     Amend section 1, page 2, line 26, by deleting “1” and inserting:

“1, other than a person to whom sub-subparagraph (II) of subparagraph (1) of paragraph (a) of subsection 1 applies,”.

     Amend section 1, page 2, line 45, after “chloride;” by inserting “or”.

     Amend section 1, page 3, by deleting lines 4 through 9 and inserting:

“vinyl chloride,”.
