     Amend sec. 2, page 2, by deleting lines 40 through 42 and inserting:

“change in the population of the local government [for the fiscal year immediately preceding the year in which the allocation is made and the 4] over the 5 fiscal years immediately preceding the year in which the”.

     Amend sec. 2, page 3, by deleting lines 9 through 11 and inserting:

“percentage of change in the population of the local government [for the fiscal year immediately preceding the year in which the allocation is made and the 4] over the 5 fiscal years immediately preceding the”.

     Amend sec. 2, page 3, line 36, by deleting “5” and inserting:
