act remaining at the end of the respective fiscal years must not
3-29 be committed for expenditure after June 30 of the respective fiscal
3-30 years and reverts to the State General Fund as soon as all payments
3-31 of money committed have been made.
3-32 Sec. 3. This act becomes effective on July 1, 2003.
