     Amend sec. 2, page 2, by deleting lines 8 through 16 and inserting:

“be charged only one time for each grant awarded in an amount that is based on the direct costs attributable to administering the grant by one grants administrator and any associated travel, services, supplies and equipment.”.

     Amend sec. 3, page 2, by deleting lines 35 through 37 and inserting:

“grants include, without limitation, costs for the salary, travel expenses and per diem allowances of the person whose duty is to administer the federal grants.”.
