AN ACT relating to professions; revising the active experience requirements for licensure as a professional engineer or land surveyor; and providing other matters properly relating thereto.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
1-1 Section 1. NRS 625.183 is hereby amended to read as follows:
1-2 625.183 1. A person who:
1-3 (a) Is 21 years of age or older; and
1-4 (b) Is a citizen of the United States or is lawfully entitled to
1-5 remain and work in the United States,
1-6 may apply to the Board, in accordance with the provisions of this
1-7 chapter and any regulations adopted by the Board, for licensure as a
1-8 professional engineer.
1-9 2. An applicant for licensure as a professional engineer must:
1-10 (a) Be of good character and reputation; and
1-11 (b) Pass the examination on the:
1-12 (1) Fundamentals of engineering or receive a waiver of that
1-13 requirement; and
1-14 (2) Principles and practices of engineering,
1-15 pursuant to NRS 625.193.
2-1 3. An applicant for licensure as a professional engineer may
2-2 not take the examination on the principles and practices of
2-3 engineering, unless he:
2-4 (a) Is a graduate of an engineering curriculum of 4 years or more
2-5 that is approved by the Board and has a record of 4 years or more of
2-6 active experience in engineering that is satisfactory to the Board and
2-7 indicates that he is competent to be placed in responsible charge of
2-8 engineering work; or
2-9 (b) Has a record of 10 years or more of active experience in
2-10 engineering work that is satisfactory to the Board and indicates that
2-11 he is competent to be placed in responsible charge of engineering
2-12 work.
2-13 4. To determine whether an applicant for licensure as a
2-14 professional engineer has an adequate record of active experience
2-15 pursuant to paragraph (a) of subsection 3:
2-16 (a) [Graduation from a college or university in a field other than
2-17 engineering is equivalent to 2 years of active experience.
2-18 (b)] Two of the 4 years of active experience must have been
2-19 completed by working under the direct supervision of a professional
2-20 engineer who is licensed in the discipline in which the applicant is
2-21 applying for licensure, unless that requirement is waived by the
2-22 Board.
2-23 [(c)] (b) The execution, as a contractor, of work designed by a
2-24 professional engineer or the supervision of the construction of that
2-25 work as a foreman or superintendent, is not equivalent to active
2-26 experience in engineering.
2-27 (c) The completion of educational course work is not
2-28 equivalent to active experience in engineering.
2-29 5. To determine whether an applicant for licensure as a
2-30 professional engineer has an adequate record of active experience
2-31 pursuant to paragraph (b) of subsection 3:
2-32 (a) [Satisfactory completion of 1 year of courses in engineering
2-33 that are approved by the Board, by a person who has not graduated
2-34 from an engineering curriculum, is equivalent to 1 year of active
2-35 experience in engineering.
2-36 (b) Graduation from a college or university in a field other than
2-37 engineering is equivalent to 2 years of active experience.
2-38 (c)] Four of the 10 years of active experience may be satisfied
2-39 by the completion of course work, but not more than 2 of the 4
2-40 years may be satisfied by course work that is not approved by the
2-41 Board. Course work approved by the Board for the purposes of
2-42 this paragraph must be related to engineering.
2-43 (b) Two of the 10 years of active experience must have been
2-44 completed by working under the direct supervision of a professional
2-45 engineer who is licensed in the discipline in which the applicant is
3-1 applying for licensure, unless that requirement is waived by the
3-2 Board.
3-3 [(d)] (c) The execution, as a contractor, of work designed by a
3-4 professional engineer or the supervision of the construction of that
3-5 work as a foreman or superintendent, is not equivalent to active
3-6 experience in engineering.
3-7 [(e) Not more than 4 years of active experience may be satisfied
3-8 by the completion of educational course work.]
3-9 6. A person who is not working in the field of engineering
3-10 when he applies for licensure is eligible for licensure as a
3-11 professional engineer if he complies with the requirements for
3-12 licensure prescribed in this chapter.
3-13 Sec. 2. NRS 625.183 is hereby amended to read as follows:

4-19 (a) Be of good character and reputation; and
4-20 (b) Pass the examination on the:
4-21 (1) Fundamentals of land surveying or receive a waiver of
4-22 that requirement; and
4-23 (2) Principles and practices of land surveying,
4-24 pursuant to NRS 625.280.
4-25 3. An applicant for licensure as a professional land surveyor
4-26 may not take the examination on the principles and practices of land
4-27 surveying, unless he:
4-28 (a) Is a graduate of a land-surveying curriculum of 4 years or
4-29 more that is approved by the Board and has a record of 4 years or
4-30 more of active experience in land surveying that is satisfactory to
4-31 the Board and indicates that he is competent to be placed in
4-32 responsible charge of land-surveying work; or
4-33 (b) Has a record of 10 years or more of active experience in
4-34 land-surveying work that is satisfactory to the Board and indicates
4-35 that he is competent to be placed in responsible charge of land-

4-37 4. For the purposes of determining whether an applicant for
4-38 licensure as a professional land surveyor has an adequate record of
4-39 active experience pursuant to paragraph (a) of subsection 3:
4-40 (a) [Graduation from a college or university in a field other than
4-41 land surveying is equivalent to 2 years of active experience.
4-42 (b)] Two of the 4 years of active experience must have been
4-43 completed by working under the direct supervision of a person who
4-44 is a professional land surveyor, unless that requirement is waived by
4-45 the Board.
5-1 [(c)] (b) The execution, as a contractor, of work designed by a
5-2 professional land surveyor or the supervision of the construction of
5-3 that work, as a foreman or superintendent, is not equivalent to active
5-4 experience in land surveying.
5-5 (c) The completion of educational course work is not
5-6 equivalent to active experience in land surveying.
5-7 5. For the purposes of determining whether an applicant for
5-8 licensure as a professional land surveyor has an adequate record of
5-9 active experience pursuant to paragraph (b) of subsection 3:
5-10 (a) [Satisfactory completion of 1 year of courses in land
5-11 surveying that are approved by the Board, by a person who has not
5-12 graduated from a land-surveying curriculum, is equivalent to 1 year
5-13 of active experience in land surveying.
5-14 (b) Graduation from a college or university in a field other than
5-15 land surveying is equivalent to 2 years of active experience.
5-16 (c)] Four of the 10 years of active experience may be satisfied
5-17 by the completion of course work, but not more than 2 of the 4
5-18 years may be satisfied by course work that is not approved by the
5-19 Board. Course work approved by the Board for the purposes of
5-20 this paragraph must be related to land surveying.
5-21 (b) Two of the 10 years of active experience must have been
5-22 completed by working under the direct supervision of a person who
5-23 is a professional land surveyor unless that requirement is waived by
5-24 the Board.
5-25 [(d)] (c) The execution, as a contractor, of work designed by a
5-26 professional land surveyor or the supervision of the construction of
5-27 that work, as a foreman or superintendent, is not equivalent to active
5-28 experience in land surveying.
5-29 [(e) Not more than 4 years of active experience may be satisfied
5-30 by the completion of educational course work.]
5-31 6. A person who is not working in the field of land surveying
5-32 when he applies for licensure is eligible for licensure as a
5-33 professional land surveyor if he complies with the requirements for
5-34 licensure prescribed in this chapter.
5-35 Sec. 4. NRS 625.270 is hereby amended to read as follows:
5-36 625.270 1. A person who:
5-37 (a) Is 21 years of age or older; and
5-38 (b) Is a citizen of the United States or is lawfully entitled to
5-39 remain and work in the United States,
5-40 may apply to the Board, in accordance with the provisions of this
5-41 chapter and any regulations adopted by the Board, for licensure as a
5-42 professional land surveyor.
5-43 2. An applicant for licensure as a professional land surveyor
5-44 must:
5-45 (a) Be of good character and reputation; and
6-1 (b) Pass the examination on the:
6-2 (1) Fundamentals of land surveying or receive a waiver of
6-3 that requirement; and
6-4 (2) Principles and practices of land surveying,
6-5 pursuant to NRS 625.280.
6-6 3. An applicant for licensure as a professional land surveyor
6-7 may not take the examination on the principles and practices of land
6-8 surveying, unless he is a graduate of a land-surveying curriculum of
6-9 4 years or more that is approved by the Board and has a record of 4
6-10 years or more of active experience in land surveying that is

6-25 5. A person who is not working in the field of land surveying
6-26 when he applies for licensure is eligible for licensure as a
6-27 professional land surveyor if he complies with the requirements for
6-28 licensure prescribed in this chapter.
6-29 Sec. 5. 1. Section 1 of this act expires by limitation on
6-30 June 30, 2010.
6-31 2. Section 2 of this act becomes effective on July 1, 2010.
6-32 3. Section 3 of this act expires by limitation on June 30, 2010,
6-33 if the Board of Regents of the University of Nevada publicly
6-34 declares the establishment of the curriculum specified in section 17
6-35 of chapter 478, Statutes of Nevada 1999, on or before July 1, 2006.
6-36 4. Section 4 of this act becomes effective on July 1, 2010, if the
6-37 Board of Regents of the University of Nevada publicly declares the
6-38 establishment of the curriculum specified in section 17 of chapter
6-39 478, Statutes of Nevada 1999, on or before July 1, 2006.
