Assembly Concurrent RESOLUTION—Directing the Legislative Commission to conduct an interim study of telecommunication services in this state.

 

1-1      Whereas, The development and availability of

1-2  telecommunication services continue to improve and enrich the

1-3  quality of life for the residents of this state; and

1-4      Whereas, Providing telecommunication services efficiently

1-5  and economically is essential for maintaining a strong and vibrant

1-6  economy in this state; and

1-7      Whereas, The regulation and taxation of telecommunication

1-8  companies affect economic growth in this state; now, therefore, be it

1-9      Resolved by the Assembly of the State of Nevada, the

1-10  Senate Concurring, That the Legislative Commission is hereby

1-11  directed to appoint an interim committee, composed of three

1-12  members of the Assembly and three members of the Senate, one of

1-13  whom must be appointed as Chairman of the committee, to conduct

1-14  a study of telecommunication services in this state; and be it further

1-15      Resolved, That the study must include, without limitation, an

1-16  evaluation of:

1-17      1.  The methods presently used to determine the rates for

1-18  telecommunication services provided in this state;

1-19      2.  The feasibility of eliminating any implicit subsidies based

1-20  upon the type and location of the telecommunication service

1-21  provided in this state;


2-1  3.  The feasibility of determining rates for telecommunication

2-2  services provided in this state without the use of implicit subsidies

2-3  based upon the type and location of telecommunication services

2-4  provided in this state;

2-5  4.  The current competition and future competitive trends for

2-6  telecommunications services in the Northern Nevada and Southern

2-7  Nevada markets;

2-8  5.  The pricing trends to various customer classes of

2-9  telecommunications services after the enactment of Senate Bill No.

2-10  440 by the 70th Session of the Nevada Legislature;

2-11      6.  Methods to promote deployment of affordable broadband

2-12  services to all classes of consumers; and

2-13      7.  Before regulatory action is taken that is not otherwise

2-14  required as a result of changes made by the 72nd Session of the

2-15  Nevada Legislature or as result of federal laws and regulations, the

2-16  appropriate scope of future legislative or regulatory policies

2-17  regarding telecommunications services and products to promote an

2-18  orderly transition to a functionally competitive telecommunications

2-19  market in a manner that will most benefit the consumers and

2-20  economy of this state; and be it further

2-21      Resolved, That any recommended legislation proposed by the

2-22  interim committee must be approved by a majority of the members

2-23  of the Senate and a majority of the members of the Assembly

2-24  appointed to the committee; and be it further

2-25      Resolved, That the Legislative Commission shall submit a

2-26  report of the results of the study and any recommendations for

2-27  legislation to the 73rd Session of the Nevada Legislature.
