The Committee on Ways and Meanswas called to order by Chairman Morse Arberry Jr. at 11:35 a.m., on Wednesday, May 28, 2003, behind the Bar of the Assembly.

Chairman Arberry recognized Mark Stevens, Fiscal Analyst, Legislative Counsel Bureau, who indicated that due to a change in circumstances, the Committee’s previous action on two bills would have to be rescinded and a new vote taken.

 

Assembly Bill 519 (1st Reprint):  Revises provisions relating to awarding of design-build contracts by Department of Transportation. (BDR 35-542)

 

Mr. Stevens advised the members that the only change was to add July 1, 2003, as the effective date of the bill.

 

ASSEMBLYMAN PARKS MOVED TO RESCIND THE PREVIOUS ACTION ON A. B. 519.

 

ASSEMBLYMAN BEERS SECONDED THE MOTION.

 

THE MOTION PASSED UNANIMOUSLY.

ASSEMBLYWOMAN CHOWNING MOVED TO AMEND AND DO PASS A. B. 519 TO ADD JULY 1, 2003, AS THE EFFECTIVE DATE OF THE BILL.

 

ASSEMBLYMAN GRIFFIN SECONDED THE MOTION.

 

THE MOTION PASSED UNANIMOUSLY.

Assembly Bill 521:  Expands title and duties of Section for Control of Emissions from Vehicles of Department of Motor Vehicles to include enforcement of certain matters relating to use of special fuel. (BDR 43-1273)

 

Mr. Stevens advised the Committee that A. B. 521 had been amended by the Committee.  Since that time, Mr. Stevens had spoken to the director of the Department of Motor Vehicles and the emissions control staff.  They advised Mr. Stevens there would be no fiscal impact, therefore, no amendment to the bill was necessary.
