AN ACT relating to health care; directing the Legislative Commission to appoint a subcommittee to study the feasibility of establishing a State Health Authority to plan for a single payer health care system in the State of Nevada and for the expansion of the Medicaid program; and providing other matters properly relating thereto.

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN

SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

 

1-1  Section 1. 1.  The Legislative Commission shall conduct an

1-2  interim study of the feasibility of establishing a State Health

1-3  Authority to plan for a single payer health care system and for the

1-4  expansion of the Medicaid program. The Legislative Commission

1-5  shall create a subcommittee to carry out the study.

1-6  2.  The subcommittee must consist of:

1-7  (a) Two members of the Assembly appointed by the Legislative

1-8  Commission;

1-9  (b) Two members of the Senate appointed by the Legislative

1-10  Commission; and

1-11      (c) Four members appointed by the Governor.

1-12      3.  The study must include, without limitation, the feasibility of

1-13  establishing a State Health Authority to:


2-1  (a) Plan for the provision of health care services to the residents

2-2  of this state;

2-3  (b) Develop a plan for the State of Nevada to purchase all health

2-4  care services for residents of this state, including, without limitation,

2-5  a method for funding the plan;

2-6  (c) Develop a plan to expand Medicaid to provide all optional

2-7  services that it is authorized to provide pursuant to federal law; and

2-8  (d) Develop a plan to provide health insurance to residents of

2-9  this state whose incomes are under 300 percent of the federally

2-10  designated level signifying poverty and who but for their income are

2-11  otherwise eligible for benefits pursuant to Medicaid.

2-12      4.  Members of the subcommittee who are appointed by the

2-13  Governor serve without salary, but are entitled to receive the per

2-14  diem allowance and travel expenses provided for state officers and

2-15  employees generally while engaged in the business of the

2-16  subcommittee.

2-17      5.  The subcommittee shall submit a report of the results of the

2-18  study and any recommendations for legislation to the Legislative

2-19  Commission on or before September 1, 2004.

2-20      Sec. 2.  This act becomes effective on July 1, 2003.
