The Senate Committee on Human Resources and Facilitieswas called to order by Chairman Raymond D. Rawson, at 12:00 p.m., on Friday, May 16, 2003, on the Senate Floor of the Legislative Building, Carson City, Nevada. There was no Agenda. There was no Attendance Roster.

Chairman Rawson asked the committee to consider Assembly Bill (A.B.) 304.
ASSEMBLY BILL 304 (1st Reprint): Makes various changes to provisions governing veterans’ cemeteries. (BDR 37-652)
SENATOR WIENER MOVED TO DO PASS A.B. 304.
SENATOR CEGAVSKE SECONDED THE MOTION.
THE MOTION CARRIED. (SENATOR NEAL WAS ABSENT FOR THE VOTE.)

Chairman Rawson asked the committee to consider A.B. 512.
ASSEMBLY BILL 512 (1st Reprint): Prescribes requirements for privatization agreements between school districts and contractors for certain educational services. (BDR 34-840)
H. Pepper Sturm, Committee Policy Analyst, explained amendments proposed by the Nevada State Education Association and Clark County School District amendments (Exhibit A) to A.B. 512.
SENATOR WIENER MOVED TO AMEND AND DO PASS A.B. 512.
SENATOR MATHEWS SECONDED THE MOTION.
Chairman Rawson recessed the floor meeting at 12:06 p.m. He reconvened the floor meeting at 12:12 p.m. and asked James W. Penrose, Lobbyist, Nevada State Education Association, and Joyce Haldeman, Lobbyist, Clark County School District, to answer the committee’s questions concerning A.B. 512.
Mr. Sturm explained the underlined language in section 4, number 1, page 1, and the stricken language in section 16 of the amendment.
Mr. Penrose answered questions about hypothetical situations concerning the proposed amendments.
Ms. Haldeman explained the amendment to section 6, on page 1 of Exhibit A.
THE MOTION FAILED. (SENATORS CEGAVSKE, WASHINGTON AND NOLAN VOTED NO. SENATOR NEAL WAS ABSENT FOR THE VOTE.)

Senator Wiener suggested sending a letter of intent to the Legislative Committee on Education concerning this issue.
Chairman Rawson adjourned the meeting at 12:20 p.m.
