Assembly Concurrent RESOLUTION—Memorializing longtime public servant, Henry “Hank” Etchemendy.
1-1 Whereas, On December 18, 2001, the residents of Nevada
1-2 experienced the loss of fellow Nevadan, Henry “Hank”
1-3 Etchemendy, whose decades of public service working in various
1-4 positions of influence throughout Nevada evidenced his love for his
1-5 home state and its people; and
1-6 Whereas, The son of Basque parents, Henry Etchemendy was
1-7 born October 6, 1923, in Elko, graduated from Elko High School
1-8 and attended Colorado College at Colorado Springs for 2 years
1-9 where he majored in civil engineering; and
2-1 Whereas, Henry Etchemendy served in the United States
2-2 Marine Corps at Guadalcanal during World War II and returned to
2-3 the Corps as an artillery instructor and aerial photography interpreter
2-4 during the Korean War; and
2-5 Whereas, While starting as a building inspector in Elko in
2-6 1952, Hank Etchemendy became the first City Manager of Elko in
2-7 1955, a position he held for 11 years before moving to Carson City
2-8 in 1966; and
2-9 Whereas, As the first City Manager of Carson City and the
2-10 last County Manager of Ormsby County, Hank Etchemendy
2-11 successfully guided those two governments to consolidation in 1969
2-12 and continued his work in the Capital City until 1978 when he left
2-13 to become Reno’s City Manager; and
2-14 Whereas, Known as a financial and budgetary expert, his
2-15 expertise was put to good use as a member of the committee that
2-16 developed the Local Government Budget Act and also as a member
2-17 of advisory committees to both the Nevada Tax Commission and the
2-18 Department of Taxation; and
2-19 Whereas, These same talents were apparent when, as an active
2-20 member of the Nevada League of Cities, Hank helped develop a
2-21 format to measure the financial health of cities and counties; and
2-22 Whereas, As Executive Director of the Nevada Association of
2-23 School Boards for 15 years, Hank worked tirelessly on behalf of
2-24 Nevada’s local school districts and his many achievements are
2-25 reflected in the commonly held sentiment that “the school children
2-26 of Nevada, now and into the future, are better off because of Hank
2-27 Etchemendy”; and
2-28 Whereas, Hank made similarly valuable contributions during
2-29 his longtime service as a consultant to the Board of the Nevada
2-30 Parent Teachers’ Association on legislative issues; and
2-31 Whereas, Hank Etchemendy is survived by his wife, Peggy,
2-32 sons, Larry, Arnold and Bill, several grandchildren, and his sister
2-33 Mary Guccini; now, therefore, be it
2-34 Resolved by the Assembly of the State of Nevada, the
2-35 Senate Concurring, That the members of the 72nd Nevada
2-36 Legislature express their deep sense of loss and extend their sincere
2-37 condolences to the family and many friends of Henry “Hank”
2-38 Etchemendy; and be it further
2-39 Resolved, That the kindness, fairness, honesty and
2-40 commitment of Hank Etchemendy will be remembered by all whose
2-41 lives have been touched by his public service to the cities and
2-42 schools of Nevada; and be it further
3-1 Resolved, That the Chief Clerk of the Assembly prepare and
3-2 transmit a copy of this resolution to Peggy Etchemendy, Hank’s
3-3 loving wife of 53 years.
