Amend sec. 5, page 5, by deleting lines 24 through 30 and inserting:
“3. When a person, formerly a nonresident, becomes a resident of this state, he shall:
(a) Within 30 days after becoming a resident; or
(b) At the time he obtains his driver’s license,

whichever occurs earlier, apply for the registration of [any vehicle which]
each vehicle he owns
[and] which is operated in this state. When a person, formerly a nonresident,
applies for a driver’s license in this state, the Department shall inform the
person of the requirements imposed by this subsection and of the penalties that
may be imposed for failure to comply with the provisions of this subsection. In
addition, the Department shall maintain or cause to be maintained a list or
other record of persons who fail to comply with the provisions of this
subsection and shall, at least once each month, provide a copy of that list or
record to the Department of Public Safety.”.
Amend the bill as a whole by deleting sections 7 and 8 and renumbering sections 9 through 11 as sections 7 through 9.
Amend sec. 11, page 11, by deleting lines 10 and 11 and inserting:
“Sec. 9. 1. This section and sections 1 to 4, inclusive, 6, 7 and 8 of this act become effective upon passage and approval.
2. Section 5 of this act becomes effective on July 1, 2004.”.
Amend the title of the bill by deleting the third and fourth lines and inserting:
“new residents of this state; revising the provision which”.
