Chapter 470.

Section 1 to 25, inclusive, and 32 and 33 of this act become effective June 10, 2003. Sections 26 and 28 to 31, inclusive, of this act effective July 1, 2003, for the purpose of adopting regulations and performing any other preparatory administrative tasks that are necessary to carry out those sections and October 1, 2003, for all other purposes. Section 27 of this act effective October 1, 2003.
