Assembly Concurrent RESOLUTION—Memorializing former Assemblyman and public servant Carl Shelly.

 

1-1  Whereas, The members of the Nevada Legislature note with

1-2  sadness the passing of Carl Shelly on May 25, 2002, and recall that

1-3  he was the last surviving member of any Legislature that convened

1-4  during the 1930s and 1940s; and

1-5  Whereas, Carl B. Shelly, the son of Brady Michael and Marie

1-6  Bunda Shelly, was born in Truckee, California, on March 16, 1905,

1-7  and moved to Sparks with his family that same year, which,

1-8  coincidentally, was the year the City of Sparks was incorporated;

1-9  and


2-1  Whereas, Carl Shelly attended school in Sparks, delivered

2-2  newspapers by horse and buggy, graduated from Sparks High

2-3  School where he played on that school’s very first football team and

2-4  was attending the University of Nevada, Reno, when he met and

2-5  married Barbara Bulmer in 1926; and

2-6  Whereas, At the age of 28, Carl Shelly was elected to the

2-7  Sparks City Council, and in 1934 he was elected to represent

2-8  Washoe County as an Assemblyman, a position he retained for three

2-9  sessions of the Nevada Legislature from 1935 through 1939, during

2-10  which he was appointed to many committees, including the

2-11  Committee on Corporations and Railroads for all three sessions and

2-12  the Committee on Education for two sessions; and

2-13      Whereas, After leaving the Assembly, Carl Shelly continued to

2-14  work for his community during his five terms as a Washoe County

2-15  Commissioner and as Chairman of the Civil Defense Organization

2-16  for Washoe County during World War II; and

2-17      Whereas, Carl Shelly was active in the National Association of

2-18  County Officials, served as President of the Nevada State Welfare

2-19  Board and, in 1954, was appointed by President Eisenhower to the

2-20  United States Advisory Commission to UNESCO, the United

2-21  Nations Educational, Scientific and Cultural Organization; and

2-22      Whereas, Carl Shelly’s involvement in the business

2-23  community included owning and publishing the Sparks Tribune

2-24  with his wife, Barbara, from 1950 until 1960, operating the Sparks

2-25  Fuel Company for many years with his father and brother, founding

2-26  the Modern Home Mart and owning the Shelly Hardware Stores in

2-27  Reno and Sparks; and

2-28      Whereas, Nonprofit organizations also knew the zeal of Carl

2-29  Shelly who was a charter member of the Sparks Rotary and was

2-30  honored by the Sparks Masonic Lodge for his membership which

2-31  spanned 75 years; and

2-32      Whereas, Carl Shelly’s foremost volunteer passion was the

2-33  preservation of the history of “The Rail City” through his support of

2-34  the Sparks Heritage Museum which he helped found in 1985 and

2-35  which now proudly displays an outstanding collection of wood

2-36  carvings created by Carl in his later years; and

2-37      Whereas, Carl Shelly’s knowledge of the history of Sparks was

2-38  a tremendous resource and he often spoke to classes at area schools

2-39  who heard him declare with pride that he and the City of Sparks

2-40  were the same age; and

2-41      Whereas, Carl Shelly, whose wife, Barbara, predeceased him,

2-42  is survived by his children, Alice Schafer and Bruce Shelly, five

2-43  grandchildren and seven great-grandchildren; now, therefore, be it

2-44      Resolved by the Assembly of the State of Nevada, the

2-45  Senate Concurring, That the members of the 72nd Session of


3-1  the Nevada Legislature extend their sincere sympathy to the family

3-2  and friends of Carl B. Shelly; and be it further

3-3  Resolved, That the Sparks Heritage Museum will stand as a

3-4  reminder of the enthusiasm of Carl Shelly who was instrumental in

3-5  preserving the history of his city; and be it further

3-6  Resolved, That the example of Carl Shelly’s service to the

3-7  political and economic welfare of his community will encourage the

3-8  residents of Nevada to share their interests and talents for the good

3-9  of this state; and be it further

3-10      Resolved, That the Chief Clerk of the Assembly prepare and

3-11  transmit a copy of this resolution to Carl Shelly’s children, Alice

3-12  Schafer and Bruce Shelly.
