     Amend section 1, page 2, by deleting lines 11 and 12 and inserting:

“of the [council] governing body and an appeal of that decision . [to the council.] The ordinance must specify whether all such appeals are to be made to the governing body or to a court of competent jurisdiction.”.

     Amend section 1, page 2, line 34, after “body” by inserting:

“or a court of competent jurisdiction”.
