AN ACT relating to access to health care; making appropriations to increase access to obstetrical and gynecological services; and providing other matters properly relating thereto.

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN

SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

 

1-1  Section 1. 1.  There is hereby appropriated from the State

1-2  General Fund to the Interim Finance Committee the sum of

1-3  $500,000 to pay a portion of the operational costs of the federally

1-4  qualified community health centers in this state that provide primary

1-5  health care to uninsured residents of this state at reduced rates based

1-6  upon the income of the resident. The money must be used to ensure

1-7  that there is adequate access to obstetrical and gynecological

1-8  services in this state.

1-9  2.  A federally qualified community health center in this state

1-10  may submit a request to the Interim Finance Committee to receive

1-11  funding from the money appropriated pursuant to subsection 1. The

1-12  request must include a proposed budget for the expenditure of the

1-13  money requested.

1-14      3.  The Interim Finance Committee shall allocate the amount it

1-15  approves for expenditure to the federally qualified community


2-1  health centers in this state in approximately the same proportion as

2-2  the number of patient encounters of each federally qualified

2-3  community health center for which the Committee approves funding

2-4  bears to the total number of patient encounters of all federally

2-5  qualified community health centers for which funding is approved.

2-6  The number of patient encounters used to calculate the allocation

2-7  must be the number reported in the Uniform Data Set for such

2-8  period as is determined appropriate by the Interim Finance

2-9  Committee.

2-10      4.  The Interim Finance Committee is not required to approve

2-11  any request submitted pursuant to this section. The Committee may

2-12  require such documentation and reporting by the federally qualified

2-13  community health centers that receive funding as it deems necessary

2-14  to ensure the productive use of the money appropriated.

2-15      5.  Any remaining balance of the appropriation made by

2-16  subsection 1 must not be committed for expenditure after June 30,

2-17  2005, and reverts to the State General Fund as soon as all payments

2-18  of money committed have been made.

2-19      Sec. 2.  1.  There is hereby appropriated from the State

2-20  General Fund to the Nevada Health Service Corps created pursuant

2-21  to NRS 396.900 the sum of $250,000 to be used as matching money

2-22  for money available from the Federal Government to repay loans on

2-23  behalf of obstetricians who agree to practice in this state.

2-24      2.  Any remaining balance of the appropriation made by

2-25  subsection 1 must not be committed for expenditure after June 30,

2-26  2005, and reverts to the State General Fund as soon as all payments

2-27  of money committed have been made.

2-28      Sec. 3.  This act becomes effective on July 1, 2003.
