     Amend section 1, page 2, line 26, after “state” by inserting:

“whose population is less than 100,000”.

     Amend section 1, page 2, line 35, by deleting “Five” and inserting “Ten”.

     Amend section 1, page 2, line 40, after “state” by inserting:

“whose population is less than 100,000”.
