Assembly Concurrent RESOLUTION—Memorializing former mining lobbyist and Nevada Tax Commissioner, Howard Winn.
1-1 Whereas, The Nevada State Legislature notes with sadness the
1-2 passing of W. Howard Winn on December 12, 2001, at a ranch near
1-3 Silver City, New Mexico; and
1-4 Whereas, Howard Winn was born to W. Henry and Annie Ritz
1-5 Winn on May 16, 1916, in Howard County, Missouri, and moved
1-6 with his family to spend his childhood on a wheat farm and attend
1-7 schools in McPherson, Kansas; and
1-8 Whereas, After earning a Bachelor of Science degree in
1-9 Mining Engineering from the University of Kansas in 1939, Howard
2-1 Winn joined Kennecott Copper Corporation where his 36-year
2-2 career included work as a Design Engineer, Smelter Superintendent,
2-3 Concentrator Superintendent and Reduction Plant Superintendent in
2-4 several of the company’s operations before his appointment as
2-5 General Manager of the Nevada Mines Division in Ely, a position
2-6 that he held for the last 12 years until his retirement in 1976; and
2-7 Whereas, In 1935, Howard Winn married Chrysie Bailey and,
2-8 after her death in 1987, Howard memorialized their love of 52 years
2-9 with his establishment of the Chrysie P. Winn Memorial
2-10 Endowment, which provides funding for the enhancement of the
2-11 mining and geology collection of the DeLaMare Library of the
2-12 Mackay School of Mines at the University of Nevada, Reno, where
2-13 the Chrysie P. Winn Reading Room has been named in her honor;
2-14 and
2-15 Whereas, A long-standing member of the American Institute
2-16 of Mining and Metallurgical Engineers and the Society of Mining
2-17 Engineers, Howard Winn was a consultant to the Nevada Mining
2-18 Association for 12 years after his retirement from Kennecott and
2-19 also served for 19 years on the Nevada Tax Commission; and
2-20 Whereas, Believing that laws should be written for the benefit
2-21 of the public generally, Howard Winn worked as a lobbyist at the
2-22 Nevada Legislature not only for the mining industry but for all
2-23 Nevadans, and his efforts resulted in the passage of many laws that
2-24 protect the State’s wildlife and air and water quality; and
2-25 Whereas, In addition to the scholarship-endowed trust
2-26 established by him at the Mackay School of Mines, Howard Winn
2-27 demonstrated his love for people and for the mining industry by
2-28 mentoring many men and women who achieved much in their own
2-29 careers in mining and by supporting a prominent role for women in
2-30 the industry before it was popular to do so; and
2-31 Whereas, Howard Winn was also preceded in death by his
2-32 second wife, Arvada, and is remembered as a man of the greatest
2-33 honor and integrity who respected all people for their individual
2-34 abilities to contribute to the greater good; now, therefore, be it
2-35 Resolved by the Assembly of the State of Nevada, the
2-36 Senate Concurring, That the members of the 72nd session of the
2-37 Nevada Legislature extend their condolences to the many friends of
2-38 W. Howard Winn; and be it further
2-39 Resolved, That the table, beautifully crafted by Howard Winn
2-40 and located in the Chrysie P. Winn Reading Room, will be a
2-41 reminder of the generosity and love of this man who left his mark on
2-42 the mining industry and the people of Nevada.
