AN ACT relating to education; requiring the persons who serve on the Commission on Professional Standards in Education as teachers to hold certification issued by the National Board for Professional Teaching Standards; and providing other matters properly relating thereto.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
1-1 Section 1. NRS 391.011 is hereby amended to read as follows:
1-2 391.011 1. The Commission on Professional Standards in
1-3 Education, consisting of nine members appointed by the Governor,
1-4 is hereby created.
1-5 2. Four members of the Commission must be teachers who
1-6 hold certification issued by the National Board for Professional
1-7 Teaching Standards and who teach in the classroom as follows:
1-8 (a) One who teaches in a secondary school.
1-9 (b) One who teaches in a middle school or junior high school.
1-10 (c) One who teaches in an elementary school.
1-11 (d) One who teaches special education.
1-12 3. The remaining members of the Commission must include:
1-13 (a) One counselor or psychologist employed by a school district.
1-14 (b) Two administrators of schools, at least one of whom must be
1-15 a principal of a school.
2-1 (c) The dean of the College of Education at one of the
2-2 universities in the University and Community College System of
2-3 Nevada, or a representative of one of the Colleges of Education
2-4 nominated by such a dean for appointment by the Governor.
2-5 (d) One member who is a representative of the general public.
2-6 4. The appointments of a counselor, the administrators and
2-7 three of the four teachers must be made from a list of names of at
2-8 least three persons for each position that is submitted to the
2-9 Governor:
2-10 (a) For the counselor and teachers, by an employee organization
2-11 representing the majority of counselors and the majority of teachers
2-12 in the State of Nevada who teach in the educational level from
2-13 which the appointment is being made; or
2-14 (b) For administrators, by an organization of administrators for
2-15 schools in which the majority of administrators of schools in this
2-16 state have membership.
2-17 5. One member of the Commission who is a teacher,
2-18 administrator, counselor or psychologist must be employed by a
2-19 private school licensed pursuant to chapter 394 of NRS.
2-20 Sec. 2. This act becomes effective on July 1, 2003.
