The Senate Committee on Human Resources and Facilities was called to order by Chairman Raymond D. Rawson, at 1:57 p.m., on Monday, March 24, 2003, in Room 2135 of the Legislative Building, Carson City, Nevada. Exhibit A is the Agenda. Exhibit B is the Attendance Roster. Chairman Rawson:
We will open the hearing on Senate Bill (S.B.) 324.
SENATE BILL 324:Makes various changes concerning Veterans’ Home Account and Gift Account for Veterans’ Home. (BDR 37-305)
Charles W. (Chuck) Fulkerson, executive director, Office of Executive Director for Veteran’s Services, office of veterans’ services:
This bill allows funds from the purchase of special license plates to be deposited in the Gift Account for Veterans’ Homes. Senate Bill 324 fulfills the original intent of the program.Donations from special license plates are used for nursing homes to provide quality-of-life items. Some examples are blanket warmers, a van with a wheelchair lift, bedpan washers, special software programs to track volunteer hours, and a file system for medical record storage. Fiscal year 2002 special veteran plates revenue exceeded $97,000, which reverted to the General Fund at fiscal year end.
Chairman Rawson:
In lieu of crediting the Veterans’ Home Account this bill would credit the money to the Gift Account for Veterans’ Homes. Additionally, S.B. 324 contains a technical change to define the meaning of administrator as administrator of a veterans’ home in this State.
Mr. Fulkerson:
That is correct, and I would be a part of the process.
Chairman Rawson:
We have a request to seek a bill in order to amend some language.It is an issue concerning license plates for donor organs.There has been permission for the donor organ license plate, but a fee has not been established to be able to raise money. Would there be any objection to use this bill as a vehicle to amend that language?Such action would not affect this bill. The only reason I agreed to bring this up is the difficulty the donor license plate bill has gone through in other sessions to get approval.
Senator Mathews:
My concern is to not lose this bill because of an amendment for the donors; I would not want to see the veteran’s bill lost.
Chairman Rawson:
I will have the Legal Division check the language carefully.
Senator Mathews moved to amend and do pass as amended S.B. 324 if the proposed amendment is found viable by the legal division.
Senator Nolan seconded the motion.
