AN ACT relating to the Department of Motor Vehicles; revising provisions governing the frequency of renewal of the registration of certain vehicles and the frequency of renewal of certain drivers’ licenses; and providing other matters properly relating thereto.

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN

SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

 

    Section 1.  Chapter 482 of NRS is hereby amended by adding thereto a new section to read as follows:

    1.  The owner of a vehicle, other than a motor vehicle registered pursuant to the provisions of NRS 706.801 to 706.861, inclusive, or a motor vehicle that has a declared gross weight in excess of 26,000 pounds, may choose to register his vehicle for a period of 24 months.

    2.  The Department shall collect from a person who chooses to register his vehicle for a period of 24 months the amount of the governmental services tax and, if applicable, the supplemental governmental services tax assessed pursuant to chapter 371 of


NRS that is equal to the total amount of such taxes that the owner of the vehicle would have otherwise been required to pay during the 24-month period if the vehicle were registered annually.

    3.  The Department shall work in cooperation with the State Environmental Commission and each local air pollution control agency concerning the testing of emissions of vehicles that are registered for a period of 24 months. The State Environmental Commission may adopt such regulations as are necessary to provide for the testing of emissions of such vehicles.

    4.  When the registration of any vehicle is transferred pursuant to the provisions of NRS 482.3667, 482.379 or 482.399 to a vehicle to be registered for a period of 24 months, the expiration date of each regular license plate, special license plate or substitute decal must, at the time of the transfer of registration, be advanced for a period of 24 months beginning:

    (a) The first day of the month after the transfer, if the vehicle is transferred by an agent of the Department; or

    (b) The day after the transfer in all other cases,

and a credit on the portion of the fee for registration and the governmental services tax attributable to the remainder of the current period of registration allowed pursuant to the applicable provisions of NRS 482.3667, 482.379 and 482.399.

    Sec. 2.  NRS 482.206 is hereby amended to read as follows:

    482.206  Except as otherwise provided in section 1 of this act:

    1.  [Except] And except as otherwise provided in this section, every motor vehicle, except for a motor vehicle that is registered pursuant to the provisions of NRS 706.801 to 706.861, inclusive, or which is a motor vehicle with a declared gross weight in excess of 26,000 pounds, must be registered for a period of 12 [consecutive] months beginning the day after the first registration by the owner in this state.

    2.  Every vehicle registered by an agent of the Department or a registered dealer must be registered for 12 [consecutive] months beginning the first day of the month after the first registration by the owner in this state.

    3.  Upon the application of the owner of a fleet of vehicles, the Director may permit him to register his fleet on the basis of a calendar year.

    4.  When the registration of any vehicle is transferred pursuant to the provisions of NRS 482.3667, 482.379 or 482.399, the expiration date of each regular license plate, special license plate or substitute decal must, at the time of the transfer of registration, be advanced for a period of 12 [consecutive] months beginning:

    (a) The first day of the month after the transfer, if the vehicle is transferred by an agent of the Department; or


    (b) The day after the transfer in all other cases,

and a credit on the portion of the fee for registration and the governmental services tax attributable to the remainder of the current period of registration allowed pursuant to the applicable provisions of NRS 482.3667, 482.379 and 482.399.

1-1  Section 3. NRS 482.260 is hereby amended to read as follows:

1-2  482.260  1.  When registering a vehicle, the Department and

1-3  its agents or a registered dealer shall:

1-4  (a) Collect the fees for license plates and registration as

1-5  provided for in this chapter.

1-6  (b) Collect the governmental services tax on the vehicle, as

1-7  agent for the county where the applicant intends to base the vehicle

1-8  for the period of registration, unless the vehicle is deemed to have

1-9  no base.

1-10      (c) Collect the applicable taxes imposed pursuant to chapters

1-11  372, 374, 377 and 377A of NRS.

1-12      (d) Issue a certificate of registration.

1-13      (e) If the registration is performed by the Department, issue the

1-14  regular license plate or plates.

1-15      (f) If the registration is performed by a registered dealer, provide

1-16  information to the owner regarding the manner in which the regular

1-17  license plate or plates will be made available to him.

1-18      2.  Upon proof of ownership satisfactory to the Director, he

1-19  shall cause to be issued a certificate of ownership as provided in this

1-20  chapter.

1-21      3.  [Every] Except as otherwise provided in section 1 of this

1-22  act, every vehicle being registered for the first time in Nevada must

1-23  be taxed for the purposes of the governmental services tax for a

1-24  12‑month period.

1-25      4.  The Department shall deduct and withhold 2 percent of the

1-26  taxes collected pursuant to paragraph (c) of subsection 1 and remit

1-27  the remainder to the Department of Taxation.

1-28      5.  A registered dealer shall forward all fees and taxes collected

1-29  for the registration of vehicles to the Department.

1-30      Sec. 4.  NRS 482.265 is hereby amended to read as follows:

1-31      482.265  1.  The Department shall furnish to every owner

1-32  whose vehicle is registered two license plates for a motor vehicle

1-33  other than a motorcycle or power cycle, and one license plate for all

1-34  other vehicles required to be registered hereunder. Upon renewal of

1-35  registration, the Department may issue one or more license plate

1-36  stickers, tabs or other suitable devices in lieu of new license plates.

1-37      2.  The Director [shall have the authority to] may require the

1-38  return to the Department of all number plates upon termination of

1-39  the lawful use thereof by the owner under this chapter.


2-1  3.  Except as otherwise [specifically] provided in subsection 4

2-2  or by specific statute, for the issuance of each special license plate

2-3  authorized pursuant to this chapter:

2-4  (a) The fee to be received by the Department for the initial

2-5  issuance of the special license plate is $35, exclusive of any

2-6  additional fee which may be added to generate [funds] financial

2-7  support for a particular cause or charitable organization;

2-8  (b) The fee to be received by the Department for the renewal of

2-9  the special license plate is $10, exclusive of any additional fee

2-10  which may be added to generate financial support for a particular

2-11  cause or charitable organization; and

2-12      (c) The Department shall not design, prepare or issue a special

2-13  license plate unless, within 4 years after the date on which the

2-14  measure authorizing the issuance becomes effective, it receives at

2-15  least 250 applications for the issuance of that plate.

2-16      4.  Except as otherwise provided by specific statute, if the

2-17  special license plate is for a vehicle that is registered for a period

2-18  of 24 months pursuant to section 1 of this act, the fee for the

2-19  initial issuance of the special license plate is $45 and the fee for

2-20  the renewal of the special license plate is $20, exclusive or any

2-21  additional fee which may be added to generate financial support

2-22  for a particular cause or charitable organization.

2-23      Sec. 5.  NRS 482.266 is hereby amended to read as follows:

2-24      482.266  1.  A person who desires to have regular or

2-25  personalized license plates that are substantially in the same color

2-26  and form as license plates manufactured before January 1, 1982,

2-27  must:

2-28      (a) Submit a written request for such license plates to the

2-29  Department in a manner and form prescribed by the Department;

2-30  and

2-31      (b) In addition to all other applicable registration fees, licensing

2-32  fees and governmental services taxes, pay the manufacturing fee

2-33  prescribed by the Department.

2-34  A person requesting license plates pursuant to this section must

2-35  comply with all requirements for registration and licensing pursuant

2-36  to this chapter. A request for license plates pursuant to this section

2-37  does not, by itself, constitute a request for special license plates

2-38  pursuant to [subsection] subsections 3 and 4 of NRS 482.265.

2-39      2.  After receiving a request and the full amount of the payment

2-40  due for license plates requested pursuant to subsection 1, the

2-41  Department shall manufacture the license plates using substantially

2-42  the same process, dies and materials as were used to manufacture

2-43  license plates before January 1, 1982. The Department shall deliver

2-44  license plates requested pursuant to this section to a person who

2-45  requests such license plates within 180 days after acceptance of the


3-1  written request or after receipt of payment therefor, whichever

3-2  occurs last.

3-3  3.  The Department shall:

3-4  (a) Prescribe, by regulation, a manner and form for submitting a

3-5  written request pursuant to subsection 1. The form must include,

3-6  without limitation, an indication of whether the requester desires to

3-7  have the same letters and numbers on the license plates requested as

3-8  are on the license plates that are registered to him at the time of the

3-9  request.

3-10      (b) Determine the cost of manufacturing a license plate pursuant

3-11  to this section and prescribe a manufacturing fee, which must not

3-12  exceed $25, to defray the cost of manufacturing license plates

3-13  pursuant to this section. The manufacturing fee must be:

3-14          (1) Collected by the Department;

3-15          (2) Deposited with the State Treasurer to the credit of the

3-16  Motor Vehicle Fund; and

3-17          (3) Allocated to the Revolving Account for the Issuance of

3-18  Special License Plates created pursuant to NRS 482.1805 to defray

3-19  the costs of manufacturing license plates pursuant to this section.

3-20      4.  A person who requests license plates pursuant to this section

3-21  may keep the license plates which are registered to him at the time

3-22  of the request if the license plates requested contain the same letters

3-23  and numbers as the license plates which are registered to him at the

3-24  time of the request.

3-25      Sec. 6.  NRS 482.280 is hereby amended to read as follows:

3-26      482.280  1.  The registration of every vehicle expires at

3-27  midnight on the day specified on the receipt of registration, unless

3-28  the day specified falls on a Saturday, Sunday or legal holiday. If the

3-29  day specified on the receipt of registration is a Saturday, Sunday or

3-30  legal holiday, the registration of the vehicle expires at midnight on

3-31  the next judicial day. The Department shall mail to each holder of a

3-32  certificate of registration an application for renewal of registration

3-33  for the following period of registration. The applications must be

3-34  mailed by the Department in sufficient time to allow all applicants

3-35  to mail the applications to the Department and to receive new

3-36  certificates of registration and license plates, stickers, tabs or other

3-37  suitable devices by mail before the expiration of their registrations.

3-38  An applicant may present or submit the application to any agent or

3-39  office of the Department.

3-40      2.  An application:

3-41      (a) Mailed or presented to the Department or to a county

3-42  assessor pursuant to the provisions of this section;

3-43      (b) Submitted to the Department pursuant to NRS 482.294; or

3-44      (c) Presented to an authorized inspection station or authorized

3-45  station pursuant to the provisions of NRS 482.281,


4-1  must include, if required, evidence of compliance with standards for

4-2  control of emissions.

4-3  3.  The Department shall insert in each application mailed

4-4  pursuant to subsection 1:

4-5  (a) The amount of the governmental services tax to be collected

4-6  for the county pursuant to the provisions of NRS 482.260[.] and

4-7  section 1 of this act.

4-8  (b) The amount set forth in a notice of nonpayment filed with

4-9  the Department by a local authority pursuant to NRS 484.444.

4-10      (c) A statement which informs the applicant that, pursuant to

4-11  NRS 485.185, he is legally required to maintain insurance during

4-12  the period in which the motor vehicle is registered.

4-13      4.  An owner who has made proper application for renewal of

4-14  registration before the expiration of the current registration but who

4-15  has not received the license plate or plates or card of registration for

4-16  the ensuing period of registration is entitled to operate or permit the

4-17  operation of that vehicle upon the highways upon displaying thereon

4-18  the license plate or plates issued for the preceding period of

4-19  registration for such a time as may be prescribed by the Department

4-20  as it may find necessary for the issuance of the new plate or plates

4-21  or card of registration.

4-22      Sec. 7.  NRS 482.3667 is hereby amended to read as follows:

4-23      482.3667  1.  The Department shall establish, design and

4-24  otherwise prepare for issue personalized prestige license plates and

4-25  shall establish all necessary procedures not inconsistent with this

4-26  section for the application and issuance of such license plates.

4-27      2.  The Department shall issue personalized prestige license

4-28  plates, upon payment of the prescribed fee, to any person who

4-29  otherwise complies with the laws relating to the registration and

4-30  licensing of motor vehicles or trailers for use on private passenger

4-31  cars, motorcycles, trucks or trailers.

4-32      3.  [Personalized] Except as otherwise provided in this section,

4-33  personalized prestige license plates are valid for 12 months and are

4-34  renewable upon expiration. These plates may be transferred from

4-35  one vehicle or trailer to another if the transfer and registration fees

4-36  are paid as set out in this chapter. Any person transferring plates

4-37  must be allowed a 1/12 reduction in fees for each calendar month

4-38  remaining unused from the previous registration, applicable to the

4-39  fees which are for the registration year for which the plates are

4-40  being transferred.

4-41      4.  Personalized prestige plates issued to a person who

4-42  registers his motor vehicle for a period of 24 months pursuant to

4-43  section 1 of this act are valid for 24 months and are renewable

4-44  upon expiration. These plates may be transferred from one vehicle

4-45  or trailer to another if the transfer and registration fees are paid


5-1  as set forth in this chapter. Any person transferring such plates

5-2  must be allowed a prorated reduction in fees for each calendar

5-3  month remaining in the registration period for which the plates

5-4  are being transferred.

5-5  5.  In case of any conflict, the person who first made

5-6  application for personalized prestige license plates and has

5-7  continuously renewed them by payment of the required fee has

5-8  priority.

5-9  [5.] 6. The Department may limit by regulation the number of

5-10  letters and numbers used and prohibit the use of inappropriate letters

5-11  or combinations of letters and numbers.

5-12      [6.] 7. The Department shall not assign to any person not

5-13  holding the relevant office any letters and numbers denoting that the

5-14  holder holds a public office.

5-15      Sec. 8.  NRS 482.367 is hereby amended to read as follows:

5-16      482.367  1.  The Department shall charge and collect the

5-17  following fees for the issuance of personalized prestige license

5-18  plates, which fees are in addition to all other license fees and

5-19  applicable taxes:

5-20      (a) For the first issuance......................... $35

5-21      (b) For a renewal sticker........................... 20

5-22  (c) For changing to another personalized prestige license

5-23  plate............................................................... 35

5-24      (d) If the vehicle is registered for a period of 24 months

5-25  pursuant to section 1 of this act:

5-26          (1) For the first issuance..................... 55

5-27          (2) For a renewal sticker..................... 40

5-28      2.  The additional fees collected by the Department for the

5-29  issuing of personalized prestige license plates must be deposited

5-30  with the State Treasurer to the credit of the Motor Vehicle Fund.

5-31      Sec. 9.  NRS 482.3672 is hereby amended to read as follows:

5-32      482.3672  1.  An owner of a motor vehicle who is a resident of

5-33  this state and who is regularly employed or engaged as an editor,

5-34  reporter or photographer by a newspaper or television or radio

5-35  station may, upon signed application on a form prescribed and

5-36  provided by the Department, accompanied by:

5-37      (a) The fee charged for personalized prestige license plates in

5-38  NRS 482.367 in addition to all other required registration fees and

5-39  taxes; and

5-40      (b) A letter from the news director, editor or publisher of the

5-41  periodical or station by whom he is employed,

5-42  be issued license plates upon which is inscribed PRESS with three

5-43  consecutive numbers.


6-1  2.  Each person who is eligible for special license plates under

6-2  this section may apply for one set of plates. The plates may be used

6-3  only on a private passenger vehicle or a noncommercial truck.

6-4  3.  When a person to whom special license plates have been

6-5  issued pursuant to this section leaves the service of the newspaper or

6-6  station which has provided the letter required by subsection 1, he

6-7  shall surrender any special plates in his possession to the

6-8  Department and is entitled to receive regular Nevada license plates.

6-9  Surrendered plates may be reissued or disposed of in a manner

6-10  authorized by the regulations of the Department.

6-11      4.  The Department may adopt regulations governing the

6-12  issuance of special license plates to members of the press.

6-13      5.  Special license plates issued pursuant to this section are

6-14  renewable upon the payment of $10. If the special license plates are

6-15  for a vehicle that is registered for a period of 24 months pursuant

6-16  to section 1 of this act, the fee for the renewal of the special

6-17  license plates is $20.

6-18      Sec. 10.  NRS 482.3675 is hereby amended to read as follows:

6-19      482.3675  1.  An owner of a motor vehicle who is a United

6-20  States citizen or a citizen of a foreign country residing in this state

6-21  and who holds from a foreign country a letter of appointment as an

6-22  honorary consul may, upon signed application on a form prescribed

6-23  and provided by the Department, accompanied by:

6-24      (a) The fee charged for personalized prestige license plates in

6-25  NRS 482.367 in addition to all other required registration fees and

6-26  taxes; and

6-27      (b) A copy of the letter of appointment from that

6-28  country,

6-29  be issued a set of license plates upon which is inscribed

6-30  CONSULAR CORPS with three consecutive numbers.

6-31      2.  Each person who is eligible for special license plates under

6-32  this section may apply for one set of plates. The plates may be used

6-33  only on a private passenger vehicle or a noncommercial truck.

6-34      3.  When a person to whom special license plates have been

6-35  issued pursuant to this section loses his status as an honorary consul,

6-36  he shall surrender any special plates in his possession to the

6-37  Department and is entitled to receive regular Nevada license plates.

6-38  Surrendered plates may be reissued or disposed of in a manner

6-39  authorized by the regulations of the Department.

6-40      4.  The Department may adopt regulations governing the

6-41  issuance of special license plates to honorary consuls of foreign

6-42  countries. The Department shall include on the form for application

6-43  a notice to the applicant that the issuance of such license plates does

6-44  not confer any diplomatic immunity.


7-1  5.  Special license plates issued pursuant to this section are

7-2  renewable upon the payment of $10. If the special license plates are

7-3  for a vehicle that is registered for a period of 24 months pursuant

7-4  to section 1 of this act, the fee for the renewal of the special

7-5  license plates is $20.

7-6  Sec. 11.  NRS 482.3747 is hereby amended to read as follows:

7-7  482.3747  1.  The Department, in cooperation with the Board

7-8  of Regents and the athletic departments of the University of Nevada,

7-9  Reno, and the University of Nevada, Las Vegas, shall design,

7-10  prepare and issue collegiate license plates, using any appropriate

7-11  colors and designs to represent each university.

7-12      2.  The Department may issue collegiate license plates for any

7-13  passenger car or light commercial vehicle upon application by any

7-14  person who is entitled to license plates pursuant to NRS 482.265

7-15  and who otherwise complies with the requirements for registration

7-16  and licensing pursuant to this chapter. A person may request that

7-17  personalized prestige license plates issued pursuant to NRS

7-18  482.3667 be combined with collegiate license plates if that person

7-19  pays the fees for the personalized prestige license plates in addition

7-20  to the fees for the collegiate license plates pursuant to subsections 3

7-21  and 4.

7-22      3.  The fee for the collegiate license plates is $35, in addition to

7-23  all other applicable registration and license fees and governmental

7-24  services taxes. Collegiate license plates are renewable upon the

7-25  payment of $10. If the collegiate license plates are for a vehicle

7-26  that is registered for a period of 24 months pursuant to section 1

7-27  of this act, the additional fee for the initial issuance of the

7-28  collegiate license plates is $45 and the fee for the renewal of the

7-29  collegiate license plates is $20.

7-30      4.  In addition to all fees for the license, registration and

7-31  governmental services taxes, a person who requests a collegiate

7-32  license plate shall pay for the initial issuance of a plate an additional

7-33  fee of $25 and for each renewal of the plate an additional fee of $20

7-34  for academic and athletic scholarships to students of the University

7-35  of Nevada, Reno, and the University of Nevada, Las Vegas. If the

7-36  collegiate license plates are for a vehicle that is registered for a

7-37  period of 24 months pursuant to section 1 of this act, the

7-38  additional fee for the initial issuance of the collegiate license

7-39  plates is $45 and the additional fee for the renewal of the

7-40  collegiate license plates is $40.

7-41      5.  The Department shall deposit the fees collected pursuant to

7-42  subsection 4 with the State Treasurer for credit to the Collegiate

7-43  License Plate Account in the State General Fund created pursuant to

7-44  NRS 396.384.


8-1  6.  If, during [a registration year,] the period of registration, the

8-2  holder of collegiate plates issued pursuant to the provisions of this

8-3  section disposes of the vehicle to which the plates are affixed, he

8-4  may retain the plates and:

8-5  (a) Affix them to another vehicle which meets the requirements

8-6  of this section if the transfer and registration fees are paid as set out

8-7  in this chapter; or

8-8  (b) Within 30 days after removing the plates from the vehicle,

8-9  return them to the Department.

8-10      Sec. 12.  NRS 482.3748 is hereby amended to read as follows:

8-11      482.3748  1.  Except as otherwise provided in this section, the

8-12  Department, in cooperation with the Grand Lodge of Free and

8-13  Accepted Masons of the State of Nevada, shall design, prepare and

8-14  issue license plates that indicate affiliation with the Grand Lodge of

8-15  Free and Accepted Masons using any colors and designs which the

8-16  Department deems appropriate. The Department shall not design,

8-17  prepare or issue the license plates unless it receives at least 250

8-18  applications for the issuance of those plates.

8-19      2.  The Department shall issue license plates that indicate

8-20  affiliation with the Grand Lodge of Free and Accepted Masons for a

8-21  passenger car or a light commercial vehicle upon application by a

8-22  person who is entitled to license plates pursuant to NRS 482.265

8-23  and who otherwise complies with the requirements for registration

8-24  and licensing pursuant to this chapter. A person may request that

8-25  personalized prestige license plates issued pursuant to NRS

8-26  482.3667 be combined with license plates that indicate affiliation

8-27  with the Grand Lodge of Free and Accepted Masons if that person

8-28  pays the fees for the personalized prestige license plates in addition

8-29  to the fees for the license plates that indicate affiliation with the

8-30  Grand Lodge of Free and Accepted Masons.

8-31      3.  An application for the issuance or renewal of license plates

8-32  that indicate affiliation with the Grand Lodge of Free and Accepted

8-33  Masons is void unless it has been stamped or otherwise validated by

8-34  the Grand Lodge of Free and Accepted Masons. The Grand Lodge

8-35  of Free and Accepted Masons may charge a fee for validating an

8-36  application.

8-37      4.  The fee payable to the Department for license plates that

8-38  indicate affiliation with the Grand Lodge of Free and Accepted

8-39  Masons is $35, in addition to all other applicable registration and

8-40  license fees and governmental services taxes. The license plates are

8-41  renewable upon the payment to the Department of $10 in addition to

8-42  all other applicable registration and license fees and governmental

8-43  services taxes. If the license plates are for a vehicle that is

8-44  registered for a period of 24 months pursuant to section 1 of this


9-1  act, the additional fee for the initial issuance of the license plates

9-2  is $45 and the fee for the renewal of the license plates is $20.

9-3  5.  If, during [a registration year,] the period of registration, the

9-4  holder of license plates issued pursuant to the provisions of this

9-5  section disposes of the vehicle to which the plates are affixed, he

9-6  may retain the plates and:

9-7  (a) Affix them to another vehicle that meets the requirements of

9-8  this section if the transfer and registration fees are paid as set out in

9-9  this chapter; or

9-10      (b) Within 30 days after removing the plates from the vehicle,

9-11  return them to the Department.

9-12      6.  For the purposes of this section, “Grand Lodge of Free and

9-13  Accepted Masons” means the Grand Lodge of Free and Accepted

9-14  Masons of the State of Nevada, or its successor, and any recognized

9-15  sister jurisdiction or organization of the Grand Lodge of Free and

9-16  Accepted Masons.

9-17      Sec. 13.  NRS 482.3749 is hereby amended to read as follows:

9-18      482.3749  1.  The Department shall, in cooperation with the

9-19  Nevada Commission on Sports and using any colors and designs

9-20  that the Department deems appropriate, design, prepare and issue

9-21  license plates which indicate status as a hall of fame athlete. The

9-22  design of the license plates must include the words “hall of fame.”

9-23      2.  The Department shall issue license plates that indicate status

9-24  as a hall of fame athlete for a passenger car or a light commercial

9-25  vehicle upon application by a person who is entitled to license plates

9-26  pursuant to NRS 482.265 and who otherwise complies with the

9-27  requirements for registration and licensing pursuant to this chapter.

9-28  A person may request that personalized prestige license plates

9-29  issued pursuant to NRS 482.3667 be combined with license plates

9-30  that indicate status as a hall of fame athlete if that person pays the

9-31  fees for the personalized prestige license plates in addition to the

9-32  fees for the license plates that indicate status as a hall of fame

9-33  athlete.

9-34      3.  An application for the issuance or renewal of license plates

9-35  that indicate status as a hall of fame athlete is void unless it is

9-36  accompanied by documentation which, in the determination of the

9-37  Department, provides reasonable proof of identity and status as a

9-38  hall of fame athlete.

9-39      4.  In addition to all other applicable registration and license

9-40  fees and governmental services taxes:

9-41      (a) A person who requests license plates that indicate status as a

9-42  hall of fame athlete shall pay a fee to the Department of $35.

9-43      (b) License plates that indicate status as a hall of fame athlete

9-44  are renewable upon the payment to the Department of $10.


10-1      (c) If the license plates that indicate status as a hall of fame

10-2  athlete are for a vehicle that is registered for a period of 24

10-3  months pursuant to section 1 of this act, the fee for the initial

10-4  issuance of the license plates is $45 and the fee for the renewal of

10-5  the license plates is $20.

10-6      5.  If, during [a registration year,] the period of registration, the

10-7  holder of license plates issued pursuant to the provisions of this

10-8  section disposes of the vehicle to which the plates are affixed, he

10-9  may retain the plates and:

10-10     (a) Affix them to another vehicle that meets the requirements of

10-11  this section if the transfer and registration fees are paid as set forth

10-12  in this chapter; or

10-13     (b) Within 30 days after removing the plates from the vehicle,

10-14  return them to the Department.

10-15     6.  As used in this section, “hall of fame athlete” means a

10-16  current or former athlete who has been inducted into a hall of fame

10-17  pertaining to the sport in which the athlete participates or

10-18  participated, including, but not limited to:

10-19     (a) The National Baseball Hall of Fame, located in

10-20  Cooperstown, New York.

10-21     (b) The Basketball Hall of Fame, located in Springfield,

10-22  Massachusetts.

10-23     (c) The Pro Football Hall of Fame, located in Canton, Ohio.

10-24     (d) The Hockey Hall of Fame, located in Toronto, Ontario,

10-25  Canada.

10-26     (e) The National Soccer Hall of Fame, located in Oneonta, New

10-27  York.

10-28     (f) The International Tennis Hall of Fame, located in Newport,

10-29  Rhode Island.

10-30     (g) The Pro Rodeo Hall of Fame, located in Colorado Springs,

10-31  Colorado.

10-32     (h) Any hall of fame which has been established at a university

10-33  or community college within the University and Community

10-34  College System of Nevada.

10-35     Sec. 14.  NRS 482.375 is hereby amended to read as follows:

10-36     482.375  1.  An owner of a motor vehicle who is a resident of

10-37  the State of Nevada and who holds an unrevoked and unexpired

10-38  official amateur radio station license issued by the Federal

10-39  Communications Commission, upon application accompanied by

10-40  proof of ownership of that license, complying with the state motor

10-41  vehicle laws relating to registration and licensing of motor vehicles,

10-42  and upon the payment of the regular license fee for plates as

10-43  prescribed by law, and the payment of an additional fee of $35, must

10-44  be issued a license plate or plates, upon which in lieu of the numbers

10-45  as prescribed by law must be inscribed the words “RADIO


11-1  AMATEUR” and the official amateur radio call letters of the

11-2  applicant as assigned by the Federal Communications Commission.

11-3  The annual fee for a renewal sticker is $10 unless waived by the

11-4  Department pursuant to subsection 2. If the license plate or plates

11-5  are for a vehicle that is registered for a period of 24 months

11-6  pursuant to section 1 of this act, the additional fee for the initial

11-7  issuance of the license plate or plates is $45, and the fee for a

11-8  renewal sticker is $20 unless waived by the Department pursuant

11-9  to subsection 2. The plate or plates may be used only on a private

11-10  passenger car, trailer or travel trailer or on a noncommercial truck.

11-11     2.  The Department may waive the [annual] fee for a renewal

11-12  sticker if the applicant for renewal:

11-13     (a) Submits with his application for renewal a statement under

11-14  penalty of perjury that he will assist in communications during local,

11-15  state and federal emergencies; and

11-16     (b) Satisfies any other requirements established by the

11-17  Department by regulation for such a waiver.

11-18     3.  The cost of the die and modifications necessary for the

11-19  issuance of a license plate pursuant to this section must be paid from

11-20  private sources without any expense to the State of Nevada.

11-21     4.  The Department may adopt regulations:

11-22     (a) To ensure compliance with all state license laws relating to

11-23  the use and operation of a motor vehicle before issuance of the

11-24  plates in lieu of the regular Nevada license plate or plates.

11-25     (b) Setting forth the requirements and procedure for obtaining a

11-26  waiver of the [annual] fee for a renewal sticker.

11-27     5.  All applications for the plates authorized by this section

11-28  must be made to the Department.

11-29     Sec. 15.  NRS 482.3753 is hereby amended to read as follows:

11-30     482.3753  1.  Except as otherwise provided in this section, the

11-31  Department, in cooperation with professional full-time salaried

11-32  firefighters in the State of Nevada, shall design, prepare and issue

11-33  license plates that recognize current or former employment as a

11-34  professional full-time salaried firefighter using any colors and

11-35  designs which the Department deems appropriate. The Department

11-36  shall not design, prepare or issue the license plates unless it receives

11-37  at least 250 applications for the issuance of those plates.

11-38     2.  The Department shall issue license plates that recognize

11-39  current or former employment as a professional full-time salaried

11-40  firefighter for a passenger car or a light commercial vehicle upon

11-41  application by a qualified person who is entitled to license plates

11-42  pursuant to NRS 482.265 and who otherwise complies with the

11-43  requirements for registration and licensing pursuant to this chapter.

11-44  A person may request that personalized prestige license plates

11-45  issued pursuant to NRS 482.3667 be combined with license plates


12-1  that recognize current or former employment as a professional full-

12-2  time salaried firefighter if that person pays the fees for the

12-3  personalized prestige license plates in addition to the fees for the

12-4  license plates that recognize current or former employment as a

12-5  professional full-time salaried firefighter.

12-6      3.  An application for the issuance or renewal of license plates

12-7  that recognize current or former employment as a professional full-

12-8  time salaried firefighter is void unless it is accompanied by

12-9  documentation which, in the determination of the Department,

12-10  provides reasonable proof of the identity of the applicant and proof

12-11  of his:

12-12     (a) Current employment as a professional full-time salaried

12-13  firefighter; or

12-14     (b) Status as a former professional full-time salaried firefighter

12-15  who retired from employment after completing at least 10 years of

12-16  creditable service as a firefighter within this state with:

12-17         (1) A fire Department; or

12-18         (2) A federal or state agency, the duties of which involve the

12-19  prevention and suppression of fires, including, without limitation,

12-20  the Bureau of Land Management and the Division of Forestry of the

12-21  State Department of Conservation and Natural Resources.

12-22     4.  Proof of an applicant’s current or former employment as a

12-23  professional full-time salaried firefighter must consist of:

12-24     (a) An identification card issued by the Professional Fire

12-25  Fighters of Nevada or its successor;

12-26     (b) An identification card issued by the Nevada Fire Chiefs

12-27  Association or its successor; or

12-28     (c) A letter certifying the applicant’s current or former

12-29  employment as a professional full-time salaried firefighter, which

12-30  letter must be from:

12-31         (1) The Professional Fire Fighters of Nevada or its successor;

12-32         (2) The Nevada Fire Chiefs Association or its successor; or

12-33         (3) The chief officer of a federal or state agency, the duties of

12-34  which involve the prevention and suppression of fires, including,

12-35  without limitation, the Bureau of Land Management and the

12-36  Division of Forestry of the State Department of Conservation and

12-37  Natural Resources.

12-38     5.  The fee payable to the Department for license plates that

12-39  recognize current or former employment as a professional full-time

12-40  salaried firefighter is $35, in addition to all other applicable

12-41  registration and license fees and governmental services taxes. The

12-42  license plates are renewable upon the payment to the Department of

12-43  $10 in addition to all other applicable registration and license fees

12-44  and governmental services taxes. If the license plates are for a

12-45  vehicle that is registered for a period of 24 months pursuant to


13-1  section 1 of this act, the additional fee for the initial issuance of

13-2  the license plates is $45 and the additional fee for the renewal of

13-3  the license plates is $20.

13-4      6.  In addition to all other applicable registration and license

13-5  fees and governmental services taxes and the fees prescribed in

13-6  subsection 5, a person who requests a set of license plates that

13-7  recognize current or former employment as a professional full-time

13-8  salaried firefighter must pay for the initial issuance of the plates an

13-9  additional fee of $25 and for each renewal of the plates an additional

13-10  fee of $20 to support facilities for the treatment of burns which are

13-11  located within this state. If the license plates are for a vehicle that

13-12  is registered for a period of 24 months pursuant to section 1 of this

13-13  act, the additional fee for the initial issuance of the license plates

13-14  is $45 and the additional fee for the renewal of the license plates

13-15  is $40.

13-16     7.  The Department shall deposit the fees collected pursuant to

13-17  subsection 6 with the State Treasurer for credit to the State General

13-18  Fund. The State Treasurer shall, on a quarterly basis, distribute the

13-19  fees deposited pursuant to this subsection in equal shares to each

13-20  facility for the treatment of burns that is located within this state.

13-21     8.  If, during [a registration year,] the period of registration, the

13-22  holder of license plates issued pursuant to the provisions of this

13-23  section disposes of the vehicle to which the plates are affixed, the

13-24  holder shall:

13-25     (a) Retain the plates and affix them to another vehicle that meets

13-26  the requirements of this section if the transfer and registration fees

13-27  are paid as set out in this chapter; or

13-28     (b) Within 30 days after removing the plates from the vehicle,

13-29  return them to the Department.

13-30     9.  As used in this section:

13-31     (a) “Facility for the treatment of burns” means a facility that:

13-32         (1) Offers specialized services for the treatment of injuries

13-33  resulting from burns; and

13-34         (2) Is part of or located within a hospital that has a center for

13-35  the treatment of trauma which is designated as a level I center by the

13-36  Administrator of the Health Division of the Department of Human

13-37  Resources.

13-38     (b) “Professional full-time salaried firefighter” means a person

13-39  employed in this state in a full-time salaried occupation of fire

13-40  fighting for the benefit or safety of the public.

13-41     Sec. 16.  NRS 482.3754 is hereby amended to read as follows:

13-42     482.3754  1.  Except as otherwise provided in this section, the

13-43  Department, in cooperation with the Nevada State Firefighters’

13-44  Association or its successor, shall design, prepare and issue license

13-45  plates that recognize current or former service as a volunteer


14-1  firefighter using any colors and designs which the Department

14-2  deems appropriate. The Department shall not design, prepare or

14-3  issue the license plates unless it receives at least 250 applications for

14-4  the issuance of those plates.

14-5      2.  The Department shall issue license plates that recognize

14-6  current or former service as a volunteer firefighter for a passenger

14-7  car or a light commercial vehicle upon application by a qualified

14-8  person who is entitled to license plates pursuant to NRS 482.265

14-9  and who otherwise complies with the requirements for registration

14-10  and licensing pursuant to this chapter. A person may request that

14-11  personalized prestige license plates issued pursuant to NRS

14-12  482.3667 be combined with license plates that recognize current or

14-13  former service as a volunteer firefighter if that person pays the fees

14-14  for the personalized prestige license plates in addition to the fees for

14-15  the license plates that recognize current or former service as a

14-16  volunteer firefighter.

14-17     3.  An application for the issuance or renewal of license plates

14-18  that recognize current or former service as a volunteer firefighter is

14-19  void unless it is accompanied by documentation which, in the

14-20  determination of the Department, provides reasonable proof of the

14-21  identity of the applicant and proof of his current service as a

14-22  volunteer firefighter or his status as a former volunteer firefighter

14-23  who retired from service as a volunteer firefighter within this state

14-24  after completing at least 10 years of active service. Proof of an

14-25  applicant’s current or former service as a volunteer firefighter must

14-26  consist of:

14-27     (a) An identification card which indicates that the applicant

14-28  currently serves as a volunteer firefighter; or

14-29     (b) A letter from the chief officer of a volunteer or combination

14-30  fire department certifying the applicant’s current or former service

14-31  as a volunteer firefighter.

14-32     4.  The fee payable to the Department for license plates that

14-33  recognize current or former service as a volunteer firefighter is $35,

14-34  in addition to all other applicable registration and license fees and

14-35  governmental services taxes. The license plates are renewable upon

14-36  the payment to the Department of $10 in addition to all other

14-37  applicable registration and license fees and governmental services

14-38  taxes. If the license plates are for a vehicle that is registered for a

14-39  period of 24 months pursuant to section 1 of this act, the

14-40  additional fee for the initial issuance of the license plates is $45

14-41  and the additional fee for the renewal of the license plates is $20.

14-42     5.  In addition to all other applicable registration and license

14-43  fees and governmental services taxes and the fees prescribed in

14-44  subsection 4, a person who requests a set of license plates that

14-45  recognize current or former service as a volunteer firefighter must


15-1  pay for the initial issuance of the plates an additional fee of $25 and

15-2  for each renewal of the plates an additional fee of $20 to support the

15-3  training of volunteer firefighters. If the license plates are for a

15-4  vehicle that is registered for a period of 24 months pursuant to

15-5  section 1 of this act, the additional fee for the initial issuance of

15-6  the license plates is $45 and the additional fee for the renewal of

15-7  the license plates is $40.

15-8      6.  The Department shall deposit the fees collected pursuant to

15-9  subsection 5 with the State Treasurer for credit to the State General

15-10  Fund. The State Treasurer shall account separately for the money

15-11  deposited pursuant to this subsection and reserve such money for

15-12  expenditure by the State Fire Marshal in accordance with this

15-13  subsection. The State Fire Marshal may expend the money reserved

15-14  pursuant to this subsection solely for the support of, and to pay

15-15  expenses related to, training for volunteer firefighters provided by or

15-16  as directed by the Board of Directors of the Nevada State

15-17  Firefighters’ Association or its successor.

15-18     7.  If, during [a registration year,] the period of registration, the

15-19  holder of license plates issued pursuant to the provisions of this

15-20  section disposes of the vehicle to which the plates are affixed, the

15-21  holder shall:

15-22     (a) Retain the plates and affix them to another vehicle that meets

15-23  the requirements of this section if the transfer and registration fees

15-24  are paid as set out in this chapter; or

15-25     (b) Within 30 days after removing the plates from the vehicle,

15-26  return them to the Department.

15-27     8.  As used in this section:

15-28     (a) “Combination fire department” means a fire department that

15-29  is:

15-30         (1) Served by both volunteer and full-time salaried

15-31  firefighters; and

15-32         (2) Recognized as such by the State Fire Marshal.

15-33     (b) “Volunteer fire department” means a fire department

15-34  recognized as a bona fide volunteer fire department by the State Fire

15-35  Marshal.

15-36     (c) “Volunteer firefighter” means a person who serves actively

15-37  in an unpaid capacity in a volunteer or combination fire department

15-38  within this state as a firefighter for the benefit or safety of the

15-39  public.

15-40     Sec. 17.  NRS 482.3755 is hereby amended to read as follows:

15-41     482.3755  1.  An owner of a motor vehicle who is a resident of

15-42  this state and is a member of the Nevada Wing of the Civil Air

15-43  Patrol may, upon application on a form prescribed and furnished by

15-44  the Department, signed by the member and his commanding officer

15-45  and accompanied by proof of membership, be issued license plates


16-1  upon which is inscribed “CIVIL AIR PATROL” with four

16-2  consecutive numbers. The fee for the special license plates is $35, in

16-3  addition to all other applicable registration and license fees and

16-4  governmental services taxes. The annual fee for a renewal sticker is

16-5  $10. If the special license plates are for a vehicle that is registered

16-6  for a period of 24 months pursuant to section 1 of this act, the

16-7  additional fee for the initial issuance of the special license plates is

16-8  $45 and the fee for a renewal sticker is $20.

16-9      2.  Each member may request two sets of license plates as

16-10  described in subsection 1. The second set of license plates for an

16-11  additional vehicle must have a different number than the first set of

16-12  license plates issued to the same member. The license plates may

16-13  only be used on private passenger vehicles or noncommercial

16-14  trucks.

16-15     3.  Any member of the Nevada Wing of the Civil Air Patrol

16-16  who retires or is honorably discharged may retain any license plates

16-17  issued to him pursuant to subsection 1. If a member is dishonorably

16-18  discharged, he shall surrender any of these special plates in his

16-19  possession to the Department at least 10 days before his discharge

16-20  and, in lieu of those plates, is entitled to receive regular Nevada

16-21  license plates.

16-22     Sec. 18.  NRS 482.3763 is hereby amended to read as follows:

16-23     482.3763  1.  The Director shall order the preparation of

16-24  special license plates in support of veterans’ homes, and establish

16-25  procedures for the application for and issuance of the plates.

16-26     2.  The Department shall, upon application therefor and

16-27  payment of the prescribed fees, issue special license plates in

16-28  support of veterans’ homes to any veteran of the Armed Forces of

16-29  the United States or his spouse, parent or child. The plates must be

16-30  inscribed with the word “VETERAN” and four consecutive

16-31  numbers, and with the seal of the branch of the Armed Forces of the

16-32  United States requested by the applicant.

16-33     3.  If during [a registration year,] the period of registration, the

16-34  holder of special plates issued pursuant to this section disposes of

16-35  the vehicle to which the plates are affixed, he shall retain the plates

16-36  and:

16-37     (a) Affix them to another vehicle which meets the requirements

16-38  of this section and report the change to the Department in

16-39  accordance with the procedure set forth for other transfers; or

16-40     (b) Within 30 days after removing the plates from the vehicle,

16-41  return them to the Department.

16-42     4.  In addition to all other applicable registration and license

16-43  fees and governmental services taxes, and to the special fee for

16-44  veterans’ homes, the fee for:

16-45     (a) The initial issuance of the special license plates is $35.


17-1      (b) The annual renewal sticker is $10.

17-2      (c) If the special license plates are for a vehicle that is

17-3  registered for a period of 24 months pursuant to section 1 of this

17-4  act, the fee for the initial issuance of the special license plates is

17-5  $45 and the fee for the renewal sticker is $20.

17-6      5.  If the special plates issued pursuant to this section are lost,

17-7  stolen or mutilated, the owner of the vehicle may secure a set of

17-8  replacement license plates from the Department for a fee of $10.

17-9      Sec. 19.  NRS 482.3764 is hereby amended to read as follows:

17-10     482.3764  1.  Before the Department issues to any person,

17-11  pursuant to NRS 482.3763:

17-12     (a) An initial set of special license plates, it [shall:] must:

17-13         (1) Collect a special fee for a veterans’ home in the amount

17-14  of $25; and

17-15         (2) Affix a decal to each plate if requested by an applicant

17-16  who meets the requirements set forth in NRS 482.37635.

17-17     (b) An annual renewal sticker, it [shall:] must:

17-18         (1) Collect a special fee for a veterans’ home in the amount

17-19  of $20; and

17-20         (2) Affix a decal to each plate if requested by an applicant

17-21  who meets the requirements set forth in NRS 482.37635.

17-22     2.  If the special license plates are for a vehicle that is

17-23  registered for a period of 24 months pursuant to section 1 of this

17-24  act, the special fee for an initial set of the special license plates is

17-25  $45 and the special fee for a renewal sticker is $40.

17-26     3.  The Department shall deposit any money collected pursuant

17-27  to this section with the State Treasurer for credit to the Veterans’

17-28  Home Account.

17-29     Sec. 20.  NRS 482.3765 is hereby amended to read as follows:

17-30     482.3765  1.  A person who qualifies pursuant to this section

17-31  may register one passenger car or light commercial vehicle having a

17-32  manufacturer’s rated carrying capacity of 1 ton or less, for his own

17-33  personal use. A veteran of the Armed Forces of the United States

17-34  who survived the attack on Pearl Harbor on December 7, 1941, is

17-35  entitled to [a] specially designed license [plate] plates inscribed with

17-36  the words “PEARL HARBOR VETERAN” or “PEARL HARBOR

17-37  SURVIVOR,” at the option of the person who qualifies pursuant to

17-38  this section, and three or four consecutive numbers.

17-39     2.  The Department shall issue [a] specially designed license

17-40  [plate] plates for persons qualified pursuant to this section who

17-41  submit an application on a form prescribed by the Department and

17-42  evidence of their status as a survivor required by the Department.

17-43     3.  If during [a registration year,] the period of registration, the

17-44  holder of [a special plate] special license plates issued pursuant to


18-1  this section disposes of the vehicle to which the plates are affixed,

18-2  he shall retain the plates and:

18-3      (a) Affix them to another vehicle which meets the requirements

18-4  of this section and report the change to the Department in

18-5  accordance with the procedure set forth for other transfers; or

18-6      (b) Within 30 days after removing the plates from the vehicle,

18-7  return them to the Department.

18-8      4.  The fee for the special license [plate] plates is $25, in

18-9  addition to all other applicable registration and license fees and

18-10  governmental services taxes. The annual fee for a renewal sticker is

18-11  $5. If the special license plates are for a vehicle that is registered

18-12  for a period of 24 months pursuant to section 1 of this act, the fee

18-13  for the initial issuance of the special license plates is $30 and the

18-14  fee for a renewal sticker is $10.

18-15     Sec. 21.  NRS 482.377 is hereby amended to read as follows:

18-16     482.377  1.  A person who qualifies pursuant to this section

18-17  may register one passenger car or light commercial vehicle having a

18-18  manufacturer’s rated carrying capacity of one ton or less, for his

18-19  own personal use. A veteran of the Armed Forces of the United

18-20  States who, as a result of his service:

18-21     (a) Has suffered a 100-percent service-connected disability and

18-22  who receives compensation from the United States for his disability,

18-23  is entitled to [a] specially designed license [plate] plates inscribed

18-24  with the words DISABLED VETERAN and three or four

18-25  consecutive numbers.

18-26     (b) Has been captured and held prisoner by a military force of a

18-27  foreign nation, is entitled to [a] specially designed license [plate]

18-28  plates inscribed with the words ex-PRISONER OF WAR and three

18-29  or four consecutive numbers.

18-30     2.  The Department shall issue [a] specially designed license

18-31  [plate] plates for persons qualified pursuant to this section who

18-32  submit an application on a form prescribed by the Department and

18-33  evidence of disability or former imprisonment required by the

18-34  Department.

18-35     3.  A vehicle on which license plates issued by the Department

18-36  pursuant to this section are displayed is exempt from the payment of

18-37  any parking fees, including those collected through parking meters,

18-38  charged by the State or any political subdivision or other public

18-39  body within the State, other than the United States.

18-40     4.  If during [a registration year,] the period of registration, the

18-41  holder of [a special plate] special plates issued pursuant to this

18-42  section disposes of the vehicle to which the plates are affixed, he

18-43  shall retain the plates and:


19-1      (a) Affix them to another vehicle which meets the requirements

19-2  of this section and report the change to the Department in

19-3  accordance with the procedure set forth for other transfers; or

19-4      (b) Within 30 days after removing the plates from the vehicle,

19-5  return them to the Department.

19-6      Sec. 22.  NRS 482.3775 is hereby amended to read as follows:

19-7      482.3775  1.  A person who qualifies pursuant to this section

19-8  may register one passenger car or light commercial vehicle having a

19-9  manufacturer’s rated carrying capacity of 1 ton or less, for his own

19-10  personal use. A veteran of the Armed Forces of the United States

19-11  who was awarded the Purple Heart is entitled to [a] specially

19-12  designed license [plate which indicates] plates which indicate that

19-13  he is a recipient of the Purple Heart.

19-14     2.  The Department shall issue [a] specially designed license

19-15  [plate] plates for any person qualified pursuant to this section who

19-16  submits an application on a form prescribed by the Department and

19-17  evidence of his status as a recipient of the Purple Heart as required

19-18  by the Department. The Department may designate any appropriate

19-19  colors for the special plates.

19-20     3.  If, during [a registration year,] the period of registration, the

19-21  holder of [a special plate] special plates issued pursuant to the

19-22  provisions of this section disposes of the vehicle to which the plates

19-23  are affixed, he shall retain the plates and:

19-24     (a) Affix them to another vehicle which meets the requirements

19-25  of this section and report the change to the Department in

19-26  accordance with the procedure set forth for other transfers; or

19-27     (b) Within 30 days after removing the plates from the vehicle,

19-28  return them to the Department.

19-29     4.  Except as otherwise provided in this subsection, no fee in

19-30  addition to the applicable registration and license fees and

19-31  governmental services taxes may be charged for the issuance or

19-32  renewal of special license plates issued pursuant to this section. If

19-33  the special plates issued pursuant to this section are lost, stolen or

19-34  mutilated, the owner of the vehicle may secure a set of replacement

19-35  license plates from the Department for a fee of $5.

19-36     Sec. 23.  NRS 482.379 is hereby amended to read as follows:

19-37     482.379  1.  The Director may order the design and

19-38  preparation of license plates which commemorate the 125th

19-39  anniversary of Nevada’s admission into the Union and establish the

19-40  procedures for the application and issuance of the plates.

19-41     2.  The Department may designate any colors, numbers and

19-42  letters for the commemorative plates.

19-43     3.  A person who is entitled to license plates pursuant to NRS

19-44  482.265 may apply for commemorative license plates.


20-1      4.   The fee for the commemorative license plates is $10, in

20-2  addition to all other applicable registration and license fees and

20-3  governmental services taxes. If a person is eligible for and applies

20-4  for any special license plates issued pursuant to NRS 482.3667,

20-5  482.3672, 482.3675, 482.368 or 482.370 to 482.3825, inclusive, and

20-6  applies to have those special license plates combined with

20-7  commemorative plates, the person must pay the fees for the special

20-8  license plates in addition to the fee for the commemorative plates.

20-9      5.  In addition to all fees for the license, registration and

20-10  governmental services taxes, a person who is eligible for and applies

20-11  for commemorative plates must pay $25 for the celebration of the

20-12  125th anniversary of Nevada’s admission into the Union. The fees

20-13  for the license, registration, and governmental services taxes and the

20-14  charge for the celebration may be paid with a single check.

20-15     6.  Commemorative plates are renewable upon the payment of

20-16  $10. If the commemorative license plates are for a vehicle that is

20-17  registered for a period of 24 months pursuant to section 1 of this

20-18  act, the fee for the renewal of the commemorative license plates

20-19  is $20.

20-20     7.  If , during [a registration year,] the period of registration,

20-21  the holder of commemorative plates issued pursuant to the

20-22  provisions of this section disposes of the vehicle to which the plates

20-23  are affixed, he may retain the plates and:

20-24     (a) Within 30 days after removing the plates from the vehicle,

20-25  return them to the Department; or

20-26     (b) Affix them to another vehicle which meets the requirements

20-27  of this section if the transfer and registration fees are paid as is

20-28  provided for in this chapter. A person who transfers plates must be

20-29  allowed a [one-twelfth] prorated reduction in fees for each calendar

20-30  month remaining unused from the previous registration.

20-31     8.  Except as otherwise provided by subsection 10, if a

20-32  commemorative license plate or set of license plates issued pursuant

20-33  to the provisions of this section is lost, stolen or mutilated, the

20-34  owner of the vehicle may secure a replacement license plate or set

20-35  of replacement license plates, as the case may be, from the

20-36  Department upon payment of the fees set forth in subsection 2 of

20-37  NRS 482.500.

20-38     9.  The Department shall, for each set of commemorative

20-39  license plates that it issues:

20-40     (a) Deposit the $25 collected for the celebration of the 125th

20-41  anniversary of Nevada’s admission into the Union with the State

20-42  Treasurer for credit to the Account for Nevada’s 125th Anniversary

20-43  in the State General Fund;

20-44     (b) Deposit $7.50 with the State Treasurer for credit to the

20-45  Motor Vehicle fund pursuant to the provisions of NRS 482.180; and


21-1      (c) Deposit $2.50 with the State Treasurer for credit to the

21-2  Department to reimburse the Department for the cost of

21-3  manufacturing the license plates.

21-4      10.  The Department shall not:

21-5      (a) Issue the commemorative license plates after October 31,

21-6  1990.

21-7      (b) Issue replacement commemorative license plates after

21-8  June 30, 1995.

21-9      Sec. 24.  NRS 482.37903 is hereby amended to read as

21-10  follows:

21-11     482.37903  1.  Except as otherwise provided in this subsection

21-12  and subsection 7, the Department, in cooperation with the Board of

21-13  Museums and History of the Department of Cultural Affairs, shall

21-14  design, prepare and issue license plates which commemorate the

21-15  100th anniversary of the founding of the City of Las Vegas, using

21-16  any colors and designs that the Department deems appropriate. The

21-17  Department shall not design, prepare or issue the commemorative

21-18  license plates unless it receives at least 250 applications for the

21-19  issuance of those plates.

21-20     2.  Except as otherwise provided in subsection 7, if the

21-21  Department receives at least 250 applications for the issuance of the

21-22  commemorative license plates, the Department shall issue those

21-23  plates for a passenger car or light commercial vehicle upon

21-24  application by a person who is entitled to license plates pursuant to

21-25  NRS 482.265 and who otherwise complies with the requirements for

21-26  registration and licensing pursuant to this chapter. A person may

21-27  request that personalized prestige license plates issued pursuant to

21-28  NRS 482.3667 be combined with the commemorative license plates

21-29  if that person pays the fees for the personalized prestige license

21-30  plates in addition to the fees for the commemorative license plates

21-31  pursuant to subsections 3 and 4.

21-32     3.  The fee for the commemorative license plates is $35, in

21-33  addition to all other applicable registration and license fees and

21-34  governmental services taxes. The license plates are renewable upon

21-35  the payment of $10. If the commemorative license plates are for a

21-36  vehicle that is registered for a period of 24 months pursuant to

21-37  section 1 of this act, the additional fee for the initial issuance of

21-38  the commemorative license plates is $45 and the fee for the

21-39  renewal of the commemorative license plates is $20.

21-40     4.  Except as otherwise provided in this subsection, in addition

21-41  to all other applicable registration and license fees and governmental

21-42  services taxes and the fee prescribed in subsection 3, a person who

21-43  requests a set of the commemorative license plates must pay for the

21-44  initial issuance of the plates an additional fee of $25 and for each

21-45  renewal of the plates an additional fee of $20, to be distributed


22-1  pursuant to subsection 5. If the commemorative license plates are

22-2  for a vehicle that is registered for a period of 24 months pursuant

22-3  to section 1 of this act, the additional fee for the initial issuance of

22-4  the commemorative license plates is $45 and the additional fee for

22-5  the renewal of the commemorative license plates is $40. The

22-6  additional fees required pursuant to this subsection must not be

22-7  charged after December 31, 2005.

22-8      5.  The Department shall deposit the fees collected pursuant to

22-9  subsection 4 with the State Treasurer for credit to the State General

22-10  Fund. For the duration of the collection of such fees, the State

22-11  Treasurer shall, on a quarterly basis, distribute the fees to the City

22-12  Treasurer of the City of Las Vegas to be used to pay for:

22-13     (a) A celebration of the 100th anniversary of the founding of the

22-14  City of Las Vegas to be held in 2005; and

22-15     (b) Projects relating to the commemoration of the history of the

22-16  City of Las Vegas, including, without limitation, historical markers,

22-17  tours of historic sites and improvements to or restoration of historic

22-18  buildings or structures.

22-19     6.  If, during [a registration year,] the period of registration, the

22-20  holder of the commemorative license plates disposes of the vehicle

22-21  to which the commemorative license plates are affixed, the holder

22-22  shall:

22-23     (a) Retain the commemorative license plates and affix them to

22-24  another vehicle that meets the requirements of this section if the

22-25  transfer and registration fees are paid as set forth in this chapter; or

22-26     (b) Within 30 days after removing the commemorative license

22-27  plates from the vehicle, return them to the Department.

22-28     7.  The Department shall not issue:

22-29     (a) The commemorative license plates after December 31, 2005.

22-30     (b) Replacement license plates for those license plates after

22-31  December 31, 2010.

22-32     Sec. 25.  NRS 482.37905 is hereby amended to read as

22-33  follows:

22-34     482.37905  1.  Except as otherwise provided in this

22-35  subsection, the Department, in cooperation with the organizations in

22-36  this state which assist in the donation and procurement of human

22-37  organs, shall design, prepare and issue license plates that encourage

22-38  the donation of human organs using any colors and designs that the

22-39  Department deems appropriate. The Department shall not design,

22-40  prepare or issue the license plates unless it receives at least 250

22-41  applications for the issuance of those plates.

22-42     2.  The Department may issue license plates that encourage the

22-43  donation of human organs for any passenger car or light commercial

22-44  vehicle upon application by a person who is entitled to license plates

22-45  pursuant to NRS 482.265 and who otherwise complies with the


23-1  requirements for registration and licensing pursuant to this chapter.

23-2  A person may request that personalized prestige license plates

23-3  issued pursuant to NRS 482.3667 be combined with license plates

23-4  that encourage the donation of human organs if that person pays the

23-5  fees for the personalized prestige license plates in addition to the

23-6  fees for the license plates which encourage the donation of human

23-7  organs pursuant to subsection 3.

23-8      3.  The fee for license plates to encourage the donation of

23-9  human organs is $35, in addition to all other applicable registration

23-10  and license fees and governmental services taxes. The license plates

23-11  are renewable upon the payment of $10. If the license plates are for

23-12  a vehicle that is registered for a period of 24 months pursuant to

23-13  section 1 of this act, the additional fee for the initial issuance of

23-14  the license plates is $45 and the fee for the renewal of the license

23-15  plates is $20.

23-16     4.  If, during [a registration year,] the period of registration, the

23-17  holder of license plates issued pursuant to the provisions of this

23-18  section disposes of the vehicle to which the plates are affixed, he

23-19  may retain the plates and:

23-20     (a) Affix them to another vehicle that meets the requirements of

23-21  this section if the transfer and registration fees are paid as set forth

23-22  in this chapter; or

23-23     (b) Within 30 days after removing the plates from the vehicle,

23-24  return them to the Department.

23-25     Sec. 26.  NRS 482.37917 is hereby amended to read as

23-26  follows:

23-27     482.37917  1.  Except as otherwise provided in this

23-28  subsection, the Department, in cooperation with the State

23-29  Department of Agriculture and the Nevada Future Farmers of

23-30  America Foundation, shall design, prepare and issue license plates

23-31  which indicate support for the promotion of agriculture within this

23-32  state, including, without limitation, support for the programs and

23-33  activities of the Future Farmers of America within this state, using

23-34  any colors that the Department deems appropriate. The design of the

23-35  license plates must include the phrase “People Grow Things Here!”

23-36  and an identifying symbol furnished by the Nevada Future Farmers

23-37  of America Foundation. The Department shall not design, prepare or

23-38  issue the license plates unless it receives at least 250 applications for

23-39  the issuance of those plates.

23-40     2.  If the Department receives at least 250 applications for the

23-41  issuance of license plates which indicate support for the promotion

23-42  of agriculture within this state, the Department shall issue those

23-43  plates for a passenger car or light commercial vehicle upon

23-44  application by a person who is entitled to license plates pursuant to

23-45  NRS 482.265 and who otherwise complies with the requirements for


24-1  registration and licensing pursuant to this chapter. A person may

24-2  request that personalized prestige license plates issued pursuant to

24-3  NRS 482.3667 be combined with license plates which indicate

24-4  support for the promotion of agriculture within this state if that

24-5  person pays the fees for the personalized prestige license plates in

24-6  addition to the fees for the license plates which indicate support for

24-7  the promotion of agriculture within this state pursuant to subsections

24-8  3 and 4.

24-9      3.  The fee for license plates which indicate support for the

24-10  promotion of agriculture within this state is $35, in addition to all

24-11  other applicable registration and license fees and governmental

24-12  services taxes. The license plates are renewable upon the payment of

24-13  $10. If the license plates are for a vehicle that is registered for a

24-14  period of 24 months pursuant to section 1 of this act, the

24-15  additional fee for the initial issuance of the license plates is $45

24-16  and the fee for the renewal of the license plates is $20.

24-17     4.  In addition to all fees for the license, registration and

24-18  governmental services taxes, a person who requests a set of license

24-19  plates which indicate support for the promotion of agriculture within

24-20  this state must pay for the initial issuance of the plates an additional

24-21  fee of $25 and for each renewal of the plates an additional fee of

24-22  $20, to be distributed in accordance with subsection 5. If the license

24-23  plates are for a vehicle that is registered for a period of 24 months

24-24  pursuant to section 1 of this act, the additional fee for the initial

24-25  issuance of the license plates is $45 and the additional fee for the

24-26  renewal of the license plates is $40.

24-27     5.  The Department shall deposit the fees collected pursuant to

24-28  subsection 4 with the State Treasurer for credit to the State General

24-29  Fund. The State Treasurer shall, on a quarterly basis, distribute the

24-30  fees deposited pursuant to this section in the following manner:

24-31     (a) Remit one-half of the fees to the Nevada Future Farmers of

24-32  America Foundation for the support of programs and activities of

24-33  the Future Farmers of America within this state.

24-34     (b) Deposit one-half of the fees for credit to the Account for

24-35  License Plates for the Promotion of Agriculture within this state

24-36  created pursuant to NRS 561.411.

24-37     6.  If, during [a registration year,] the period of registration, the

24-38  holder of license plates issued pursuant to the provisions of this

24-39  section disposes of the vehicle to which the plates are affixed, he

24-40  may retain the plates and:

24-41     (a) Affix them to another vehicle that meets the requirements of

24-42  this section if the transfer and registration fees are paid as set out in

24-43  this chapter; or

24-44     (b) Within 30 days after removing the plates from the vehicle,

24-45  return them to the Department.


25-1      Sec. 27.  NRS 482.379175 is hereby amended to read as

25-2  follows:

25-3      482.379175  1.  Except as otherwise provided in this

25-4  subsection, the Department shall design, prepare and issue license

25-5  plates for the appreciation of animals, using any colors and designs

25-6  that the Department deems appropriate. The Department shall not

25-7  design, prepare or issue the license plates unless it receives at least

25-8  250 applications for the issuance of those plates.

25-9      2.  If the Department receives at least 250 applications for the

25-10  issuance of license plates for the appreciation of animals, the

25-11  Department shall issue those plates for a passenger car or light

25-12  commercial vehicle upon application by a person who is entitled to

25-13  license plates pursuant to NRS 482.265 and who otherwise complies

25-14  with the requirements for registration and licensing pursuant to this

25-15  chapter. A person may request that personalized prestige license

25-16  plates issued pursuant to NRS 482.3667 be combined with license

25-17  plates for the appreciation of animals if that person pays the fees for

25-18  the personalized prestige license plates in addition to the fees for the

25-19  license plates for the appreciation of animals pursuant to subsections

25-20  3 and 4.

25-21     3.  The fee for license plates for the appreciation of animals is

25-22  $35, in addition to all other applicable registration and license fees

25-23  and governmental services taxes. The license plates are renewable

25-24  upon the payment of $10. If the license plates are for a vehicle that

25-25  is registered for a period of 24 months pursuant to section 1 of this

25-26  act, the additional fee for the initial issuance of the license plates

25-27  is $45 and the fee for the renewal of the license plates is $20.

25-28     4.  In addition to all other applicable registration and license

25-29  fees and governmental services taxes and the fee prescribed in

25-30  subsection 3, a person who requests a set of license plates for the

25-31  appreciation of animals must pay for the initial issuance of the plates

25-32  an additional fee of $25 and for each renewal of the plates an

25-33  additional fee of $20, to be distributed in the manner prescribed in

25-34  subsection 5. If the license plates are for a vehicle that is registered

25-35  for a period of 24 months pursuant to section 1 of this act, the

25-36  additional fee for the initial issuance of the license plates is $45

25-37  and the additional fee for the renewal of the license plates is $40.

25-38     5.  The Department shall deposit the fees collected pursuant to

25-39  subsection 4 with the State Treasurer for credit to the State General

25-40  Fund. The State Treasurer shall, on a quarterly basis, distribute to

25-41  each county the fees collected for the preceding quarter for license

25-42  plates for vehicles registered in that county. The money may be used

25-43  by the county only:


26-1      (a) For programs that are approved by the board of county

26-2  commissioners for the adoption of animals and for the spaying and

26-3  neutering of animals.

26-4      (b) To make grants to nonprofit organizations to carry out the

26-5  programs described in paragraph (a).

26-6      6.  If, during [a registration year,] the period of registration, the

26-7  holder of license plates issued pursuant to the provisions of this

26-8  section disposes of the vehicle to which the plates are affixed, the

26-9  holder shall:

26-10     (a) Retain the plates and affix them to another vehicle that meets

26-11  the requirements of this section if the transfer and registration fees

26-12  are paid as set forth in this chapter; or

26-13     (b) Within 30 days after removing the plates from the vehicle,

26-14  return them to the Department.

26-15     Sec. 28.  NRS 482.37918 is hereby amended to read as

26-16  follows:

26-17     482.37918  1.  Except as otherwise provided in this

26-18  subsection, the Department, in cooperation with the Nevada Test

26-19  Site Historical Foundation or its successor, shall design, prepare and

26-20  issue license plates for the support of the preservation of the history

26-21  of atomic testing in Nevada, using any colors and designs that the

26-22  Department deems appropriate. The Department shall not design,

26-23  prepare or issue the license plates unless it receives at least 250

26-24  applications for the issuance of those plates.

26-25     2.  If the Department receives at least 250 applications for the

26-26  issuance of license plates for the support of the preservation of the

26-27  history of atomic testing in Nevada, the Department shall issue those

26-28  plates for a passenger car or light commercial vehicle upon

26-29  application by a person who is entitled to license plates pursuant to

26-30  NRS 482.265 and who otherwise complies with the requirements for

26-31  registration and licensing pursuant to this chapter. A person may

26-32  request that personalized prestige license plates issued pursuant to

26-33  NRS 482.3667 be combined with license plates for the support of

26-34  the preservation of the history of atomic testing in Nevada if that

26-35  person pays the fees for the personalized prestige license plates in

26-36  addition to the fees for the license plates for the support of the

26-37  preservation of the history of atomic testing in Nevada pursuant to

26-38  subsections 3 and 4.

26-39     3.  The fee for license plates for the support of the preservation

26-40  of the history of atomic testing in Nevada is $35, in addition to all

26-41  other applicable registration and license fees and governmental

26-42  services taxes. The license plates are renewable upon the payment of

26-43  $10. If the license plates are for a vehicle that is registered for a

26-44  period of 24 months pursuant to section 1 of this act, the


27-1  additional fee for the initial issuance of the license plates is $45

27-2  and the fee for the renewal of the license plates is $20.

27-3      4.  In addition to all other applicable registration and license

27-4  fees and governmental services taxes and the fee prescribed in

27-5  subsection 3, a person who requests a set of license plates for the

27-6  support of the preservation of the history of atomic testing in

27-7  Nevada must pay for the initial issuance of the plates an additional

27-8  fee of $25 and for each renewal of the plates an additional fee of

27-9  $20, to be distributed pursuant to subsection 5. If the license plates

27-10  are for a vehicle that is registered for a period of 24 months

27-11  pursuant to section 1 of this act, the additional fee for the initial

27-12  issuance of the license plates is $45 and the additional fee for the

27-13  renewal of the license plates is $40.

27-14     5.  The Department shall deposit the fees collected pursuant to

27-15  subsection 4 with the State Treasurer for credit to the State General

27-16  Fund. The State Treasurer shall, on a quarterly basis, distribute the

27-17  fees deposited pursuant to this subsection to the Nevada Test Site

27-18  Historical Foundation or its successor for its programs and activities

27-19  in support of the preservation of the history of atomic testing in

27-20  Nevada.

27-21     6.  If, during [a registration year,] the period of registration, the

27-22  holder of license plates issued pursuant to the provisions of this

27-23  section disposes of the vehicle to which the plates are affixed, the

27-24  holder shall:

27-25     (a) Retain the plates and affix them to another vehicle that meets

27-26  the requirements of this section if the transfer and registration fees

27-27  are paid as set forth in this chapter; or

27-28     (b) Within 30 days after removing the plates from the vehicle,

27-29  return them to the Department.

27-30     Sec. 29.  NRS 482.37919 is hereby amended to read as

27-31  follows:

27-32     482.37919  1.  Except as otherwise provided in this

27-33  subsection, the Department shall, in cooperation with the Board of

27-34  Directors of the Las Vegas Valley Water District, design, prepare

27-35  and issue license plates to support the desert preserve established by

27-36  the Board of Directors of the Las Vegas Valley Water District. The

27-37  license plates may include any colors and designs that the

27-38  Department deems appropriate.

27-39     2.  The Department may issue license plates specified in

27-40  subsection 1 for a passenger car or light commercial vehicle upon

27-41  application by a person who is entitled to license plates pursuant to

27-42  the provisions of NRS 482.265 and who otherwise complies with

27-43  the requirements for registration and licensing pursuant to the

27-44  provisions of this chapter. A person may request that personalized

27-45  prestige license plates issued pursuant to the provisions of NRS


28-1  482.3667 be combined with license plates specified in subsection 1

28-2  if that person pays, in addition to the fees specified in subsections 3

28-3  and 4, the fees for the personalized prestige license plates.

28-4      3.  The fee for license plates specified in subsection 1 is $35.

28-5  The fee is in addition to any other applicable registration and license

28-6  fees and governmental services taxes. The license plates are

28-7  renewable upon the payment of $10. If the license plates are for a

28-8  vehicle that is registered for a period of 24 months pursuant to

28-9  section 1 of this act, the additional fee for the initial issuance of

28-10  the license plates is $45 and the fee for the renewal of the license

28-11  plates is $20.

28-12     4.  In addition to the fees for the license, registration and

28-13  governmental services taxes, a person who requests the issuance of

28-14  license plates specified in subsection 1 must pay:

28-15     (a) For the initial issuance of the plates, an additional fee of $25

28-16  . [; and]

28-17     (b) For each renewal of the plates, an additional $20 to support

28-18  the desert preserve specified in subsection 1.

28-19     (c) If the license plates are for a vehicle that is registered for a

28-20  period of 24 months pursuant to section 1 of this act, the

28-21  additional fee for the initial issuance of the license plates is $45

28-22  and the additional fee for the renewal of the license plates is $40.

28-23     5.  The Department shall deposit the fees collected pursuant to

28-24  the provisions of subsection 4 with the State Treasurer for credit to

28-25  an Account for the Support of the Desert Preserve established by the

28-26  Board of Directors of the Las Vegas Valley Water District. On or

28-27  before January 1, April 1, July 1 and October 1 of each year, the

28-28  State Controller shall distribute the money deposited in the Account

28-29  for the preceding quarter to the Board of Directors of the Las Vegas

28-30  Valley Water District.

28-31     6.  If, during [a registration year,] the period of registration, the

28-32  holder of license plates issued pursuant to the provisions of this

28-33  section disposes of the vehicle to which the plates are affixed, he

28-34  may retain the plates and:

28-35     (a) Affix the license plates to another vehicle that meets the

28-36  requirements of this section if the transfer and registration fees are

28-37  paid pursuant to the provisions of this chapter; or

28-38     (b) Within 30 days after removing the plates from the vehicle,

28-39  return the plates to the Department.

28-40     Sec. 30.  NRS 482.3792 is hereby amended to read as follows:

28-41     482.3792  1.  Except as otherwise provided in this subsection,

28-42  the Department shall, in cooperation with the State Arts Council,

28-43  design, prepare and issue license plates for the support of the

28-44  education of children in the arts, using any colors and designs which

28-45  the Department deems appropriate. The Department shall not


29-1  design, prepare or issue the license plates unless it receives at least

29-2  250 applications for the issuance of those plates.

29-3      2.  The Department may issue license plates for the support of

29-4  the education of children in the arts for a passenger car or light

29-5  commercial vehicle upon application by a person who is entitled to

29-6  license plates pursuant to NRS 482.265 and who otherwise complies

29-7  with the requirements for registration and licensing pursuant to this

29-8  chapter. A person may request that personalized prestige license

29-9  plates issued pursuant to NRS 482.3667 be combined with license

29-10  plates for the support of the education of children in the arts if that

29-11  person pays the fee for the personalized prestige license plates in

29-12  addition to the fees for the license plates for the support of the

29-13  education of children in the arts pursuant to subsections 3 and 4.

29-14     3.  The fee for license plates for the support of the education of

29-15  children in the arts is $35, in addition to all other applicable

29-16  registration and license fees and governmental services taxes. The

29-17  license plates are renewable upon the payment of $10. If the license

29-18  plates are for a vehicle that is registered for a period of 24 months

29-19  pursuant to section 1 of this act, the additional fee for the initial

29-20  issuance of the license plates is $45 and the fee for the renewal of

29-21  the license plates is $20.

29-22     4.  In addition to all fees for the license, registration and

29-23  governmental services taxes, a person who requests a set of license

29-24  plates for the support of the education of children in the arts must

29-25  pay for the initial issuance of the plates an additional fee of $15 and

29-26  for each renewal of the plates an additional fee of $10 to finance

29-27  programs which promote the education of children in the arts. If the

29-28  license plates are for a vehicle that is registered for a period of 24

29-29  months pursuant to section 1 of this act, the additional fee for the

29-30  initial issuance of the license plates is $25 and the fee for the

29-31  renewal of the license plates is $20.

29-32     5.  The Department shall deposit the fees collected pursuant to

29-33  subsection 4 with the State Treasurer for credit to the Account for

29-34  License Plates for the Support of the Education of Children in the

29-35  Arts created pursuant to NRS 233C.094.

29-36     6.  If, during [a registration year,] the period of registration, the

29-37  holder of license plates issued pursuant to the provisions of this

29-38  section disposes of the vehicle to which the plates are affixed, he

29-39  may retain the plates and:

29-40     (a) Affixthem to another vehicle which meets the requirements

29-41  of this section if the transfer and registration fees are paid as set out

29-42  in this chapter; or

29-43     (b) Within 30 days after removing the plates from the vehicle,

29-44  returnthem to the Department.

 


30-1      Sec. 31.  NRS 482.3793 is hereby amended to read as follows:

30-2      482.3793  1.  Except as otherwise provided in this subsection,

30-3  the Department, in cooperation with the Director of the

30-4  Clearinghouse established pursuant to NRS 432.170, shall design,

30-5  prepare and issue license plates for the support of missing or

30-6  exploited children. The license plates must be inscribed with a hand.

30-7  The Department may designate any appropriate colors for the

30-8  license plates. The Department shall not design, prepare or issue the

30-9  license plates unless it receives at least 250 applications for the

30-10  issuance of those plates.

30-11     2.  The Department may issue license plates for the support of

30-12  missing or exploited children for any passenger car or light

30-13  commercial vehicle upon application by any person who is entitled

30-14  to license plates pursuant to NRS 482.265 and who otherwise

30-15  complies with the requirements for registration and licensing

30-16  pursuant to this chapter. A person may request that personalized

30-17  prestige license plates issued pursuant to NRS 482.3667 be

30-18  combined with license plates for the support of missing or exploited

30-19  children if that person pays the fees for the personalized prestige

30-20  license plates in addition to the fees for the license plates for the

30-21  support of missing or exploited children pursuant to subsections 3

30-22  and 4.

30-23     3.  The fee for license plates for the support of missing or

30-24  exploited children is $35, in addition to all other applicable

30-25  registration and license fees and governmental services taxes. The

30-26  license plates are renewable upon the payment of $10. If the license

30-27  plates are for a vehicle that is registered for a period of 24 months

30-28  pursuant to section 1 of this act, the additional fee for the initial

30-29  issuance of the license plates is $45 and the fee for the renewal of

30-30  the license plates is $20.

30-31     4.  In addition to all fees for the license, registration and

30-32  governmental services taxes, a person who requests a set of license

30-33  plates for the support of missing or exploited children must pay for

30-34  the initial issuance of the plates an additional fee of $15 and for each

30-35  renewal of the plates an additional fee of $10 to carry out the

30-36  provisions of NRS 432.150 to 432.220, inclusive. If the license

30-37  plates are for a vehicle that is registered for a period of 24 months

30-38  pursuant to section 1 of this act, the additional fee for the initial

30-39  issuance of the license plates is $25 and the additional fee for the

30-40  renewal of the license plates is $20.

30-41     5.  The Department shall deposit the fees collected pursuant to

30-42  subsection 4 with the State Treasurer for credit to the Account for

30-43  License Plates for the Support of Missing or Exploited Children

30-44  created pursuant to NRS 432.154.


31-1      6.  If, during [a registration year,] the period of registration, the

31-2  holder of license plates issued pursuant to the provisions of this

31-3  section disposes of the vehicle to which the plates are affixed, he

31-4  may retain the plates and:

31-5      (a) Affix them to another vehicle which meets the requirements

31-6  of this section if the transfer and registration fees are paid as set out

31-7  in this chapter; or

31-8      (b) Within 30 days after removing the plates from the vehicle,

31-9  return them to the Department.

31-10     Sec. 32.  NRS 482.37933 is hereby amended to read as

31-11  follows:

31-12     482.37933  1.  Except as otherwise provided in this

31-13  subsection, the Department, in cooperation with the Division of

31-14  State Lands of the State Department of Conservation and Natural

31-15  Resources, shall design, prepare and issue license plates for the

31-16  support of the preservation and restoration of the natural

31-17  environment of the Lake Tahoe Basin using any colors that the

31-18  Department deems appropriate. The design of the license plates

31-19  must include a depiction of Lake Tahoe and its surrounding area.

31-20  The Department shall not design, prepare or issue the license plates

31-21  unless it receives at least 250 applications for the issuance of those

31-22  plates.

31-23     2.  The Department may issue license plates for the support of

31-24  the preservation and restoration of the natural environment of the

31-25  Lake Tahoe Basin for a passenger car or light commercial vehicle

31-26  upon application by a person who is entitled to license plates

31-27  pursuant to NRS 482.265 and who otherwise complies with the

31-28  requirements for registration and licensing pursuant to this chapter.

31-29  A person may request that personalized prestige license plates

31-30  issued pursuant to NRS 482.3667 be combined with license plates

31-31  for the support of the preservation and restoration of the natural

31-32  environment of the Lake Tahoe Basin if that person pays the fees for

31-33  the personalized prestige license plates in addition to the fees for the

31-34  license plates for the support of the preservation and restoration of

31-35  the natural environment of the Lake Tahoe Basin pursuant to

31-36  subsections 3 and 4.

31-37     3.  The fee for license plates for the support of the preservation

31-38  and restoration of the natural environment of the Lake Tahoe Basin

31-39  is $35, in addition to all other applicable registration and license

31-40  fees and governmental services taxes. The license plates are

31-41  renewable upon the payment of $10. If the license plates are for a

31-42  vehicle that is registered for a period of 24 months pursuant to

31-43  section 1 of this act, the additional fee for the initial issuance of

31-44  the license plates is $45 and the fee for the renewal of the license

31-45  plates is $20.


32-1      4.  In addition to all fees for the license, registration and

32-2  governmental services taxes, a person who requests a set of license

32-3  plates for the support of the preservation and restoration of the

32-4  natural environment of the Lake Tahoe Basin must pay for the initial

32-5  issuance of the plates an additional fee of $25 and for each renewal

32-6  of the plates an additional fee of $20 to finance projects for the

32-7  preservation and restoration of the natural environment of the Lake

32-8  Tahoe Basin. If the license plates are for a vehicle that is

32-9  registered for a period of 24 months pursuant to section 1 of this

32-10  act, the additional fee for the initial issuance of the license plates

32-11  is $45 and the additional fee for the renewal of the license plates

32-12  is $40.

32-13     5.  The Department shall deposit the fees collected pursuant to

32-14  subsection 4 with the State Treasurer for credit to the Account for

32-15  License Plates for the Support of the Preservation and Restoration of

32-16  the Natural Environment of the Lake Tahoe Basin created pursuant

32-17  to NRS 321.5951.

32-18     6.  If, during [a registration year,] the period of registration, the

32-19  holder of license plates issued pursuant to the provisions of this

32-20  section disposes of the vehicle to which the plates are affixed, he

32-21  may retain the plates and:

32-22     (a) Affix them to another vehicle that meets the requirements of

32-23  this section if the transfer and registration fees are paid as set out in

32-24  this chapter; or

32-25     (b) Within 30 days after removing the plates from the vehicle,

32-26  return them to the Department.

32-27     Sec. 33.  NRS 482.37934 is hereby amended to read as

32-28  follows:

32-29     482.37934  1.  Except as otherwise provided in this

32-30  subsection, the Department, in cooperation with the Outside Las

32-31  Vegas Foundation or its successor, shall design, prepare and issue

32-32  license plates to support preserving the federal lands surrounding

32-33  Las Vegas, promoting community stewardship of those valuable

32-34  resources, enriching visitors’ experience and enhancing the quality

32-35  of life of local residents, using any colors and designs that the

32-36  Department deems appropriate. The Department shall not design,

32-37  prepare or issue the license plates unless it receives at least 250

32-38  applications for the issuance of those plates.

32-39     2.  If the Department receives at least 250 applications for the

32-40  issuance of license plates pursuant to this section, the Department

32-41  shall issue those plates for a passenger car or light commercial

32-42  vehicle upon application by a person who is entitled to license plates

32-43  pursuant to NRS 482.265 and who otherwise complies with the

32-44  requirements for registration and licensing pursuant to this chapter.

32-45  A person may request that personalized prestige license plates


33-1  issued pursuant to NRS 482.3667 be combined with license plates

33-2  issued pursuant to this section if that person pays the fees for the

33-3  personalized prestige license plates in addition to the fees prescribed

33-4  pursuant to subsections 3 and 4 for the license plates issued pursuant

33-5  to this section.

33-6      3.  The fee for license plates issued pursuant to this section is

33-7  $35, in addition to all other applicable registration and license fees

33-8  and governmental services taxes. The license plates are renewable

33-9  upon the payment of $10. If the license plates are for a vehicle that

33-10  is registered for a period of 24 months pursuant to section 1 of this

33-11  act, the additional fee for the initial issuance of the license plates

33-12  is $45 and the fee for the renewal of the license plates is $20.

33-13     4.  In addition to all other applicable registration and license

33-14  fees and governmental services taxes and the fee prescribed in

33-15  subsection 3, a person who requests a set of license plates pursuant

33-16  to this section must pay for the initial issuance of the plates an

33-17  additional fee of $25 and for each renewal of the plates an additional

33-18  fee of $20 to be distributed pursuant to subsection 5. If the license

33-19  plates are for a vehicle that is registered for a period of 24 months

33-20  pursuant to section 1 of this act, the additional fee for the initial

33-21  issuance of the license plates is $45 and the additional fee for the

33-22  renewal of the license plates is $40.

33-23     5.  The Department shall deposit the fees collected pursuant to

33-24  subsection 4 with the State Treasurer for credit to the State General

33-25  Fund. The State Treasurer shall, on a quarterly basis, distribute the

33-26  fees deposited pursuant to this section to the Outside Las Vegas

33-27  Foundation or its successor for its programs and activities in support

33-28  of preserving the federal lands surrounding Las Vegas, promoting

33-29  community stewardship of those valuable resources, enriching

33-30  visitors’ experience and enhancing the quality of life of local

33-31  residents.

33-32     6.  If, during [a registration year,] the period of registration, the

33-33  holder of license plates issued pursuant to this section disposes of

33-34  the vehicle to which the plates are affixed, the holder shall:

33-35     (a) Retain the plates and affix them to another vehicle that meets

33-36  the requirements of this section if the transfer and registration fees

33-37  are paid as set forth in this chapter; or

33-38     (b) Within 30 days after removing the plates from the vehicle,

33-39  return them to the Department.

33-40     Sec. 34.  NRS 482.37935 is hereby amended to read as

33-41  follows:

33-42     482.37935  1.  Except as otherwise provided in this

33-43  subsection, the Department, in cooperation with the Division of

33-44  State Lands of the State Department of Conservation and Natural

33-45  Resources, shall design, prepare and issue license plates for the


34-1  support of the natural environment of the Mount Charleston area

34-2  using any colors that the Department deems appropriate. The design

34-3  of the license plates must include a depiction of Mount Charleston

34-4  and its surrounding area. The Department shall not design, prepare

34-5  or issue the license plates unless it receives at least 250 applications

34-6  for the issuance of those plates.

34-7      2.  If the Department receives at least 250 applications for the

34-8  issuance of license plates for the support of the natural environment

34-9  of the Mount Charleston area, the Department shall issue those

34-10  plates for a passenger car or light commercial vehicle upon

34-11  application by a person who is entitled to license plates pursuant to

34-12  NRS 482.265 and who otherwise complies with the requirements for

34-13  registration and licensing pursuant to this chapter. A person may

34-14  request that personalized prestige license plates issued pursuant to

34-15  NRS 482.3667 be combined with license plates for the support of

34-16  the natural environment of the Mount Charleston area if that person

34-17  pays the fees for the personalized prestige license plates in addition

34-18  to the fees for the license plates for the support of the natural

34-19  environment of the Mount Charleston area pursuant to subsections 3

34-20  and 4.

34-21     3.  The fee for license plates for the support of the natural

34-22  environment of the Mount Charleston area is $35, in addition to all

34-23  other applicable registration and license fees and governmental

34-24  services taxes. The license plates are renewable upon the payment of

34-25  $10. If the license plates are for a vehicle that is registered for a

34-26  period of 24 months pursuant to section 1 of this act, the

34-27  additional fee for the initial issuance of the license plates is $45

34-28  and the fee for the renewal of the license plates is $20.

34-29     4.  In addition to all fees for the license, registration and

34-30  governmental services taxes, a person who requests a set of license

34-31  plates for the support of the natural environment of the Mount

34-32  Charleston area must pay for the initial issuance of the plates an

34-33  additional fee of $25 and for each renewal of the plates an additional

34-34  fee of $20 to finance projects for the natural environment of the

34-35  Mount Charleston area. If the license plates are for a vehicle that is

34-36  registered for a period of 24 months pursuant to section 1 of this

34-37  act, the additional fee for the initial issuance of the license plates

34-38  is $45 and the additional fee for the renewal of the license plates

34-39  is $40.

34-40     5.  The Department shall deposit the fees collected pursuant to

34-41  subsection 4 with the State Treasurer for credit to the Account for

34-42  License Plates for the Support of the Natural Environment of the

34-43  Mount Charleston Area created pursuant to NRS 321.5959.

34-44     6.  If, during [a registration year,] the period of registration, the

34-45  holder of license plates issued pursuant to the provisions of this


35-1  section disposes of the vehicle to which the plates are affixed, he

35-2  may retain the plates and:

35-3      (a) Affix them to another vehicle that meets the requirements of

35-4  this section if the transfer and registration fees are paid as set out in

35-5  this chapter; or

35-6      (b) Within 30 days after removing the plates from the vehicle,

35-7  return them to the Department.

35-8      Sec. 35.  NRS 482.37937 is hereby amended to read as

35-9  follows:

35-10     482.37937  1.  Except as otherwise provided in this

35-11  subsection, the Department, in cooperation with the Pyramid Lake

35-12  Paiute Tribe, shall design, prepare and issue license plates for the

35-13  support of the preservation and restoration of the natural

35-14  environment of the Lower Truckee River and Pyramid Lake using

35-15  any colors that the Department deems appropriate. The design of the

35-16  license plates must include a depiction of Pyramid Lake and its

35-17  surrounding area. The Department shall not design, prepare or issue

35-18  the license plates unless it receives at least 250 applications for the

35-19  issuance of those plates.

35-20     2.  If the Department receives at least 250 applications for the

35-21  issuance of license plates for the support of the preservation and

35-22  restoration of the natural environment of the Lower Truckee River

35-23  and Pyramid Lake, the Department shall issue those plates for a

35-24  passenger car or light commercial vehicle upon application by a

35-25  person who is entitled to license plates pursuant to NRS 482.265

35-26  and who otherwise complies with the requirements for registration

35-27  and licensing pursuant to this chapter. A person may request that

35-28  personalized prestige license plates issued pursuant to NRS

35-29  482.3667 be combined with license plates for the support of the

35-30  preservation and restoration of the natural environment of the Lower

35-31  Truckee River and Pyramid Lake if that person pays the fees for the

35-32  personalized prestige license plates in addition to the fees for the

35-33  license plates for the support of the preservation and restoration of

35-34  the natural environment of the Lower Truckee River and Pyramid

35-35  Lake pursuant to subsections 3 and 4.

35-36     3.  The fee for license plates for the support of the preservation

35-37  and restoration of the natural environment of the Lower Truckee

35-38  River and Pyramid Lake is $35, in addition to all other applicable

35-39  registration and license fees and governmental services taxes. The

35-40  license plates are renewable upon the payment of $10. If the license

35-41  plates are for a vehicle that is registered for a period of 24 months

35-42  pursuant to section 1 of this act, the additional fee for the initial

35-43  issuance of the license plates is $45 and the fee for the renewal of

35-44  the license plates is $20.


36-1      4.  In addition to all other applicable registration and license

36-2  fees and governmental services taxes and the fee prescribed in

36-3  subsection 3, a person who requests a set of license plates for the

36-4  support of the preservation and restoration of the natural

36-5  environment of the Lower Truckee River and Pyramid Lake must

36-6  pay for the initial issuance of the plates an additional fee of $25 and

36-7  for each renewal of the plates an additional fee of $20, to be

36-8  distributed pursuant to subsection 5. If the license plates are for a

36-9  vehicle that is registered for a period of 24 months pursuant to

36-10  section 1 of this act, the additional fee for the initial issuance of

36-11  the license plates is $45 and the additional fee for the renewal of

36-12  the license plates is $40.

36-13     5.  The Department shall deposit the fees collected pursuant to

36-14  subsection 4 with the State Treasurer for credit to the State General

36-15  Fund. The State Treasurer shall, on a quarterly basis, distribute the

36-16  fees deposited pursuant to this subsection to the Pyramid Lake

36-17  Paiute Tribe. The fees deposited pursuant to this subsection may

36-18  only be used to:

36-19     (a) Protect, restore and enhance the water quality and natural

36-20  resources of or relating to the Lower Truckee River and Pyramid

36-21  Lake, including, without limitation:

36-22         (1) Providing matching money for grants that are available

36-23  from federal or state agencies for such purposes; and

36-24         (2) Paying the costs of the Tribe’s portion of joint projects

36-25  with local, state or federal agencies for such purposes.

36-26     (b) Pay for, or match grants for, projects for the enhancement of

36-27  the economic development of the area surrounding the Lower

36-28  Truckee River and Pyramid Lake.

36-29     (c) Pay for the development and construction of an arena on the

36-30  Pyramid Lake Indian Reservation for activities pertaining to

36-31  fairgrounds or rodeos, or both, and to provide financial support for

36-32  the establishment of a rodeo team or other designated activities at

36-33  Pyramid Lake High School. Until October 1, 2006, 25 percent of the

36-34  fees deposited pursuant to this subsection must be used for the

36-35  purposes described in this paragraph.

36-36     6.  If, during [a registration year,] the period of registration, the

36-37  holder of license plates issued pursuant to the provisions of

36-38  subsections 1 to 6, inclusive, disposes of the vehicle to which the

36-39  plates are affixed, the holder shall:

36-40     (a) Retain the plates and affix them to another vehicle that meets

36-41  the requirements of subsections 1 to 6, inclusive, if the transfer and

36-42  registration fees are paid as set forth in this chapter; or

36-43     (b) Within 30 days after removing the plates from the vehicle,

36-44  return them to the Department.


37-1      7.  Except as otherwise provided in this subsection, the Director

37-2  shall, at the request of the Pyramid Lake Paiute Tribe:

37-3      (a) Order the design and preparation of souvenir license plates

37-4  that indicate support for the preservation and restoration of the

37-5  natural environment of the Lower Truckee River and Pyramid Lake;

37-6  and

37-7      (b) Issue such souvenir license plates only to the Pyramid Lake

37-8  Paiute Tribe for a fee established pursuant to NRS 482.3825. The

37-9  Pyramid Lake Paiute Tribe may resell such souvenir license plates

37-10  at a price determined by the Tribe.

37-11  The Director shall not order the design or preparation of souvenir

37-12  license plates pursuant to this subsection unless the Department has

37-13  received at least 250 applications for the issuance of license plates

37-14  for the support of the preservation and restoration of the natural

37-15  environment of the Lower Truckee River and Pyramid Lake

37-16  pursuant to subsections 1 to 6, inclusive.

37-17     Sec. 36.  NRS 482.37938 is hereby amended to read as

37-18  follows:

37-19     482.37938  1.  Except as otherwise provided in this

37-20  subsection, the Department, in cooperation with the Reno Rodeo

37-21  Foundation and the Nevada High School Rodeo Association or their

37-22  successors, shall design, prepare and issue license plates for the

37-23  support of rodeos, including support for the programs and charitable

37-24  activities of the Reno Rodeo Foundation and the Nevada High

37-25  School Rodeo Association, or their successors, using any colors and

37-26  designs that the Department deems appropriate. The Department

37-27  shall not design, prepare or issue the license plates unless it receives

37-28  at least 250 applications for the issuance of those plates.

37-29     2.  If the Department receives at least 250 applications for the

37-30  issuance of license plates for the support of rodeos, the Department

37-31  shall issue those plates for a passenger car or light commercial

37-32  vehicle upon application by a person who is entitled to license plates

37-33  pursuant to NRS 482.265 and who otherwise complies with the

37-34  requirements for registration and licensing pursuant to this chapter.

37-35  A person may request that personalized prestige license plates

37-36  issued pursuant to NRS 482.3667 be combined with license plates

37-37  for the support of rodeos if that person pays the fees for the

37-38  personalized prestige license plates in addition to the fees for the

37-39  license plates for the support of rodeos pursuant to subsections 3

37-40  and 4.

37-41     3.  The fee for license plates for the support of rodeos is $35, in

37-42  addition to all other applicable registration and license fees and

37-43  governmental services taxes. The license plates are renewable upon

37-44  the payment of $10. If the license plates are for a vehicle that is

37-45  registered for a period of 24 months pursuant to section 1 of this


38-1  act, the additional fee for the initial issuance of the license plates

38-2  is $45 and the fee for the renewal of the license plates is $20.

38-3      4.  In addition to all other applicable registration and license

38-4  fees and governmental services taxes and the fee prescribed in

38-5  subsection 3, a person who requests a set of license plates for the

38-6  support of rodeos must pay for the initial issuance of the plates an

38-7  additional fee of $25 and for each renewal of the plates an additional

38-8  fee of $20, to be distributed pursuant to subsection 5. If the license

38-9  plates are for a vehicle that is registered for a period of 24 months

38-10  pursuant to section 1 of this act, the additional fee for the initial

38-11  issuance of the license plates is $45 and the additional fee for the

38-12  renewal of the license plates is $40.

38-13     5.  The Department shall deposit the fees collected pursuant to

38-14  subsection 4 with the State Treasurer for credit to the State General

38-15  Fund. The State Treasurer shall, on a quarterly basis, distribute the

38-16  fees deposited pursuant to this subsection in the following manner:

38-17     (a) Remit one-half of the fees to the Reno Rodeo Foundation or

38-18  its successor for the support of programs and charitable activities of

38-19  the Reno Rodeo Foundation or its successor.

38-20     (b) Remit one-half of the fees to the Nevada High School Rodeo

38-21  Association or its successor for the support of programs and

38-22  charitable activities of the Nevada High School Rodeo Association

38-23  or its successor.

38-24  The Nevada High School Rodeo Association or its successor may

38-25  grant a portion of the proceeds it receives pursuant to this subsection

38-26  to one or more high school rodeo associations established in this

38-27  state for the support of those associations.

38-28     6.  If, during [a registration year,] the period of registration, the

38-29  holder of license plates issued pursuant to the provisions of this

38-30  section disposes of the vehicle to which the plates are affixed, the

38-31  holder shall:

38-32     (a) Retain the plates and affix them to another vehicle that meets

38-33  the requirements of this section if the transfer and registration fees

38-34  are paid as set forth in this chapter; or

38-35     (b) Within 30 days after removing the plates from the vehicle,

38-36  return them to the Department.

38-37     Sec. 37.  NRS 482.37945 is hereby amended to read as

38-38  follows:

38-39     482.37945  1.  Except as otherwise provided in this

38-40  subsection, the Department, in cooperation with the Northern

38-41  Nevada Railway Foundation or its successor, shall design, prepare

38-42  and issue license plates for the support of the reconstruction,

38-43  maintenance, improvement and promotion of the Virginia &

38-44  Truckee Railroad using any colors that the Department deems

38-45  appropriate. The design of the license plates must include a


39-1  depiction of a locomotive of the Virginia & Truckee Railroad and

39-2  the phrase “The Virginia & Truckee Lives.” The Department shall

39-3  not design, prepare or issue the license plates unless it receives at

39-4  least 250 applications for the issuance of those plates.

39-5      2.  If the Department receives at least 250 applications for the

39-6  issuance of license plates for the support of the reconstruction,

39-7  maintenance, improvement and promotion of the Virginia &

39-8  Truckee Railroad, the Department shall issue those plates for a

39-9  passenger car or light commercial vehicle upon application by a

39-10  person who is entitled to license plates pursuant to NRS 482.265

39-11  and who otherwise complies with the requirements for registration

39-12  and licensing pursuant to this chapter. A person may request that

39-13  personalized prestige license plates issued pursuant to NRS

39-14  482.3667 be combined with license plates for the support of the

39-15  reconstruction, maintenance, improvement and promotion of the

39-16  Virginia & Truckee Railroad if that person pays the fees for

39-17  the personalized prestige license plates in addition to the fees for the

39-18  license plates for the support of the reconstruction, maintenance,

39-19  improvement and promotion of the Virginia & Truckee Railroad

39-20  pursuant to subsections 3 and 4.

39-21     3.  The fee for license plates for the support of the

39-22  reconstruction, maintenance, improvement and promotion of the

39-23  Virginia & Truckee Railroad is $35, in addition to all other

39-24  applicable registration and license fees and governmental services

39-25  taxes. The license plates are renewable upon the payment of $10. If

39-26  the license plates are for a vehicle that is registered for a period of

39-27  24 months pursuant to section 1 of this act, the additional fee for

39-28  the initial issuance of the license plates is $45 and the fee for the

39-29  renewal of the license plates is $20.

39-30     4.  In addition to all other applicable registration and license

39-31  fees and governmental services taxes and the fee prescribed in

39-32  subsection 3, a person who requests a set of license plates for the

39-33  support of the reconstruction, maintenance, improvement and

39-34  promotion of the Virginia & Truckee Railroad must pay for the

39-35  initial issuance of the plates an additional fee of $25 and for each

39-36  renewal of the plates an additional fee of $20, to be distributed

39-37  pursuant to subsection 5. If the license plates are for a vehicle that

39-38  is registered for a period of 24 months pursuant to section 1 of this

39-39  act, the additional fee for the initial issuance of the license plates

39-40  is $45 and the additional fee for the renewal of the license plates

39-41  is $40.

39-42     5.  The Department shall transmit the fees collected pursuant to

39-43  subsection 4 to the treasurer with whom the Nevada Commission for

39-44  the Reconstruction of the V&T Railway of Carson City and

39-45  Douglas, Lyon, Storey and Washoe Counties has entered into an


40-1  agreement as required by subsection 2 of section 8 of chapter 566,

40-2  Statutes of Nevada 1993, for deposit in the fund created pursuant to

40-3  that section. The fees transmitted pursuant to this subsection must be

40-4  used only for the reconstruction, maintenance, improvement and

40-5  promotion of the Virginia & Truckee Railroad.

40-6      6.  If, during [a registration year,] the period of registration, the

40-7  holder of license plates issued pursuant to the provisions of

40-8  subsections 1 to 6, inclusive, disposes of the vehicle to which the

40-9  plates are affixed, the holder shall:

40-10     (a) Retain the plates and affix them to another vehicle that meets

40-11  the requirements of subsections 1 to 6, inclusive, if the transfer and

40-12  registration fees are paid as set out in this chapter; or

40-13     (b) Within 30 days after removing the plates from the vehicle,

40-14  return them to the Department.

40-15     7.  Except as otherwise provided in this subsection, the Director

40-16  shall, at the request of the Northern Nevada Railway Foundation or

40-17  its successor:

40-18     (a) Order the design and preparation of souvenir license plates

40-19  that indicate support for the reconstruction, maintenance,

40-20  improvement and promotion of the Virginia & Truckee Railroad;

40-21  and

40-22     (b) Issue such souvenir license plates only to the Northern

40-23  Nevada Railway Foundation or its successor for a fee established

40-24  pursuant to NRS 482.3825. The Northern Nevada Railway

40-25  Foundation or its successor may resell such souvenir license plates

40-26  at a price determined by the Foundation or its successor.

40-27  The Director shall not order the design or preparation of souvenir

40-28  license plates pursuant to this subsection unless the Department has

40-29  received at least 250 applications for the issuance of license plates

40-30  for the support of the reconstruction, maintenance, improvement and

40-31  promotion of the Virginia & Truckee Railroad pursuant to

40-32  subsections 1 to 6, inclusive.

40-33     Sec. 38.  NRS 482.380 is hereby amended to read as follows:

40-34     482.380  1.  The Department may issue special motor vehicle

40-35  license plates [from year to year] to a person who has resided in the

40-36  State of Nevada for a period of 6 months preceding the date of

40-37  application for the license plates and who owns a motor vehicle

40-38  which is a model manufactured during or before 1915.

40-39     2.  To administer the provisions of this section, the Department

40-40  may recognize the Horseless Carriage Club of Nevada as presently

40-41  constituted as the official Horseless Carriage Club of Nevada and to

40-42  designate and appoint one member of the Board of Directors of the

40-43  Horseless Carriage Club of Nevada to act as and be an ex officio

40-44  deputy of the Department and to perform the duties and functions


41-1  prescribed by this section without compensation, per diem

41-2  allowance or travel expenses.

41-3      3.  An applicant for license plates pursuant to the provisions of

41-4  this section must:

41-5      (a) Fill out and sign an application for license plates on a form

41-6  prescribed and furnished by the ex officio deputy for licensing

41-7  antique motor vehicles.

41-8      (b) Present evidence of his eligibility for license plates by

41-9  showing, to the satisfaction of the ex officio deputy, residence in

41-10  this state for 6 months preceding the date of application and

41-11  ownership of an antique motor vehicle which is a model

41-12  manufactured during or before 1915.

41-13     (c) Present a certificate of inspection issued by a committee, or

41-14  member thereof, appointed by the Board of Directors of the

41-15  Horseless Carriage Club of Nevada verifying that the antique motor

41-16  vehicle is in safe and satisfactory mechanical condition, is in good

41-17  condition and state of repair, is well equipped and is covered by a

41-18  policy of insurance covering public liability and property damage

41-19  written by an insurance company qualified to do business in this

41-20  state with limits of not less than $10,000 for each person nor less

41-21  than $20,000 for each accident, and not less than $5,000 for

41-22  property damage and which otherwise meets the requirements of

41-23  chapter 485 of NRS.

41-24     (d) Exhibit a valid driver’s license authorizing the applicant to

41-25  drive a motor vehicle on the highways of this state.

41-26     (e) Pay the fee prescribed by the laws of this state for the

41-27  operation of a passenger car, without regard to the weight or the

41-28  capacity for passengers.

41-29     (f) Pay such other fee as prescribed by the Board of Directors of

41-30  the Horseless Carriage Club of Nevada necessary to defray all cost

41-31  of manufacture, transportation and issuance of the special license

41-32  plates.

41-33     4.  The ex officio deputy for licensing antique motor vehicles

41-34  shall each calendar year issue license plates, approved by the

41-35  Department, for each motor vehicle owned by an applicant who

41-36  meets the requirements of subsection 3, subject to the following

41-37  conditions:

41-38     (a) The license plates must be numbered and issued

41-39  consecutively each year beginning with “Horseless Carriage 1.”

41-40     (b) The license plates must conform, as nearly as possible, to the

41-41  color and type of license plate issued in this state for regular

41-42  passenger cars.

41-43     (c) The special license plates issued pursuant to this section

41-44  must be specified, procured, transported and issued solely at the


42-1  expense and cost of the Horseless Carriage Club of Nevada and

42-2  without any expense to the State of Nevada.

42-3      5.  The ex officio deputy for licensing antique motor vehicles

42-4  shall pay quarterly to the Department the prescribed fee as provided

42-5  in paragraph (e) of subsection 3. The fees so received must be used,

42-6  disbursed or deposited by the Department in the same manner as

42-7  provided by law for other fees for registration and licensing. All

42-8  other fees collected to defray expenses must be retained by the

42-9  Board of Directors of the Horseless Carriage Club of Nevada.

42-10     6.  The license plates obtained pursuant to this section are in

42-11  lieu of the license plates otherwise provided for in this chapter and

42-12  are valid for the [calendar year in] period of registration for which

42-13  they are issued.

42-14     7.  The Department shall charge and collect the following fees

42-15  for the issuance of these license plates, which fees are in addition to

42-16  all other license fees and applicable taxes:

42-17     (a) For the first issuance......................... $35

42-18     (b) For a renewal sticker........................... 10

42-19     (c) If the vehicle is registered for a period of 24

42-20  months pursuant to section 1 of this act:

42-21         (1) For the initial issuance................. 45

42-22         (2) For a renewal sticker..................... 20

42-23     Sec. 39.  NRS 482.381 is hereby amended to read as follows:

42-24     482.381  1.  The Department may issue special license plates

42-25  and registration certificates to residents of Nevada for any motor

42-26  vehicle which is a model manufactured more than 40 years before

42-27  the date of application for registration pursuant to this section.

42-28     2.  License plates issued pursuant to this section must bear the

42-29  inscription “Old Timer,” and the plates must be numbered

42-30  consecutively.

42-31     3.  The Nevada Old Timer Club members shall bear the cost of

42-32  the dies for carrying out the provisions of this section.

42-33     4.  The Department shall charge and collect the following fees

42-34  for the issuance of these license plates, which fees are in addition to

42-35  all other license fees and applicable taxes:

42-36     (a) For the first issuance......................... $35

42-37     (b) For a renewal sticker........................... 10

42-38     (c) If the vehicle is registered for a period of 24

42-39  months pursuant to section 1 of this act:

42-40         (1) For the initial issuance................. 45

42-41         (2) For a renewal sticker..................... 20

42-42     Sec. 40.  NRS 482.3811 is hereby amended to read as follows:

42-43     482.3811  1.  Except as otherwise provided in this subsection,

42-44  the Department may design, prepare and issue special license plates

42-45  and registration certificates to residents of Nevada for an antique


43-1  truck or truck-tractor pursuant to this section. The Department shall

43-2  not design, prepare or issue the license plates unless it receives at

43-3  least 250 applications for the issuance of those plates. Except as

43-4  otherwise provided in subsection 3, the antique truck or truck-tractor

43-5  must not be used for general transportation, but may be used for

43-6  antique truck shows, exhibitions, parades or similar activities.

43-7      2.  In lieu of the annual registration and fees required by this

43-8  chapter, and of the governmental services tax imposed by chapter

43-9  371 of NRS, the owner of an antique truck or truck-tractor may

43-10  submit:

43-11     (a) An affidavit to the Department indicating that the antique

43-12  truck or truck-tractor:

43-13         (1) Will be used only for the purposes enumerated in

43-14  subsection 1;

43-15         (2) Has been inspected and found safe to be operated on the

43-16  highways of this state;

43-17         (3) Will be at least 25 years old on the date on which the

43-18  owner of the antique truck or truck-tractor applies for license plates

43-19  pursuant to this section; and

43-20         (4) Has a manufacturer’s rated carrying capacity of more

43-21  than 1 ton.

43-22     (b) The following fees for the issuance of license plates pursuant

43-23  to this section:

43-24         (1) For the first issuance.................... $15

43-25         (2) For a renewal sticker......................... 5

43-26         (3) If the vehicle is registered for a period of 24

43-27  months pursuant to section 1 of this act:

43-28             (I) For the first issuance.................. 20

43-29             (II) For a renewal sticker................ 10

43-30     3.  If the owner elects to use the antique truck or truck-tractor as

43-31  general transportation, he shall pay the regular annual registration

43-32  and fees prescribed by law and the governmental services tax

43-33  imposed by chapter 371 of NRS.

43-34     4.  License plates issued pursuant to this section must bear the

43-35  inscription “Antique Truck,” and the plates must be numbered

43-36  consecutively.

43-37     5.  The cost of the die and the modifications necessary for the

43-38  issuance of a license plate pursuant to this section must be paid from

43-39  private sources without any expense to the State of Nevada.

43-40     6.  If, during [a registration year,] the period of registration, the

43-41  holder of license plates issued pursuant to the provisions of this

43-42  section disposes of the vehicle to which the plates are affixed, the

43-43  holder shall:


44-1      (a) Retain the plates and affix them to another vehicle that meets

44-2  the requirements of this section if the transfer and registration fees

44-3  are paid as set out in this chapter; or

44-4      (b) Within 30 days after removing the plates from the vehicle,

44-5  return them to the Department.

44-6      Sec. 41.  NRS 482.3812 is hereby amended to read as follows:

44-7      482.3812  1.  The Department may issue special license plates

44-8  and registration certificates to residents of Nevada for any passenger

44-9  car or light commercial vehicle:

44-10     (a) Having a manufacturer’s rated carrying capacity of 1 ton or

44-11  less; and

44-12     (b) Manufactured not later than 1948.

44-13     2.  License plates issued pursuant to this section must be

44-14  inscribed with the words “STREET ROD” and three or four

44-15  consecutive numbers.

44-16     3.  If during [a registration year,] the period of registration, the

44-17  holder of special plates issued pursuant to this section disposes of

44-18  the vehicle to which the plates are affixed, he shall retain the plates

44-19  and:

44-20     (a) Affix them to another vehicle which meets the requirements

44-21  of this section and report the change to the Department in

44-22  accordance with the procedure set forth for other transfers; or

44-23     (b) Within 30 days after removing the plates from the vehicle,

44-24  return them to the Department.

44-25     4.  The fee for the special license plates is $35, in addition to all

44-26  other applicable registration and license fees and governmental

44-27  services taxes. The fee for an annual renewal sticker is $10. If the

44-28  special license plates are for a vehicle that is registered for a

44-29  period of 24 months pursuant to section 1 of this act, the

44-30  additional fee for the initial issuance of the special license plates is

44-31  $45 and the fee for a renewal sticker is $20.

44-32     Sec. 42.  NRS 482.3814 is hereby amended to read as follows:

44-33     482.3814  1.  The Department may issue special license plates

44-34  and registration certificates to residents of Nevada for any passenger

44-35  car or light commercial vehicle:

44-36     (a) Having a manufacturer’s rated carrying capacity of 1 ton or

44-37  less; and

44-38     (b) Manufactured not earlier than 1949, but at least 20 years

44-39  before the application is submitted to the Department.

44-40     2.  License plates issued pursuant to this section must be

44-41  inscribed with the words “CLASSIC ROD” and three or four

44-42  consecutive numbers.

44-43     3.  If during [a registration year,] the period of registration, the

44-44  holder of special plates issued pursuant to this section disposes of


45-1  the vehicle to which the plates are affixed, he shall retain the plates

45-2  and:

45-3      (a) Affix them to another vehicle which meets the requirements

45-4  of this section and report the change to the Department in

45-5  accordance with the procedure set forth for other transfers; or

45-6      (b) Within 30 days after removing the plates from the vehicle,

45-7  return them to the Department.

45-8      4.  The fee for the special license plates is $35, in addition to all

45-9  other applicable registration and license fees and government

45-10  services taxes. The fee for an annual renewal sticker is $10. If the

45-11  special license plates are for a vehicle that is registered for a

45-12  period of 24 months pursuant to section 1 of this act, the

45-13  additional fee for the initial issuance of the special license plates is

45-14  $45 and the fee for a renewal sticker is $20.

45-15     Sec. 43.  NRS 482.3816 is hereby amended to read as follows:

45-16     482.3816  1.  The Department may issue special license plates

45-17  and registration certificates to residents of Nevada for any passenger

45-18  car or light commercial vehicle:

45-19     (a) Having a manufacturer’s rated carrying capacity of 1 ton or

45-20  less;

45-21     (b) Manufactured at least 25 years before the application is

45-22  submitted to the Department; and

45-23     (c) Containing only the original parts which were used to

45-24  manufacture the vehicle or replacement parts that duplicate those

45-25  original parts.

45-26     2.  License plates issued pursuant to this section must be

45-27  inscribed with the words “CLASSIC VEHICLE” and three or four

45-28  consecutive numbers.

45-29     3.  If during [a registration year,] the period of registration, the

45-30  holder of special plates issued pursuant to this section disposes of

45-31  the vehicle to which the plates are affixed, he shall retain the plates

45-32  and:

45-33     (a) Affix them to another vehicle which meets the requirements

45-34  of this section and report the change to the Department in

45-35  accordance with the procedure set forth for other transfers; or

45-36     (b) Within 30 days after removing the plates from the vehicle,

45-37  return them to the Department.

45-38     4.  The fee for the special license plates is $35, in addition to all

45-39  other applicable registration and license fees and governmental

45-40  services taxes. The fee for an annual renewal sticker is $10. If the

45-41  special license plates are for a vehicle that is registered for a

45-42  period of 24 months pursuant to section 1 of this act, the

45-43  additional fee for the initial issuance of the special license plates is

45-44  $45 and the fee for a renewal sticker is $20.

 


46-1      Sec. 44.  NRS 482.480 is hereby amended to read as follows:

46-2      482.480  There must be paid to the Department for the

46-3  registration or the transfer or reinstatement of the registration of

46-4  motor vehicles, trailers and semitrailers, fees according to the

46-5  following schedule:

46-6      1.  Except as otherwise provided in this section, for each stock

46-7  passenger car and each reconstructed or specially constructed

46-8  passenger car registered to a person, regardless of weight or number

46-9  of passenger capacity, a fee for registration of $33. If the stock

46-10  passenger car or reconstructed or specially constructed passenger

46-11  car is registered for a period of 24 months pursuant to section 1 of

46-12  this act, the fee for registration is $66.

46-13     2.  Except as otherwise provided in subsection 3:

46-14     (a) For each of the fifth and sixth such cars registered to a

46-15  person, a fee for registration of $16.50. If the fifth and sixth cars

46-16  are registered for a period of 24 months pursuant to section 1 of

46-17  this act, the fee for registration for each such car is $33.

46-18     (b) For each of the seventh and eighth such cars registered to a

46-19  person, a fee for registration of $12. If the seventh and eighth cars

46-20  are registered for a period of 24 months pursuant to section 1 of

46-21  this act, the fee for registration for each such car is $24.

46-22     (c) For each of the ninth or more such cars registered to a

46-23  person, a fee for registration of $8. If the ninth such car or more is

46-24  registered for a period of 24 months pursuant to section 1 of this

46-25  act, the fee for registration for each such car is $16.

46-26     3.  The fees specified in subsection 2 do not apply:

46-27     (a) Unless the person registering the cars presents to the

46-28  Department at the time of registration the registrations of all of the

46-29  cars registered to him.

46-30     (b) To cars that are part of a fleet.

46-31     4.  For every motorcycle, a fee for registration of $33 and for

46-32  each motorcycle other than a trimobile, an additional fee of $6 for

46-33  motorcycle safety. If the motorcycle is registered for a period of 24

46-34  months pursuant to section 1 of this act, the fee for registration is

46-35  $66 and the additional fee for motorcycle safety is $12. The

46-36  additional fee must be deposited in the State Highway Fund for

46-37  credit to the Account for the Program for the Education of

46-38  Motorcycle Riders.

46-39     5.  For each transfer of registration, a fee of $6 in addition to

46-40  any other fees.

46-41     6.  Except as otherwise provided in subsection 9 of NRS

46-42  485.317, to reinstate the registration of a motor vehicle suspended

46-43  pursuant to that section:

46-44     (a) A fee of $250 for a registered owner who failed to have

46-45  insurance on the date specified in the form for verification that was


47-1  mailed by the Department pursuant to subsection 3 of NRS 485.317;

47-2  or

47-3      (b) A fee of $50 for a registered owner of a dormant vehicle who

47-4  cancelled the insurance coverage for that vehicle or allowed the

47-5  insurance coverage for that vehicle to expire without first cancelling

47-6  the registration for the vehicle in accordance with subsection 3 of

47-7  NRS 485.320,

47-8  both of which must be deposited in the Account for Verification of

47-9  Insurance which is hereby created in the State Highway Fund. The

47-10  money in the Account must be used to carry out the provisions of

47-11  NRS 485.313 to 485.318, inclusive.

47-12     7.  For every travel trailer, a fee for registration of $27.

47-13     8.  For every permit for the operation of a golf cart, an annual

47-14  fee of $10.

47-15     9.  For every low-speed vehicle, as that term is defined in NRS

47-16  484.527, a fee for registration of $33.

47-17     10.  To reinstate the registration of a motor vehicle that is

47-18  suspended pursuant to NRS 482.451, a fee of $33.

47-19     Sec. 45.  NRS 482.520 is hereby amended to read as follows:

47-20     482.520  [Whenever] If the owner of any motor vehicle, trailer

47-21  or semitrailer which is stolen or embezzled files an affidavit alleging

47-22  [such] that fact with the Department, [it] the Department shall

47-23  immediately suspend the registration of and refuse to reregister

47-24  [such] the vehicle until such time as it is notified that the owner has

47-25  recovered the vehicle, but notices given as herein provided [shall be]

47-26  are effective only during the [current registration year] period of

47-27  registration in which given. If during [such year] that period of

47-28  registration the vehicle is not recovered , a new affidavit may be

47-29  filed with like effect during the ensuing [year.] period of

47-30  registration. Every owner who has filed an affidavit of theft or

47-31  embezzlement must immediately notify the Department of the

47-32  recovery of [such] the vehicle.

47-33     Sec. 46.  NRS 483.380 is hereby amended to read as follows:

47-34     483.380  1.  Except as otherwise provided in NRS 483.247,

47-35  every driver’s license expires on the [fourth] sixth anniversary of

47-36  the licensee’s birthday, measured in the case of an original license, a

47-37  renewal license and a renewal of an expired license, from the

47-38  birthday nearest the date of issuance or renewal. Any applicant

47-39  whose date of birth was on February 29 in a leap year is, for the

47-40  purposes of NRS 483.010 to 483.630, inclusive, considered to have

47-41  the anniversary of his birth fall on February 28.

47-42     2.  Every license is renewable at any time before its expiration

47-43  upon application and payment of the required fee.

47-44     3.  The Department may, by regulation, defer the expiration of

47-45  the driver’s license of a person who is on active duty in the Armed


48-1  Forces upon such terms and conditions as it may prescribe. The

48-2  Department may similarly defer the expiration of the license of the

48-3  spouse or dependent son or daughter of that person if the spouse or

48-4  child is residing with the person.

48-5      Sec. 47.  NRS 486.161 is hereby amended to read as follows:

48-6      486.161  1.  Except as otherwise provided in subsection 4,

48-7  every motorcycle driver’s license expires on the [fourth] sixth

48-8  anniversary of the licensee’s birthday, measured in the case of an

48-9  original license, a renewal license or a license renewing an expired

48-10  license, from the birthday nearest the date of issuance or renewal.

48-11  Any applicant whose date of birth is February 29 is, for the purposes

48-12  of NRS 486.011 to 486.381, inclusive, considered to have the

48-13  anniversary of his birth fall on February 28.

48-14     2.  Every license is renewable at any time before its expiration

48-15  upon application, submission of the statement required pursuant to

48-16  NRS 486.084 and payment of the required fee. Every motorcycle

48-17  endorsement to a driver’s license issued on or after January 1, 1972,

48-18  expires simultaneously with the expiration of the driver’s license.

48-19     3.  Except as otherwise provided in subsection 1 of NRS

48-20  483.384, each applicant for renewal must appear before an examiner

48-21  for a driver’s license and [successfully] pass a test of his eyesight.

48-22     4.  Any person who has been issued a driver’s license without

48-23  having the authority to drive a motorcycle endorsed thereon must,

48-24  before driving a motorcycle, [successfully] pass:

48-25     (a) A driving test conducted by the Department; or

48-26     (b) A course of motorcycle safety approved by the

48-27  Department,

48-28  and have the authority endorsed upon his license.

48-29     Sec. 48.  NRS 371.080 is hereby amended to read as follows:

48-30     371.080  If any vehicle which is exempt from the governmental

48-31  services tax pursuant to NRS 371.100 ceases to be exempt after the

48-32  beginning of the period of registration [year] by reason of a change

48-33  of ownership, the amount of the tax must be reduced [one-twelfth]

48-34  on a prorated basis for each month which has elapsed since the

48-35  beginning of [that year.] the period of registration.

48-36     Sec. 49.  NRS 371.110 is hereby amended to read as follows:

48-37     371.110  Except as otherwise provided in NRS 482.482, the

48-38  governmental services tax is due on the first day of the period of

48-39  registration [year] for the vehicle concerned and must be paid at the

48-40  same time as, and in conjunction with, the registration or renewal of

48-41  registration of the vehicle.

48-42     Sec. 50.  NRS 371.070 is hereby repealed.

48-43     Sec. 51.  The provisions of sections 46 and 47 of this act

48-44  relating to the renewal of drivers’ licenses and motorcycle drivers’


49-1  licenses, respectively, apply only to drivers’ licenses and motorcycle

49-2  drivers’ licenses issued or renewed on or after July 1, 2003.

49-3      Sec. 52.  1.  This act becomes effective on July 1, 2003.

49-4      2.  NRS 482.37934, as amended by section 33 of this act,

49-5  expires by limitation on October 1, 2005, if, on that date, the

49-6  Department of Motor Vehicles has received fewer than 250

49-7  applications for the issuance of license plates pursuant to

49-8  NRS 482.37934.

 

 

49-9  TEXT OF REPEALED SECTION

 

 

49-10     371.070  Reduction for registration after beginning of year

49-11   for registration.  Upon vehicles registered for the first time in this

49-12   state after the beginning of the registration year, the amount of the

49-13   governmental services tax must be reduced one-twelfth for each
