AN ACT relating to economic development; making various changes concerning the powers and duties of the Commission on Economic Development; and providing other matters properly relating thereto.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
1-1 Section 1. NRS 231.064 is hereby amended to read as follows:
1-2 231.064 In addition to its other duties, the Commission on
1-3 Economic Development shall:
1-4 1. Investigate and study conditions affecting Nevada business,
1-5 industry and commerce, and engage in technical studies, scientific
1-6 investigations, statistical research and educational activities
1-7 necessary or useful for the proper execution of the function of the
1-8 Division of Economic Development in promoting and developing
1-9 Nevada business, industry and commerce, both within and outside
1-10 the State.
1-11 2. Conduct or encourage research designed to further new and
1-12 more extensive uses of the natural and other resources of the State
1-13 and designed to develop new products and industrial processes.
2-1 3. Serve as a center of public information for the State of
2-2 Nevada by answering general inquiries concerning the resources and
2-3 economic[, residential and recreational] advantages of this state and
2-4 by furnishing information and data on these and related subjects.
2-5 4. Prepare , and [publish pamphlets and other descriptive]
2-6 disseminate in any medium, informational material designed to
2-7 promote community, economic and industrial development in
2-8 Nevada . [, including a regularly revised industrial directory for the
2-9 State.]
2-10 5. Plan and develop an effective service for business
2-11 information, both for the direct assistance of business and industry
2-12 of the State and for the encouragement of business and industry
2-13 outside the State to use economic facilities within the State,
2-14 including readily accessible information on state and local taxes,
2-15 local zoning regulations and environmental standards, the
2-16 availability and cost of real estate, labor, energy, transportation and
2-17 occupational education and related subjects.
2-18 Sec. 2. NRS 231.067 is hereby amended to read as follows:
2-19 231.067 The Commission on Economic Development shall:
2-20 1. Develop a state plan for industrial development and
2-21 diversification.
2-22 2. [Promote,] Except as otherwise provided in this subsection,
2-23 promote, encourage and aid the development of commercial,
2-24 industrial, agricultural, mining and other vital economic interests of
2-25 this state, except for travel and tourism . [, except that in] In a
2-26 county whose population is less than 50,000, the county may
2-27 include community development and the development of the
2-28 nongaming recreation and tourism industry in its economic
2-29 development efforts.
2-30 3. Identify sources of financing [and] to assist businesses and
2-31 industries which wish to locate or expand in Nevada . [in obtaining
2-32 financing.]
2-33 4. Provide and administer grants of money to political
2-34 subdivisions of the State and to local or regional organizations for
2-35 economic development to assist them in promoting the advantages
2-36 of their communities , in expanding and retaining businesses in
2-37 those communities and in recruiting businesses to [relocate in]
2-38 those communities. Each recipient must provide an amount of
2-39 money, at least equal to the grant, for the same purpose, except[,] in
2-40 a county whose population is less than 50,000, the Commission
2-41 may, if convinced that the recipient is financially unable to do so,
2-42 provide such a grant with less than equal matching money provided
2-43 by the recipient.
2-44 5. Encourage and assist state, county and city agencies in
2-45 planning and preparing projects for community, economic [or] and
3-1 industrial development and financing those projects with revenue
3-2 bonds[.
3-3 6. Coordinate] or community development block grants.
3-4 6. Except as otherwise provided in this subsection, coordinate
3-5 and assist the activities of counties, cities, local and regional
3-6 organizations for economic development [and fair and recreation
3-7 boards] in the State which affect economic and industrial
3-8 development, except for travel and tourism . [, except that in] In a
3-9 county whose population is less than 50,000, the county may
3-10 include community development and the development of the
3-11 nongaming recreation and tourism industry in its economic
3-12 development efforts.
3-13 7. Arrange by cooperative agreements with local governments
3-14 to serve as the single agency in the State where relocating or
3-15 expanding businesses may obtain all required permits.
3-16 8. Promote close cooperation between public agencies and
3-17 private persons who have an interest in industrial development and
3-18 diversification in Nevada.
3-19 9. Organize and coordinate the activities of a group of
3-20 volunteers which will aggressively select and recruit businesses and
3-21 industries, especially small industries, to locate their offices and
3-22 facilities in Nevada.
3-23 10. As used in this section, “community development block
3-24 grant” means a grant administered or made available by the
3-25 United States Department of Housing and Urban Development
3-26 pursuant to 24 C.F.R. Part 570.
3-27 Sec. 3. This act becomes effective on July 1, 2003.
