The Senate Committee on Legislative Affairs and Operationswas called to order by Chairman Maurice E. Washington, at 11:05 a.m., on Friday, April 11, 2003, on the Senate Floor of the Legislative Building, Carson City, Nevada. There was no Agenda. There was no Attendance Roster.

Chairman Washington opened the hearing on Senate Bill (S.B.) 216 and said the committee needed to reconsider its action regarding the amendment passed on S.B. 216 taken on March 8, 2003.

 

SENATE BILL 216: Creates interim legislative committee to review Tahoe Regional Planning Compact and oversee Tahoe Regional Planning Agency and other federal, state, interregional and interstate governmental entities within State of Nevada. (BDR 17-175)

 

Senator Titus said after conferring with all of the entities involved with this bill, everyone had agreed to rescind the original amendment and amend the bill to remove reference to the other compacts and the Las Vegas Water District, leaving only the oversight committee for the Tahoe Regional Planning Agency, Marlette Lake, Colorado River Commission, and the Southern Nevada Water Authority

 

Senator Raggio indicated he would abstain because his office represented one of the entities included in the bill.

 

SENATOR TITUS MOVED TO RESCIND THE PREVIOUS AMENDMENT TO S.B. 216 WHICH REMOVED THE COLORADO RIVER COMPACT.

 

SENATOR WIENER SECONDED THE MOTION.

 

THE MOTION CARRIED. (SENATOR RAWSON WAS ABSENT FOR THE VOTE. SENATOR RAGGIO ABSTAINED FROM THE VOTE. SENATOR MATHEWS VOTED NO.)

SENATOR TITUS MOVED TO AMEND AND DO PASS S.B. 216 AS AMENDED.

 

SENATOR WIENER SECONDED THE MOTION.

 

THE MOTION CARRIED. (SENATOR RAWSON WAS ABSENT FOR THE VOTE. SENATOR RAGGIO ABSTAINED FROM THE VOTE. SENATOR MATHEWS VOTED NO.)

Chairman Washington informed the committee it needed to take action on S.B. 362 and they had all received a copy of the proposed amendment. He asked the committee what its pleasure on the bill would be.

 

SENATE BILL 362: Requires Legislative Auditor to conduct audit of Las Vegas Monorail Company. (BDR S-573)


SENATOR TITUS MOVED TO AMEND AND DO PASS AS AMENDED S.B. 362.

 

SENATOR WIENER SECONDED THE MOTION.

 

THE MOTION CARRIED. (SENATOR RAWSON WAS ABSENT FOR THE VOTE.)

Chairman Washington told the committee it also had Bill Draft Request (BDR) R ‑1314 to be introduced.

 

BILL DRAFT REQUEST R-1314: Congratulates Mineral County High School girls' basketball team for winning 2002 and 2003 state championships. (Later introduced Senate Concurrent Resolution 33.)

 

SENATOR WIENER MOVED TO INTRODUCE BDR R-1314.

 

SENATOR TITUS SECONDED THE MOTION.

 

THE MOTION CARRIED. (SENATOR RAWSON WAS ABSENT FOR THE VOTE.)
